PM2.5 pollution exceeds safe threshold in most of Bangkok

Levels of PM2.5 air pollution rose above the safe standard in 34 of Bangkok’s 50 districts on Wednesday.

PM2.5 exceeded the safe threshold of 37.5 micrograms per cubic meter of air and was at Orange levels (starting to affect health) across most of the city, the Bangkok Air Quality Information Center of Bangkok reported. Continued …

Loei province cracks down on illegal burning to combat toxic smog

The province of Loei issued a stern prohibition on illegal burning in a bid to mitigate the toxic smog crisis. The measure is a response to the yearly increase of forest and sugarcane farm fires, particularly between December and March, which significantly contribute to PM2.5 dust particles in the atmosphere.

Phuket officials accused of extorting Thai women and their foreign husbands

Multiple Thai women accused officials at district offices in Phuket of extorting money from them and their foreign husbands. The alleged malpractice involves overcharging them between 3,000 to 8,000 baht for marriage certificates, a substantial increase from the standard 200-baht fee.

The first woman claimed that while she had not personally encountered the issue, she witnessed her friend and the friend’s foreign husband falling victim to corruption at the district office. Acting as a witness for the couple, she observed officials instructing them to pay 3,500 baht. Continued …

Thailand’s interior minister halts gun license issuance for a year

A halt on issuing gun licenses for a year has been authorized by Interior Minister Anutin Charnvirakul as part of an effort to reduce gun violence, announced Traisuree Taisaranakul, secretary to the interior minister. The directive, referred to as Por 12, adheres to the Firearms, Ammunition, Explosive, Fireworks, and Imitation Firearms Act, she added.

Cabinet approves THB3.48-trillion budget for fiscal year 2024

The Cabinet on Tuesday approved the fiscal year 2024 budget of 3.48 trillion baht. The budget represents an increase of 9.3% over the 3.185 trillion baht in the previous fiscal year.

Recurring expenditure accounts for 2.535 trillion baht, or 72.85% of the total budget. Expenditures to replenish the Treasury is 118.36 billion baht, or 3.4% of the budget. Continued …

Thailand’s exports expected to contract this year

The Thai National Shippers’ Council has predicted that Thailand’s exports this year would contract 1.5% year-on-year.

Council chief Chaicharn Charoensuk said although Thailand’s exports had started to see a brighter trend, its growth would remain negative because of the contraction earlier in the year. He said exports in August had started to see growth of 2.6%, for the first time in 11 months, followed by a growth of 2.1% in September. Continued …

126 Thai companies blacklisted for labor rights violations

Nearly 130 companies in Thailand that violated labor rights have been blacklisted, while six Myanmar companies sending workers to Thailand have had their licenses revoked temporarily, according to the Ministry of Labor.

PM defends new visa waivers despite sagging demand

The cancellation of flight slots by several Chinese airlines following low passenger demand won’t have an impact on the government’s visa exemption policy for Chinese citizens, Prime Minister Srettha Thavisin said yesterday.

Prominent medical technician Panda Lab raised the alarm over a popular travel scam that has caused hundreds of victims to lose over 50 million baht. The Consumer Organization Council has outlined channels for filing complaints.

Panda Lab’s Facebook page revealed that several hundred people have been victims of a prominent tour page. The victims had initially booked a tour, but it was postponed. On Nov. 17, a Chinese freight train, packed with 35 cargo containers, embarked on its maiden journey to Thailand. This is the first official rail freight transport from China to Thailand, made possible through a collaborative effort between the Chinese government and Thai private sectors.

Kathin ceremony: Ancient, ‘uncertain’ tradition

In case you were wondering what all the commotion at local temples this weekend was about.

Kathin is a Buddhist festival that comes at the end of the rainy season and is usually held in October. Traditionally, Theravada Buddhist monks spend the rainy season in retreat at their pagodas and this festival marks the end of that period.

Kathin, or Kathina, is a Pali word referring to the wooden sewing frame used to measure the length and width of the fabric that the robes of Buddhist monks are cut from and held in place if assembled from scraps. Lay Buddhists bring donations to the monks for Kathin, most importantly robes, another garment called a chivor and multi-layered cloth – or fabric to sew any or all of the three. Continued …

Strong winds and waves disrupt Hua Hin, Cha Am beachfront tourism

Powerful cold winds have been blowing across the east coast of Thailand and high waves are seen in the Gulf of Thailand, likely caused by the northeast monsoon, according to the Thailand Meteorological Department.

