Transport Ministry blames system failure for high-speed rail crane collapse

The Transport Ministry has concluded that the deadly collapse of a construction crane on the Thai-Chinese high-speed rail project in Nakhon Ratchasima was caused not by an individual error, but by a “systemic failure” involving all parties responsible for the work.

Rescuers race to free seven people trapped in flooded Laos cave

Rescuers are racing against time to free seven people who have been trapped for nearly a week in a flooded cave in Laos. The seven were part of a group of villagers from the central province of Xaysomboun who had gone into the cave last Wednesday in search of gold and wildlife, but could not get out as rain and landslides blocked the cave’s entrance.

Footage shared by the rescue groups show the cave divers crawling into the cave through narrow, muddy passageways that are almost completely flooded. Wild jumbos shot, electrocuted

Two wild elephants have died in separate incidents in western and eastern Thailand, underlining escalating conflict between humans and wildlife near protected forests.

A bull elephant aged 25-30 was electrocuted near Salak Phra Wildlife Sanctuary after pulling down power lines near Ban Tha Manao in Muang district of Kanchanaburi. Sanctuary officials confirmed yesterday that the carcass was found late on Sunday near the forest edge. Continued …

Suspected ivory poaching investigated in three elephant deaths

A special task force, known as “Phaya Sua” (the king of tigers), has been dispatched to Nakhon Nayok, Chanthaburi, and Kanchanaburi to investigate the deaths of three elephants whose tusks had been removed.

Atthaphon Charoenchansa, director-general of the Department of National Parks, Wildlife and Plant Conservation, said he wants to determine whether the elephants were shot by ivory poachers or electrocuted before their tusks were later removed. Continued …

Chinese woman reunited with lost cash with help from Thai locals

A Thai rescuer and several locals in Chachoengsao helped a Chinese woman recover 20,000 baht in cash after she accidentally dropped her bag while riding a motorcycle on Bangna-Trat Road on Sunday.

The rescuer said he was driving home when he noticed a woman sitting beside a black Honda SuperCub motorcycle registered in Bangkok and crying by the roadside. Mongkon said another vehicle had stopped nearby, and five to six Thai locals were already helping the woman search the area. Continued …

Expat tax returns due by March 31

Editor: We posted this news Saturday but several of our readers reported that the online site is in Thai only. We checked and translation is available in English, and in other languages if you use most any major Google or Microsoft platform – by right-clicking on the site. However, we found navigating the site dificult and could not find where to even start a filing.

There is also the question of how the dozens of dual tax treaties will be handled online – 95% of expats residing in Thailand reportedly come from countries with dual tax treaties with Thailand. Each one of those treaties is different. (information provided by Thai Examiner)

Highlights:

All income remitted to Thailand by foreign residents in the country for over 180 days last year is declarable;
all expats who have been residents of Thailand for 180 days or more in the course of the last year are liable to file a return;
taxpayers should use the D-MyTax (Digital MyTax) system;
the income tax payable by each foreigner depends on the nature of such income and the tax treaty with their country of origin;
for most foreign expats on basic incomes such as Bt60,000 a month, the tax bill is approximately Bt11,000;
only electronic forms will be accepted until April 8, 2025; paper returns must be received by the end of March;
the return pertains to taxable income earned within Thailand and remitted to Thailand during 2024;
95% of foreign expats originate from countries that have tax treaties with Thailand,
each country’s treaty with the kingdom is substantially different;
each individual residing in Thailand has unique circumstances, complicating the matter, particularly with the differences in tax treaties;
it is unclear how each individual’s situation will be treated;
the Thai government is reportedly drafting legislation to increase the tax burden on foreign residents, meaning that foreign residents in the kingdom will eventually be liable to pay tax on their worldwide income;
an independent survey showed that 16% of people plan to take professional advice, while a full 58% would not file a return at all;
55% of expats in the survey are considering relocating to avoid spending 180 days in the country.

The director-general of the Revenue Department on Thursday called on taxpayers to file their end-of-year returns for 2024. This will be the first year that all foreign residents in Thailand are included.

