What’s with the water bills?

For many in Hua Hin, the home delivery and payment of water bills is over. This week, water bill delivery drivers alerted customers that they needed to head on down to the Water Department office to pay.

Normally, that’s not a big deal, as there are usually only a few people there paying their bills. But with the change came long lines at the Water Department, meaning waits for as long as an hour.

This change does not seem like a budgetary one, as the bills still have to be delivered. And it certainly is not a customer-friendly move. So, what’s going on?

Here’s a clue. We remember last year a news mention that 7-Eleven stores were being asked to take on the bill-collecting task, as they currently do with electric bills. We never heard another word about the convenient option, but our guess is the “pay the bill at the office” mandate will be a short one. – Hua Hin Expat News

House to deliberate bill legalizing casinos on March 28

The House is scheduled to deliberate a bill to legalize casino complexes on March 28, Deputy Finance Minister Julapun Amornvivat said on Tuesday. If the House approves the bill, he will immediately submit it to the Cabinet for approval.

Julapun heads a special House committee in charge of studying the legalization of entertainment complexes with casinos as a way to tackle illegal gambling and to boost the economy. Earlier this month, the ad hoc House panel finished its study and proceeded to summarize their findings in a bill with 10 chapters and 68 articles. Continued …

Police: Restrict access, prevent laundering if casinos legalized

The Royal Thai Police have proposed that access to entertainment complexes with casino activities should be restricted to prevent social problems, a special House committee reported on Tuesday.

The ad hoc House committee, set up in October last year to scrutinize the potential for opening entertainment complexes with casinos, has completed its study. The panel, chaired by Deputy Finance Minister Julapun Amornvivat, noted that the Royal Thai Police have warned that such casino facilities could be used by crime bosses to launder their illegal money. Philippines sees up to $6B of investments in casinos

Foreign and domestic firms are expected to invest as much as $6 billion in the Philippines’ casino sector in the next five years, the head of its gaming regulator said, bolstering its status among Asia’s top gambling destinations as competition increases.

At least one new casino-resort will open every other year, including in areas outside Manila like Clark, a former United States military base north of the capital, and Cebu in the country’s central region, Philippine Amusement and Gaming Corp. Chairman Alejandro Tengco said on Tuesday. Continued …

Data breach: 2.2 million Thais said on sale in ‘dark web’

The Rural Doctor Society (RDS) says the Public Health Ministry’s data was breached again and this time, 2.2 million citizen records were stolen and put up for sale on the “dark web”.

The RDS backed its allegation on Tuesday with screen captures of the breachforum.cx website, showing a “god user” advertising the sale of 2.2 million records of Thai citizens for US$10,000 (about 360,000 baht). Continued …

Health ministry denies data leak involving 2.2M patients

Public Health Minister Cholnan Srikaew gave his assurance on Tuesday that patient data stored in the ministry’s system is safe and secure following a rumor that the personal information of over 2.2 million Thai people had been leaked.

Cholnan made the remark in response to a claim by the Rural Doctors Society (RDS) that the information of 2.2 million Thais had been sold to a dark website for US$10,000 (360,300 baht). Continued …

Beer maker takes dim view of alcohol control bill

Carabao Group views the new alcohol control bill, which features more stringent regulations for ads, as potentially hampering new players in the alcoholic beverage market.

30 cops suspected over illegal gambling sites

Almost 30 police officers may be involved in a bribery case tied to an illegally operated online gambling network, according to a team of lawyers representing deputy national police chief Surachate Hakparn.

The lawyers said the 30 officers were suspected of taking kickbacks from the BNK Master network. It is the same gambling network from which Police Gen. Surachate has been accused of taking bribes, they said. Continued …

The baht is expected to slide further after falling below 36 to the U.S. dollar yesterday, as the Bank of Japan opted to hike the interest rate for the first time in 17 years, which failed to help Asian currencies.

New Finance Minister expected in April as economic malaise deepens

A new minister of finance may be appointed in April. It comes as the Pheu Thai-led government comes to terms with economic realities. This includes the growing problem of ballooning private sector debt and structural impediments to growth.

At the same time, most analysts agree that Prime Minister Srettha Thavisin, who currently handles the role, has spooked markets with his overt criticism in recent months of the country’s central bank. The potential appointment of a new finance minister has seen the name of Pichai Chunhavajira emerge. UTCC slashes Thailand 2024 growth forecast from 3.2% to 2.6%

The University of the Thai Chamber of Commerce (UTCC) on Tuesday slashed its 2024 economic growth forecast for Thailand from 3.2% to 2.6%.