Tighter Tax Rules Not Applicable If Double Taxation Agreement Signed

Amid concern among foreigners who have retired in Thailand about the impact of more stringent tax rules on remittance of overseas income as announced on Sept. 15, an expert pointed out this could be avoided if their country has signed a double taxation agreement with Thailand.

14 Thai hospitals report quake damage

Fourteen Thai hospitals — 13 in the north and one in the northeast — have been damaged by the 6.4-magnitude earthquake that occurred in neighboring Myanmar on Friday morning, with services at two hospitals partially suspended, Public Health Minister Cholnan Srikaew said.

According to reports sent to the ministry, affected were 11 hospitals in Chiang Rai and two in Chiang Mai in the north, and one hospital in Sakon Nakhon province in the northeast. Continued …

Air Pollution Soars Across Most Of Bangkok

The Geo-Informatics and Space Technology Development Agency (GISTDA) said yesterday satellite data appearing on its “Dust Check” application showed that dangerous particles in the air known as PM 2.5 had soared in 48 of 50 Bangkok districts and exceeded the red code, which is 90 micrograms per cubic meter (µg/m³), in 34 of them.

According to Thailand’s color-coded air-pollution-warning system, green means moderate or no risk at all; yellow means the air is unhealthy for those suffering from respiratory illnesses, with children and the elderly urged to limit time spent outdoors; orange means it’s unhealthy for all; and red means hazardous. A young man was taken aback when he was charged 300 baht for a plate of stir-fried noodles at a restaurant in Don Mueang. The restaurant justified the cost by stating they used three packets of instant noodles, each costing 12 baht.

The customer questioned the hefty price, insisting that each packet of noodles cost only 5 baht. The restaurant replied, stating that each packet costs them 12 baht. Van Overturns In Chiang Mai, Killing 2 Foreigners, Injuring 10

Yesterday, a tourist van traveling from Chiang Mai to Pai overturned on the Chiang Mai-Pai route, Mae Taeng District, Chiang Mai. Rescue teams rushed to the scene, where they found two foreign tourists dead outside the vehicle.

Where to enjoy Loi Krathong festivities in Hua Hin

At the end of the month, people in Hua Hin and across Thailand will gather at lakes, rivers, canals, and beaches to participate in Loi Krathong and pay respect to the goddess of water.

In Thai, the word loi means “float” and krathong means “container, boat or vessel”. Krathongs decorated with candles and flowers will be floated on the water, as a way to rid oneself of bad luck and negative feelings, and to bring good luck and positive feelings.

Thailand Open set for Arena Hua Hin in January

Hua Hin will host the Thailand Open 2024 next January at the Arena Hua Hin.

The Women’s Tennis Association (WTA) International Series Tournament returns for its latest edition, offering a prize pool of $300,000 USD.

The tournament, a WTA 250 event, will commence with qualifying rounds slated for Jan. 27-28, followed by the main draw competition running from Jan. 29 to Feb. 4.

Thailand on course for hottest and driest year: climate expert

A climate change expert has warned that Thailand is on course to experience its “hottest and driest year” on record in 2024.

Dr. Seri Suparatit, an expert on the Intergovernmental Panel on Climate Change (IPCC), forecast an unusually warm cool season (November-February) for the country followed by extreme heat in April. Average temperatures in the hot season would be 1.5C higher than normal, he said. Continued …

Activists say dam plans threatens forest

Conservationists have opposed a plan to build seven dams in Nakhon Nayok and Prachin Buri, saying the project will devastate 16,000 rai of land in the Dong Phaya Yen-Khao Yai forest area.

Ornyupa Sangkaman, secretary-general of the Seub Nakhasathien Foundation, expressed grave concern that many trees in the forest would be lost if the dam projects proceed. Continued …

Over 20,000 Thai workers choose to stay in Israel amid escalating conflict

Despite the escalating conflict in Israel, over 20,000 Thai workers have opted to remain, according to the Ministry of Foreign Affairs. The ministry continues to commit itself to facilitating the return of those wishing to leave. Before the occurrence of the cross-border raids by Hamas forces on Oct. 7, approximately 30,000 Thai citizens were working in Israel.

