The Immigration Bureau announced on Monday a major upgrade to its online system for 90-day reporting. This development is expected to alleviate the chronic overcrowding at Immigration offices across the country.

10 days of rainfall predicted in Thailand, with lower temperatures

The Thailand Meteorological Department (TMD) predicted rainfall for the next 10 days, from Jan. 22-31. The TMD anticipates thunderstorms in the northern, central and upper northeastern regions, with a temperature rise expected.

From Jan. 22-26, a moderate to strong mass of cold air will spread over the northeast and the South China Sea, which will result in a southerly wind and a southeasterly wind bringing moisture from the Gulf of Thailand. This will cover the lower central region, the eastern region, Bangkok and its vicinity, and the upper southern region. The weather forecast for the next seven days, from Jan. 23-27, suggests that Thailand will experience thunderstorms and a temperature decrease of 1-4 degrees Celsius. Continued …

COVID-19 hospital admissions increase 12.9% during the past week

COVID-19 infections in Thailand are on the rise, with 718 patients being admitted to hospitals between Jan. 14-20. Of these, 11 have died, compared to four a week earlier, according to the Department of Disease Control.

An average of 102 admissions were reported each day during the past week, an increase of 12.9%. Of the 718 admissions, 209 were suffering from serious lung infections and 149 required ventilators. Continued …

Changan Automobile, the Chongqing, China-based automobile manufacturer, is upbeat about Thailand’s electric vehicle market, designating the country as its strategic export base with an ambitious target of selling 20,000 EVs in the country this year.

Shen Xinghua, chairman of Changan Auto Sales (Thailand), said the Thai government has set a target for 30% of all vehicles produced in Thailand to be EVs by 2030, according to the three-phase national development plan. How climate change is affecting Thailand’s food security

Thailand ranks 13th among world food exporters, accounting for 2.3% of the global food market, valued at approximately 1.1 billion baht. However, according to the GermanWatch Global Climate Risk Index 2021, Thailand ranks ninth out of 180 countries for long-term climate risk.

Climate risk affects Thailand in several aspects, especially in tourism and agriculture. Last year, El Niño resulted in droughts, impacting agricultural production in Thailand. It led to lower than expected yields of key crops such as rice, sugar cane, cassava, rubber and animal feed maize. The cumulative estimated economic losses for 2023 were over 48 billion baht. The Tourism Authority of Thailand (TAT) is expecting more than 1 million foreign tourists to arrive in the country this Chinese New Year to celebrate alongside more than 2 million local tourists.

According to Tourism and Sports Minister Sudawan Wangsuphakijkosol, the upcoming Chinese New Year, which runs from Feb. 8 to 16, should bring in about 195,825 tourists from China, Hong Kong and Taiwan. Around 10,000 Thai chefs will be reskilled this year as part of the strategic roadmap to promote Thai food across the world, Paetongtarn Shinawatra, deputy chair of the National Soft Power Strategy Committee, said on Monday.

Among the 11 soft powers being promoted, food is one industry that the committee hopes to highlight as a cultural export to help strengthen the economy as a whole. Dr. Panthep Puapongpan (also known as Dr. Duer), a Thai doctor and public health expert, has warned that people who have previously been infected with Covid-19 and have received multiple Covid vaccines may be at risk of serious complications should they become reinfected.

Dr. Duer cited a study published in the journal Nature Medicine that found that people who had been infected with Covid-19 and then received two doses of the Pfizer-BioNTech vaccine were more likely to develop severe disease from reinfection than people who had not been infected with Covid-19. Pot industry pushes back against draft law

The cannabis industry is pushing back at Pheu Thai’s efforts to again criminalize the drug for recreational purposes. This week, Minister of Public Health Dr. Cholnan Srikaew was forced to clarify that a hard line draft bill signed by him was not final. The minister said it was a draft position prepared by his industry for the prime minister’s office.

However, the final law to be presented to parliament would, first of all, be agreed by the cabinet. The bill, which is to be treated as financial legislation, therefore has become one of political importance. In view of the contrast between the policies of the Pheu Thai Party and its coalition partner, the Bhumjaithai Party, the issue has the potential to become as politically divisive as it is within society. Excise considers tax revisions for cigarettes

The Excise Department is considering whether a single tax rate or weight-based levy should be applied for cigarettes, says Director-general Ekniti Nitithanprapas.

At present, a two-tier system is applied for excise duties levied on cigarettes, which comprises a 25% tax on cigarette packs with a retail price of up to 72 baht to ease the burden on low-income earners, and 42% for packs priced higher than 72 baht. Continued …

Electricity price support has cost PTT Bt10.8 billion in lost revenue

State-owned oil and gas giant PTT Plc has said that that its support measures to control electricity prices have cost the company 10.8 billion baht in lost revenue.