The big cut by the university’s Center for Economic and Business Forecasting was mainly due to the global economic slowdown, explained UTCC rector Thanawat Phonwichai. He cited the International Monetary Fund reducing its global economic growth forecast from 3.5% to 3.3% amid ongoing conflict in the Red Sea. Continued …

Tourist visits soar in secondary cities of northern Thailand

As many as 45 million tourists are expected to visit provinces in northern Thailand this year, Tourism and Sports Minister Sudawan Wangsupakitkosol said on Tuesday. Last year, 39.48 million people visited northern provinces – 34.87 million Thais and 4.61 million foreigners.

Smog crisis in north refuses to diminish

The air pollution crisis in the north showed little sign of improving yesterday, with Chiang Mai still ranking among the top five cities in the world with the worst pollution levels.

Thailand ranks 3rd in the world for most number of top women executives

Thailand ranks third in the world among 28 countries surveyed with the most number of senior female business executives, a Grant Thornton survey showed. The Philippines had the highest number of women in senior management positions, according to the survey.

Grant Thornton, a UK-based global accounting firm, said the survey indicated that 43% of top executive positions in companies in the Philippines were held by women. Thailand’s war on elephant pants: 30,000 ‘fake’ pants seized

Officers from the Economic Crime Suppression Division confiscated a hoard of some 30,000 “elephant pants” that are believed to have been smuggled in.

Chiang Mai air quality the third worst among major world cities

Chiang Mai was ranked the third worst city in the world for air quality on Sunday morning, the website of an international firm monitoring air quality reported.

IQAir, a Swiss air quality technology company, reported on its website at 9.16am on Sunday that Chiang Mai was third worst with a 179 AQI (air quality index) and 110.25 micrograms of PM2.5 fine pollutants per cubic meter of air (µg/m3). Continued …

Waste-to-energy firm to swap renewables for coal

TPI Polene Power (TPIPP), Thailand’s largest waste-to-energy (WTE) project developer and operator by capacity, aims to slash coal usage next year as it targets 100% renewable fuel use by 2026.

The company expects to use 872,000 tons of coal this year to fuel its power plants in Saraburi, reducing the amount by more than half to 320,000 tons next year, said Pakkapol Leopairut, executive vice president for accounting and finance. Continued …

2024 is a year of the Wood Dragon, starting from Feb. 10 (Chinese New Year) and ending on Jan. 28, 2025 (Chinese New Year’s Eve).

The luckiest Chinese zodiac signs in 2024 are monkeys, roosters, and pigs. Then, with not quite so much luck, come oxes, rabbits, goats, and dogs. Dragons’ fortunes will be influenced by “opposition to Tai Sui”.

The dragon symbolizes power, nobleness, honor, luck, and success in traditional Chinese culture. The dragon is a supernatural being with no parallel for talent and excellence.

New Year holiday road death toll reaches 128

During the final three days of the year, the government recorded 1,150 traffic accidents that killed 128 people and injured 1,151 others across Thailand.

Announcing the statistics for Dec 29 to 31, Deputy National Police Chief Surachate Hakparn said on Monday that the most accidents (44) happened in Kanchanaburi. The western province also recorded the most injured people (43). Continued …

Speedboat Crashes Into Rocks In Phuket, Killing Russian Girl

The Phuket Regional Harbor Office received a report of a marine accident at 3:30 pm on Dec. 31 from the Andaman Marine Traffic and Safety Control Center, stating that a speedboat carrying seven passengers, the captain and one crew member, totaling nine people, had crashed into the rocks on the shore of Mai Thon Island, Chalong subdistrict, Mueang Phuket District, Phuket Province.

No alcohol sales tomorrow

The sale of alcohol will be banned on Sunday to observe the end of Buddhist Lent. The ban begins at midnight tonightand ends midnight Sunday. Alcohol sales are not allowed at restaurants, bars, pubs, hotels, convenience stores, and supermarkets, although you can still buy at duty-free shops in airports. Violators can be fined up to 10,000 baht, a maximum of six months in jail, or both.

Origins and Buddhist practices associated with the day marking end of Vassa

The end of Buddhist lent day is celebrated as a holy day on Aashvin full moon of the lunar month. It marks the end of the three lunar months of Vassa, sometimes called “Pavarana day”. The day has religious significance in some Asian countries where Theravada Buddhism is practiced.