Changes to tax regulations in 2023 make The income tax payable by each foreigner depends on the nature of such income and the tax treaty with their country of origin. The question now is how many foreign taxpayers will file returns between now and March 31. After that, it remains to be seen if follow-up actions will be taken against those who fail to do so. Tiger spotted in Kui Buri after a decade

A significant milestone in wildlife conservation has been achieved at Kui Buri National Park, Prachuap Khiri Khan, as a tiger has been captured on camera, returning to the area for the first time in over 10 years.

Park officials successfully captured images of the tiger using wildlife camera traps set up near Khao Khan Hok and Khao Sam Chan, close to the Singkhon park protection unit. Unsafe dust pollution covers Thailand

Levels of ultrafine dust were rated unsafe throughout Bangkok and in 66 of the 76 provinces this morning, with the worst pollution in Sing Buri.

The festive period has turned deadly for many, with a toll of 393 fatalities and 2,251 injuries reported over the past nine days of New Year travel. Authorities have attributed the alarming figures to reckless driving, with speeding identified as the primary cause of crashes.

Tourist boat sinks off Koh Talu

Five Injured in Bus-Truck Collision in Pran Buri

A traffic collision involving a tour bus and a Isuzu four-wheeled truck occurred on yesterday afternoon, leaving five people injured. The crash took place at kilometer marker 237+500 in Pran Buri district, Prachuap Khiri Khan Province.

According to the Prachuap Khiri Khan Highway Police Rescue Radio Center, the bus collided with the truck around 13:55. None of the 20, bus passengers sustained any injuries, but the passengers in the truck, carrying banquet supplies, were less fortunate. Continued …

The Thai Meteorological Department (TMD) issued a warning for potential severe weather conditions affecting 28 provinces, with the southern region facing heavy to very heavy rainfall that could lead to flash floods and forest runoff. In the southern region (east coast), thunderstorms are expected in 70% of the area, with heavy to very heavy rainfall in some areas, including Prachuap Khiri Khan, Chumphon, Surat Thani, Nakhon Si Thammarat, Phatthalung, Songkhla, Pattani, Yala, and Narathiwat. The Thai baht reached a two-month low on Thursday, with projections it might dip below 34.5 to the U.S. dollar shortly. This currency pressure follows predictions that the Federal Reserve will maintain higher interest rates longer than anticipated after Donald Trump clinched victory in the recent U.S. election.

According to the Kasikorn Research Center (K-Research), the baht was quoted at 34.34-36 against the dollar, dropping from the prior day’s rate of 34.17. Luxury houses priced at more than 100 million baht per unit have enjoyed over 450 billion baht in sales in the past 10 years, with some 394 new units being supplied to the market since 2015, property consultancy firm Colliers International reported on Wednesday.

EGAT aims to turn hydropower dams into giant ‘batteries’

Three more hydropower dams operated by the Electricity Generating Authority of Thailand (EGAT) will be developed into giant “batteries” under a 90-billion-baht investment to supply clean power to the country, easing concerns about insufficient electricity generated by solar and wind power.

EGAT is conducting a feasibility study at the dams, aiming to adopt a pumped storage hydropower (PSH) system for hydroelectric energy storage, said Tawatchai Sumranwanich, deputy governor of EGAT. Continued …

The Thai-German Cooperation on Energy, Mobility, and Climate initiative, funded by Germany’s International Climate Initiative and overseen by the Ministry for Economic Affairs and Climate Action, seeks to integrate various sectors through a comprehensive approach known as “sector coupling,” a strategy designed to enhance sustainability through optimizing energy use and reducing emissions. Singapore’s Changi Airport to hike fees to fund upgrades

Changi Airport in Singapore will charge passengers and airlines more to fly in and out of the city-state to help finance a S$2.3-billion (US1.75 billion) upgrade of its terminals. The operator of one of Asia’s most-awarded airports said in a statement on Thursday that the hike in fees, between 2025 and 2030, will aid in covering the cost of rising demand for air travel while enabling the airport to stay competitive.
