Forty-eight of the 77 provinces were blanketed in unsafe levels of ultra-fine dust this morning, 21 of them reporting red-level air pollution.

The Geo-Informatics and Space Technology Development Agency (GISTDA) at 9am reported red levels of particulate matter 2.5 micrometers and less in diameter (PM2.5), ranging from 75.9 to 145.2 micrograms per cubic meter of air over the previous 24 hours. Continued …

Zika cases reach 30 in Hua Hin and Pranburi

In response to a rising number of Zika virus cases, officials in Hua Hin and Pranburi are intensifying their prevention efforts. A meeting held yesterday discussed ways to implement effective measures against the spread of the virus throughout Prachuap Khiri Khan.

The Zika virus, known for being carried by the same mosquitoes that spread dengue fever and Chikungunya, poses a significant risk to pregnant women. Infection during pregnancy can lead to microcephaly, a serious birth defect affecting a baby’s brain development. Continued …

San Paulo Hospital Hua Hin earns AACI accreditation

San Paulo Hospital Hua Hin has achieved a significant milestone in healthcare by receiving the first “AACI” international medical standard certification in upper southern Thailand. The achievement was commemorated in a ceremony held at the hospital yesterday.

Dr. Somphorn Kampong, a board member of the American Accreditation Commission International (AACI) and president of AACI Asia Pacific, presented two AACI standard certificates to Dr. Ekalaph Thongborisut, the chairman and director of San Paulo Hospital Hua Hin. All Entertainment Venues Prohibited From Making Very Loud Noise

All entertainment venues nationwide have been warned to never make very loud noise, which might otherwise disturb their neighborhoods, or else they could be shut down by law, according to Sutthipong Chulcharoen, undersecretary of the Ministry of Interior.

Operators of all entertainment spots throughout the country are officially cautioned to never play music so loud and boisterous that it may ruin public peace in their neighborhood, otherwise they could probably be ordered by the authorities to close for as long as five years, Sutthipong said yesterday. 5-meter python rescued from temple pipes in Satun province

The Council of State says the government can proceed with promulgating a loan bill to borrow Bt500 billion to fund the digital wallet scheme, Deputy Finance Minister Julapun Amornvivat said today.

The government has launched tax breaks to encourage consumer spending this year, in a bid to stimulate the economy. But will it work and who is going to benefit? From Jan. 1 to Feb. 15, the government is implementing “Easy E-Receipt”, a tax deduction measure.

Sales of smartphones and computer products have soared by 30%-60% in the first week of January, a trend that IT product vendors attribute to the government’s e-receipt program.

Grab Thailand is participating in the government’s tax refund scheme, “Easy E-Receipt,” by launching the “GrabMart Easy E-Receipt” campaign in collaboration with leading retailers, as well as small and medium merchant partners nationwide.

The campaign aims to stimulate domestic spending at the beginning of the year by helping shoppers obtain electronic tax invoices and receipts from the Grab app, enabling tax deductions of up to Bt50,000. Ukrainian drowns trying to swim from Koh Chang to nearby island

A Ukrainian man drowned near Bailan Beach on the island of Koh Chang in the eastern province of Trat. He reportedly tried to swim from Koh Chang to Koh Man Nai after an argument with his family.

Locals discovered the dead body near Bailan Beach in the Koh Chang Tai subdistrict, on Koh Chang at around 2pm yesterday, and reported the matter to the village chief, Termsak Sertsri. Foreigner Filmed Urinating Off the Back of TukTuk in Phuket

A video clip of a foreign man who was standing and urinating on the back of a tuk tuk in Patong has gone viral on social media this week, causing outrage and anger from many Thai social media users who demanded the foreigner be arrested and charged to the fullest extent of the law.

Thailand’s Famed Elephant Tourism Is Controversial — Here’s How to Pick an Ethical Sanctuary

In Thailand, it’s very easy to encounter an elephant. Some sites allow quiet observation, as you admire the massive animals from afar. Other tourist venues offer activities like feeding, riding, or bathing with elephants. Many places toss around the term “ethical” when describing the encounters, but they often are not the sanctuaries they promote.

(Editor note: Expat News visited the Elephant Nature Park outside of Chiang Mai, and we have to dispute one warning about not physically interacting with the elephants. Unlike some “sanctuaries”, where the elephants are basically penned in – or chained or caged, pachyderms at Elephant Nature Park mostly are allowed to roam free in the mountainous jungles of the park and visitors are allowed to mingle with them for bathing, feeding and walks. These are rescued elephants and their young, and as long as there is no riding of the elephants, we see no problem with this activity.)

“Visiting an animal sanctuary while traveling can be a great way to support local animal welfare and conservation efforts, but you need to do your homework because there are many bogus sanctuaries operating that can lure in well-meaning and unsuspecting tourists,” Wendy Higgins, director of international media for Humane Society International. New tax era in Thailand begins

Thailand is moving toward greater integration with the international tax framework to stamp out tax avoidance and evasion. Significantly, it comes with the Revenue Department reporting a surge in income in the first few months of the fiscal year, which will also see foreign residents more closely scrutinized for tax.