The measures, which have been in place since October 2022, have capped the increase in electricity prices for households and businesses at 2%. This has meant that PTT has had to absorb the cost of the rising cost of fuel and other inputs. Continued …

Thai Tourism Agencies Get Huge Budget Boost

Led by a record 60% increase in the 2023/24 fiscal year budget of the Tourism Authority of Thailand (TAT), the Thai government is positioning the tourism industry as “the primary engine of economic growth” this year. However, those hopes are likely to be dashed in the event of a wider conflict in the Middle East.

A detailed analysis of the Thai budget bill, currently going through Parliament, shows that the budget allocation for the TAT is up from 3,258 million baht in fiscal year 2022/23 (beginning in October) to 5,201 million baht in fiscal year 2023/24, the largest percentage increase of any government agency. In the same period, the budget allocation for the Thai Convention and Exhibition Bureau (TCEB) is up from 637 million baht to 826 million baht and the Department of Tourism in the Ministry of Tourism and Sports up from 1,753 million baht to 1,896 million baht. Electric mass transit pledge to zap pollution in Chiang Mai

Prime Minister Srettha Thavisin pledged to foster the development of electric mass transit systems as a solution to the persistent air pollution issues plaguing the northern province. The Thai prime minister noted that the fine particulate matter smaller than 2.5 microns (PM2.5) levels had considerably decreased since his visit last year.

(Editor note: While Expat News is “all in” on electric vehicles – as long as the energy is supplied by renewable sources – the PM seems to be missing the boat on this decision. The main cause of the relentless smog is not fossil fuel-powered vehicles, it’s the burning of farm fields and waste. The air quality has indeed improved since April of the previous year when the Geo-Informatics and Space Technology Development Agency (GISTDA) detected 302 hotspots, thereby escalating the situation to a critical level. Covid-19 named among three major pandemic threats this year

Three major diseases — Covid-19, influenza, and dengue fever — could spread to the level of a pandemic this year, according to the Thai Department of Disease Control (DDC), which named 12 seasonal and group-specific diseases as under surveillance.

Department Director-general Dr. Thongchai Keeratihattayakorn said on Wednesday that they had compiled estimates of the communicable disease situation in Thailand for 2024 based on current patients, mortality and spreading rates, in a bid to plan and implement suitable disease-control policies. Chiang Mai Gov. Nirat Pongsitthithavorn is leading the charge against the annual curse of PM2.5 pollution caused by the burning of agricultural residue. In a teleconference with the province’s 25 district chiefs, he laid down strict instructions to tackle the issue head-on.

The Energy Regulatory Commission (ERC) has set the fuel tariff (FT) surcharge on electricity, for the January through April period, at 39.72 satang per unit and the electricity unit price at 4.18 baht, after adjusting the formula for the calculation of natural gas and electricity prices.

Komkrit Tantravanich, secretary-general of the office of the ERC, said today that, in setting these FT and electricity unit prices, the Electricity Generating Authority of Thailand, Thailand’s major power producer, will have to bear the loss, estimated at 15 billion baht, for the 4-month period. Ministries to clamp down on crop burning as pollution levels rise

In a move to fight air pollution, the ministries of Natural Resources and Environment, and Agriculture and Cooperatives jointly declared war on crop burning, vowing to crack down on one of the main sources of PM2.5 fine dust.

PM2.5 is fine particulate matter that is 2.5 microns or less in diameter and can be inhaled, boosting the risk of health problems like heart disease and asthma. Continued … 

Rapid response plan to cut PM2.5 in the works

Some 11 urgent measures were unveiled by the Ministry of Natural Resources and Environment on Tuesday to address the PM2.5 smog problem, with a focus on quickly adjusting actions to ensure effective results.

Bus driver in fatal PKK cash was asleep at wheel

The driver of a bus that crashed in Prachuap Khiri Khan, killing 15 people, has confessed to falling asleep at the wheel, leading to a charge of reckless driving.

The accident, which occurred on Dec. 5, involved a tour bus enroute from Bangkok to Na Thawi, which veered off the road and collided with a large tree along Phetkasem Road in Thap Sakae near Wanakorn National Park. Thai wage committee upholds 2.37% minimum wage increase

Yesterday, a senior government official announced that the tripartite wage committee has decided to uphold their previously agreed-upon plan to increase the average daily minimum wage by 2.37%.

Explosive growth in Thai insurance industry predicted for 2024

The Thai General Insurance Assn. (TGIA) has foreseen an unprecedented surge in the insurance industry, with premiums expected to skyrocket to 303 billion baht in 2024.

Time for dithering on tourist insurance to stop

The Thai cabinet on Tuesday finally shelved the long-running plan for a foreign tourism levy. Prime Minister Srettha Thavisin, however, rejected a stop-gap measure to replace it. He ordered the introduction of automatic insurance cover for all foreign tourists to be provided through the Ministry of Tourism and Sports.