However, the number of Thai workers seeking to return home has significantly dwindled in recent days, which led to the closure of the coordination center at the Royal Thai Embassy in Tel Aviv. The last few workers who registered for repatriation landed in Thailand the previous day. Continued …

Germany grants 16 billion baht to Thailand for climate change projects

Thailand is set to receive a significant contribution of 422 million euros (16 billion baht) from Germany, intended to fund various projects addressing climate change impacts. The announcement was made by Ernst Reichel, the German ambassador to Thailand, during a press briefing yesterday.

Reichel, who assumed his diplomatic role two months prior, underscored that climate change mitigation is a prime concern for Germany. He noted that both Germany and Thailand have experienced first-hand the repercussions of climate change, with dry summers, violent storms, and severe flooding becoming increasingly frequent. Baht hits two-month high

The baht traded at a two-month high on Monday and is expected to remain strong until year-end, as the market considers whether the Federal Reserve might cut interest rates sooner than previously forecast in 2024, say analysts.

Kasikorn Research Center (K-Research) said the baht traded in a range of 35.45-35.47 to the dollar on Monday morning, easing from a two-month high of 35.41 baht last Friday. Continued …

New minimum wages for Thailand will be announced in December, but the rates will be less than 400 baht per day, Labor Minister Phiphat Ratchakitprakarn said Monday.

Other provinces demand extended nightlife hours

With nightlife venues in Phuket, Chon Buri, Bangkok and Chiang Mai being granted extended opening hours, other provinces want to do the same. From Dec. 15, bars and clubs in four popular tourism provinces can remain open until 4am (previously 2am) for a trial period. (Alcohol sales, however, have not been extended to 4am.)

Only Night Venues In Bangkok, 3 Key Tourist Provinces To Stay Open Until 4am

Entertainment venues to be legally allowed to open until 4am will only refer to those in Bangkok and three provinces widely known as major tourist spots and nowhere else in an initial stage, said Interior Minister Anutin Charnvirakul yesterday.

The planned extension in the opening hours for these entertainment venues in Bangkok, Chiang Mai, Chonburi and Phuket would likely be effective as of Dec.15 at a height of the country’s tourist season, while those in all other provinces will not yet be initially provided such leniency, Anutin said. Pranburi’s abandoned temple complex

Wat Huay Plap Wararam, known locally as the “abandoned temple”, features a strikingly large reclining Buddha and a replication of Luang Pu Thuad, a revered monk, alongside the prominent reclining Buddha statue. Railway adventures are gaining popularity in the kingdom, with tourists seeking off-the-beaten-track travel experiences away from the hordes visiting temples and beaches. Saturday was the State Railway of Thailand’s first Bangkok to Pasak Jolasid Dam service “Rot Fai Loi Nam” marking the end of the rainy season. Hundreds of bleary-eyed passengers boarded the train at Bangkok’s century-old Hua Lamphong Station before sunrise.

Lotus ponds, jungles, temples and rice paddies zipped by as tourists in third class hung out the window and took pictures while enjoying the natural air conditioning. Three and a half hours after chugging out of Bangkok, the refurbished Japanese train pulling more than a dozen carriages crossed the Pasak Jolasid reservoir over a series of viaducts and stopped for 20 minutes of selfie time. For most of the year, cattle graze underneath the bridge, but from October to January, the water is high on both sides, which gives the impression that the train is floating on water. Change in the tax law does target expats living in Thailand

A former chairman of an international law firm in Bangkok has warned that a new taxation directive issued by the Revenue Department targeting foreign income sources faces a legal challenge and will create more reporting obligations and confusion. The order published on Sept. 15 2altering a 38-year-old interpretation, is a definite step by the government to widen the tax base, meaning more significant reporting requirements, at the very least for expats living in Thailand.

Kitipong Urapeepattanapong, along with other legal experts, including a Supreme Court judge, is calling on the Thai government to overhaul the tax system thoroughly to make it competitive with Hong Kong and Singapore. Continued …

Open to 4am is OK, but alcohol sales are not

The Thai government will initially permit bars and nightclubs in four provinces, including Chonburi, Phuket, Chiang Mai, and Bangkok, to operate until 4am, as announced by Prime Minister Srettha Thavisin on Friday.