Thailand’s Revenue Department is to share tax information with 138 countries worldwide as part of the new OECD framework agreed in July 2023. At the same time, the Sept. 15 order, which altered the income tax status of all foreign residents after 35 years, is also now in effect. Continued …

The Excise Department plans to implement four tax measures for the environment and society this year, says Director-general Ekniti Nitithanprapas.

Thai national parks report record revenues and visitors in 2023

The Thai Department of National Parks, Wildlife and Plant Conservation disclosed the rankings of the top 10 highest-earning and most-visited national parks from the pool of 133 parks for the previous year.

Based on revenue from January to December 2023, the top 10 Thai national parks accumulated a total income of 1,651,868,101 baht (US$47 million). Hat Noppharat Thara–Mu Ko Phi Phi National Park in Krabi topped the chart with an income of 377,321,864 baht (US$10 million). Similan Islands National Park in Phang Nga followed closely, generating a total income of 175,392,700 baht (US$5 million). Continued …

The Tha Chatchai Police said that on Saturday they were notified from a tour company in Phuket that a bus driver left tourists for apparently no reason at a shop in Kathu, Phuket. The new year holiday period witnessed a significant drop in road accidents, with 212 fatalities and 1,860 injuries, according to statistics from the Department of Land Transport. Thousands of noise complaints from 4am bar closing

Members of the public have filed 5,785 complaints about noise since Dec. 15, when the rule allowing pubs, bars and entertainment venues in selected areas of Bangkok, Phuket, Chonburi, Chiang Mai and Koh Samui in Surat Thani province to remain open until 4am came into effect.

Price of electricity from January-April to rise

The Energy Regulatory Commission of Thailand has set new electricity charges, ranging from 4.68 baht to 5.95 baht/unit from January until April, 2024. The price from September until December this year has been 3.99 baht/unit.

The commission approved an 89.55 satang/unit fuel tariff (FT) for the January-April period, which will raise the price of electricity to an average of 69.07 satang/unit. When adding in the power base rate of 3.78 baht/unit, the new price of electricity will average 4.68 baht/unit, excluding VAT. Continued …

Fire at a Hua Hin university causes Bt3M in damage

A fire ripped through a building of a university in Prachuap Khiri Khan’s Hua Hin district yesterday afternoon, destroying computers and other property.

Education Ministry assigned to take urgent steps to improve Thais’ English proficiency

Prime Minister Srettha Thavisin has ordered the Education Ministry to come up with measures rapidly to improve English proficiency among Thai people, students in particular, after Thailand’s very poor ranking on the global Education First (EF) English Proficiency Index 2023.

EF ranks 113 countries, where English is not the first language, based on scores in 2.2 million Education First standardized English tests taken in 2022. At the top of the list is the Netherlands, with an average score of 647 out of 800, followed by Singapore (631), while Denmark, scoring 615, and Norway, with 614, swapped places at fourth and fifth place. Finnish authorities have wrapped up an investigation into a human trafficking and bribery scandal. The case involves Thai berry pickers who worked in Finland from 2020 to 2022.

The National Bureau of Investigation (NBI) suspects five individuals linked to berry companies for aggravated human trafficking. GDP Forecast To Rise 3.8%, Partly Due To Digital Wallet Campaign

Thailand’s gross domestic product (GDP) is forecast to rise 3.8% next year, partly due to the Pheu Thai-initiated digital wallet campaign, the Bank of Thailand’s Assistant Gov. Piti Disyatat said Wednesday.

Loei province cracks down on illegal burning to combat toxic smog

The province of Loei issued a stern prohibition on illegal burning in a bid to mitigate the toxic smog crisis. The measure is a response to the yearly increase of forest and sugarcane farm fires, particularly between December and March, which significantly contribute to PM2.5 dust particles in the atmosphere.

Phuket officials accused of extorting Thai women and their foreign husbands

Multiple Thai women accused officials at district offices in Phuket of extorting money from them and their foreign husbands. The alleged malpractice involves overcharging them between 3,000 to 8,000 baht for marriage certificates, a substantial increase from the standard 200-baht fee.

A halt on issuing gun licenses for a year has been authorized by Interior Minister Anutin Charnvirakul as part of an effort to reduce gun violence, announced Traisuree Taisaranakul, secretary to the interior minister. Thailand’s exports expected to contract this year

The Thai National Shippers’ Council has predicted that Thailand’s exports this year would contract 1.5% year-on-year.