The Tourism and Sports Ministry says a universal insurance plan for tourists may not be necessary, as the compensation sum for healthcare in the past was much lower than the expenses anticipated for an expansive insurance plan.

Thai income tax worries spark interest in 10-year visa

Concerns about Thailand’s intention to tax foreign income from January 2024 has created a new market for Thailand’s long-term resident (LTR) visa. That’s because those who obtain the 10-year LTR are exempted from paying personal income tax on foreign assets or earnings. The new rules apply to all native and foreign residents of Thailand who spend six months or more here in a year.

The Board of Investment, which controls the LTR, says about 3,000 such visas were issued since the launch in 2022, but the publicity surrounding the new tax regulation has seen a 14% rise in applications. Continued …

Most Thais are worried about the impact of PM2.5 air pollution, an opinion poll conducted by Suan Dusit University found.

Uptick in COVID-19 infections is seasonal, will drop in February

The current increase in COVID-19 infections is seasonal, like other respiratory diseases, and will continue until the end of January, returning to normal between February and May, according to Dr. Yong Poovorawan, head of the Center of Excellence in Clinical Virology at the Faculty of Medicine of Chulalongkorn University.

Telco regulator asked to review True’s service charges and quality

Four members of the National Broadcasting and Telecommunications Commission (NBTC), Thailand’s broadcast and telecom regulator, have proposed that the commission consider the service charges and quality of True Corp. after the successful merger of Total Access Communications Co. (DTAC) and True Corp. (TRUE) in March this year.

The commissioners say that they have received complaints from many subscribers that the quality of the mobile phone and internet services of True have dropped, while the service charges have increased through changes to service packages. Continued …

The Energy Business Department will seek Cabinet endorsement for discontinuing the sale of B10 diesel oil, leaving only B7 and B20 oil options available, the department’s chief said.

Thai economy poised for growth in 2024, fueled by tourism and exports

Most respondents to a recent opinion poll want one minimum wage rate to be applied across the country, instead of several rates, and that the Bt2-16 wage increase proposed by the Wage Committee is too low, according to the National Institute of Development Administration (NIDA).

6 provinces in Thailand suffer persistent poverty

A recent report from the National Economic and Social Development Council (NESDC) revealed that efforts to address poverty and inequality in Thailand have not been entirely successful. Despite an overall reduction in inequality, some provinces are still grappling with persistent poverty issues, it found.

Fine dust pollution spikes across Thailand

Intensified fine dust pollution has led to heightened levels of fine particulate matter under 2.5 microns, known as PM2.5, in 30 provinces across Thailand, including Bangkok. This development was recorded yesterday through the satellite-based Check Foon application, developed by the Geo-Informatics and Space Technology Development Agency (GISTDA).

Samut Songkhram experienced the highest dust level, peaking at 84.1 micrograms per cubic meter (µg/m³) at 8am. This level significantly surpassed the safe threshold of 50µg/m³, making it the only province to reach a code red status, indicating potentially harmful air. Bus accident in PKK’s Thap Sakae leaves 14 dead, 35 injured

At least 14 people were killed and 35 others injured when a tour bus left the road and crashed into a tree in Thap Sakae, Prachuap Khiri Khan province.

The incident took place at around 1am on Tuesday and involved a Bangkok-Nathawi passenger bus, which veered off the road and collided with a tree near Petchkasem Road, close to the entrance to Hat Wanakorn National Park. Continued …

Thailand’s weekly Covid-19 cases surge over 500, with three fatalities

The Department of Disease Control in Thailand (DDC) reported a sudden surge in weekly Covid-19 cases, with over 500 new patients and three fatalities. The DDC revealed 88 cases of pneumonia among Covid patients. The report, which covers the period from Nov. 26 to Dec. 2, confirms an average of 76 hospital admissions and one death per day.

Since the start of the year, the total number of Covid cases has reached 36,204, with 826 cumulative deaths. Among these, 88 patients have been diagnosed with pneumonia and 40 required respiratory support. Continued …

Makro given 30 days to explain alleged buying of smuggled pork

The Department of Special Investigation (DSI) has set a deadline of 30 days for the hypermart chain Makro to explain reports alleging that it has been buying fresh pork from a company whose owners have been arrested on smuggling charges.

Shopping refund gets nod

The cabinet on Monday approved a tax refund scheme for shopping to stimulate domestic spending early next year and promote wider use of electronic invoices, according to the Finance Ministry.

Pornchai Thiraveja, the ministry’s spokesman and chief of the Fiscal Policy Office, said under the “Easy E-Receipt” program, individuals can receive a tax deduction of up to 50,000 baht for purchases of goods and services from business operators backed by the e-tax system between Jan. 1 and Feb. 15 next year. Groups urge government to scrap 4am opening

Temperance groups and road safety advocates are urging the government to rethink its plan to allow bars, clubs and other entertainment venues to operate until 4am, saying authorities have not taken the necessary precautions to prevent alcohol-related accidents.