According to Deputy Prime Minister Anutin Charnvirakul, however, “Every private sector shall follow the laws, especially, the extension of opening service of entertainment districts to 4am, but it does not mean that selling liquor beyond prescribed legal hours: 2am. However, the customers may still be inside the venues, which is good for products and services other than alcohol.” Continued …

2 More Thai Workers Dead, One More Taken Hostage

The Foreign Ministry said this past weekend two more Thai workers had died in the Israel-Hamas war, raising the death toll to 34, while one more was taken hostage, increasing to 24 the number of Thais held captive by Hamas fighters.

Long boat racing returns to Kao Tao Nov 17-19

Khao Tao Reservoir will host the 16th edition of “Long Boat Racing for River Masters” between Nov. 17-19. Participants from all over Thailand are expected to compete across four boat categories.

The event will feature traditional Lao vessels, ancient long boats, Naga head long boats from Nan province, and iron long boats from Buriram.

This competition is organized by Hua Hin municipality, the Thai PBS television station and the Thai Health Promotion Foundation (ThaiHealth).

Long boat races on Pranburi River Nov. 26

A second longboat racing event will take place on Pranburi River on Nov. 26, following the longboat races on the Kao Tao Reservoir a week earlier. Teams from all over Thailand are expected to participate.

Scaled-down EV subsidies approved

New PM2.5 standard will alarm public

PM2.5 has become a major environmental and health problem in Southeast Asia. To deal with the issue, members of the Association of Southeast Asian Nations (ASEAN) have put in place PM2.5 standards to measure air quality. These countries usually use the World Health Organization’s guidelines on PM2.5.

Under the WHO’s guidelines, the average annual concentration of PM2.5 particles should not exceed 5 micrograms per cubic meter (µg/m3), while over a 24-hour period, the concentration should not exceed 15µg/m3. Continued …

Farmers must stop the fires

Last week, the National Environment Board (NEB) approved an environment policy that, if implemented, can tackle PM2.5 at a fundamental level.

The good agricultural practice “GAP PM 2.5” proposes creating farming zones to prevent farmers from conducting “open burning” during harvest time. It is one of the two chief causes, along with forest fires, of PM2.5 pollution, especially in rural areas. Continued … 

Cabinet okays excise tax cuts on all gasohol fuel

Gasohol 91 and 95 will become 1 baht cheaper as of Nov. 7 for three months, according to a Cabinet resolution.

Energy Minister Peeraphan Salirathaviphak said on Tuesday that excise tax for all types of gasohol (petrol combined with ethanol) will be reduced by 1 baht a liter. However, gasohol 91 will take a 2.50 baht cut, as it gets an additional 1.50 baht subsidy from the Oil Fuel Fund, Peeraphan said. – The Nation

Indian and Taiwan passport holders will now be able to enter Thailand without a visa from Nov. 10 to May 10 next year, Prime Minister Srettha Thavisin said on Tuesday.

Brakes Put On Sugar Price Hike

Deputy Prime Minister Phumtham Wechayachai yesterday halted a four-baht increase in the ex-factory price of sugar nationwide for the 2023/24 production season, excluding VAT, as earlier announced by the Cane and Sugar Board.

Bars to open until 4am in tourist areas from New Year

Entertainment places will be allowed to stay open until 4am in tourist provinces from this New Year festival onward, to help stimulate the economy, Interior Minister Anutin Charnvirakul said on Monday.

Thailand on the way to becoming a visa-free zone for tourists

Following Prime Minister Srettha Thavisin’s announcements to boost foreign tourism to Thailand, 80% of holiday arrivals no longer require a prior visa or a visa on arrival. They have become visa exempt, or visa free, travelers as far as Thailand is concerned.

US tourist stabbed to death in Phuket hotel

In Phuket, the body of a foreign male tourist was found stabbed to death inside a hotel room. The decomposing state of the body suggested he had been dead for 2-3 days. Notably, two passports were discovered, identifying him as a dual national of the United States and Costa Rica.

Hua Hin-Pattaya bus service twice a day

Hua Hin now has once-daily bus service to Pattaya, leaving Hua Hin at 9am and departing from Pattaya at 8am. Tickets are 473 THB.

Tickets can be bought in person at the Hua Hin bus station or online. Buses depart from the Hua Hin bus station and in front of Government Savings Bank, Cha Am.. Tickets 

November Hua Hin-Chaing Mai flight schedule

Hua Hin-Chiang Mai flights reduced to two per week

Thai Air Asia will reduce direct flights from four to twice weekly between Chiang Mai, the gateway city to north Thailand and the beach resort town of Hua Hin on the Gulf of Thailand.