Council chief Chaicharn Charoensuk said although Thailand’s exports had started to see a brighter trend, its growth would remain negative because of the contraction earlier in the year. 126 Thai companies blacklisted for labor rights violations

Nearly 130 companies in Thailand that violated labor rights have been blacklisted, while six Myanmar companies sending workers to Thailand have had their licenses revoked temporarily, according to the Ministry of Labor.

The cancellation of flight slots by several Chinese airlines following low passenger demand won’t have an impact on the government’s visa exemption policy for Chinese citizens, Prime Minister Srettha Thavisin said yesterday.

Air pollution in Bangkok has recently spiked, with 17 locations across the city registering levels of PM2.5 dust particles that exceed safe standards.

The most severe pollution was recorded at the intersection of Mahajai and Phet Kasem 81 in Nong Khaem district, where the PM2.5 level reached 47 micrograms per cubic meter today. Long boat racing returns to Kao Tao this weekend

Khao Tao Reservoir will host the 16th edition of “Long Boat Racing for River Masters” today through Sunday. Participants from all over Thailand are expected to compete across four boat categories.

The event will feature traditional Lao vessels, ancient long boats, Naga head long boats from Nan province, and iron long boats from Buriram.

The schedule:

November 18: 8:30 am – Opening ceremony; 9 am – Commencement of the long boat races; 7:30 pm – Performance by the Thai Health Promotion Foundation. 8 pm – Performance by artist Tom Dundee.

November 19: 9 am – Semifinals and finals for all boat categories. 3 pm – Presentation of the royal trophy and other awards to competition winners. 4 pm – Closing ceremony.

Earth deity inspires Miss Universe Thailand’s costume

Thai-Danish beauty queen Anntonia Porsild looked stunning in an eye-catching national costume as she competed in the 72nd Miss Universe 2023 pageant being held in San Salvador, El Salvador. The national costume for this year is called “Ayutthaya Kingdom’s Goddess”, and was inspired by the statue of Phra Mae Thorani, the earth deity in Buddhist mythology. Thais believe Phra Mae Thorani brings prosperity to the land and dispels evil. Anntonia, 26, was crowned Miss Universe Thailand 2023 in August and has gone on to represent Thailand in the international pageant this week, competing against representatives from over 80 countries. The National Astronomical Research Institute of Thailand (NARIT) said on Thursday that people should keep an eye out for the Leonid meteor shower that will light up the eastern skies from after midnight tolnight to early Saturday morning.

Issuing of gun carry permits suspended nationwide

The issuance of permits for individuals to carry firearms in public has been suspended nationwide to ensure people’s safety, as instructed by Interior Minister Anutin Charnvirakul, Interior Permanent Secretary Suttipong Juljarern said on Thursday.

The Tourism Council of Thailand plans to allocate a tourism fund, garnered from fees collected from foreign visitors, predominantly for the improvement of the tourism sector by state agencies. Long boat racing returns to Kao Tao this weekend

Khao Tao Reservoir will host the 16th edition of “Long Boat Racing for River Masters” between Nov. 17-19. Participants from all over Thailand are expected to compete across four boat categories.

The event will feature traditional Lao vessels, ancient long boats, Naga head long boats from Nan province, and iron long boats from Buriram.

This competition is organized by Hua Hin municipality, the Thai PBS television station and the Thai Health Promotion Foundation (ThaiHealth).

The schedule:

November 18: 8:30 am – Opening ceremony; 9 am – Commencement of the long boat races; 7:30 pm – Performance by the Thai Health Promotion Foundation. 8 pm – Performance by artist Tom Dundee.

November 19: 9 am – Semifinals and finals for all boat categories. 3 pm – Presentation of the royal trophy and other awards to competition winners. 4 pm – Closing ceremony.

It was disappointing to see that Thai PBS decided to take down its interview with Taiwan’s foreign minister, Joseph Wu, due to comments from the Chinese embassy in Bangkok. However, it is understandable given that they are government-run.

Still, the government should not dance to every tune played by the Chinese government. Thailand is not one of China’s provinces, and the government needs to stop treating the country as such merely for economic gains from China’s investments and tourists. Continued …

Officials Propose To Ban All Thais Fom Carrying Guns

Despite the government’s efforts to take strict measures to control gun violence following the shooting of a 17-year-old at Paragon in October, there have been at least two other incidents in Bangkok recently.

The first incident occurred on Saturday, when a group of teenagers were involved in a shootout in which Maria Sirada Sinprasert, also known as “Teacher Jeab” who teaches computer skills at Sacred Heart Convent School, was accidentally shot. Thailand’s railway through to Chiang Rai to open in 2028

Chiang Rai will have a new rail route winding past lush mountains, beautiful bridges, tunnels and even breaking through the morning mist. The State Railway of Thailand (SRT)’s Gov. Nirut Maneephan said this will probably be the most romantic route in Thailand.

The government’s digital money handout will not be implemented until the legal process for the project has been finalized, says Deputy Finance Minister Julapun Amornvivat.

Salaries set to rise 5% next year