Overstaying Indians Who Clashed With Phuket Officials Have Lions In Their Villa

Police from Provincial Police Region 8, Choeng Thale Police Station, and Phuket Immigration Police announced yesterday that Indian residents attacked three immigration officials who requested a search of their luxury villa on a hill in the Laem Sing area, Choeng Thale subdistrict, Thalang District, Phuket Province, injuring them. No alcohol sales on Sunday

The sale of alcohol will be banned on Sunday to observe the end of Buddhist Lent. The ban begins at midnight Saturday and ends midnight Sunday. Alcohol sales are not allowed at restaurants, bars, pubs, hotels, convenience stores, and supermarkets, although you can still buy at duty-free shops in airports. Violators can be fined up to 10,000 baht, a maximum of six months in jail, or both.

Legal casinos and gambling in Thailand being weighed carefully

Thailand’s leaders are considering plans put forward last year for legalizing gambling and casinos in the Kingdom. In September, Deputy Prime Minister Somsak Thepsutin came out in favor of the move and has promised to bring the matter to cabinet.

By and large, public opinion is hostile to the prospect, as are many experts, given the history of gambling in the country and the social ills it creates. Thailand trials medical drone deliveries across sea to remote island

A ground-breaking trial in South Thailand‘s Satun province saw a drone successfully deliver medicine across a 12-kilometer sea route to a hospital on the island of Koh Puyu. The Public Health Ministry’s research committee conducted the trial in collaboration with a team of developers from Singapore, Skyports, and Gp Capt Anukoon Onchan-om, a student from the National Defense College.

Dr. Sophon Mekthon, assistant to the public health minister, and Dr. Nutthapong Wongwiwat, deputy director-general of the Department of Medical Services, announced the successful trial. Dr. Sophon explained that the trial is part of an effort to digitize medical services, making them more accessible and affordable for people in remote areas. Continued …

Pita digs in on pay hike vow

Move Forward Party (MFP) leader Pita Limjaroenrat vowed to push for a proposed hike in the minimum wage to 450 baht per day by raising the issue with the tripartite national wage committee if his party forms the new government.

Inflation tepid in May as food prices decrease

Inflation in Thailand is expected to increase by only 0.5% year-on-year in May, the lowest in ASEAN, because of a decline in the prices of fresh food such as pork and chicken, says Commerce Minister Jurin Laksanawisit.

Analysts anticipate more rate hikes

The Bank of Thailand is likely to continue to raise interest rates this year to curb rising inflationary pressures, though such increases could hurt the stock market and the economy, say analysts.

The central bank’s Monetary Policy Committee (MPC) raised the interest rate on Wednesday by 0.25% – the third increase this year – to 2.0%, as it perceives the Thai economy has attained healthy economic growth year-on-year and could even exceed its growth forecast, said KGI Securities. Continued …

Thai tourism risks missing Indian visitor target due to visa delays, taxes

Enchantive Asia’s Chief Executive Rajesh Nair highlighted that despite the strong demand from Indian travelers, several obstacles are impeding their arrival in Thailand. Among these is the Indian government’s proposal to raise its tax collected at source (TCS) for overseas tour packages from 5% to 20%, effective from July 1.

Nair explained that the higher tax rate could deter tourists from traveling abroad or encourage them to opt for domestic trips instead, even though they can reclaim TCS on annual income tax returns. Cool temperatures in most of Thailand forecast for next week

A high-pressure system from China and the South China Sea will bring cold, strong winds to upper Thailand, pulling the temperature down by several degrees for most of next week.

“The temperature will drop by 4 to 6 degrees Celsius in the Northeast,” the Thai Meteorological Department said on Sunday. Temperatures in the North, East and Central regions, including Greater Bangkok, will drop by 2-4 degrees Celsius.

Meanwhile, isolated heavy rain has been forecast for the South, as the northeast monsoon across the Gulf of Thailand and the South will strengthen. Flash floods and runoffs have also been predicted, while waves in the upper Gulf are expected to be about 2 meters high and higher in thundershowers. Continued …

Thais warned against becoming foreigners’ nominees in businesses

Thai people who allow their names to be used by foreigners as nominees to open businesses reserved for Thai nationals may face prison terms of three years and/or a fine of between 100,000 baht and a million baht, said Thosapone Dansuputra, director-general of the Business Development Department.

He said that foreigners are not allowed to open businesses selling food or drinks, as he responded to reports that Chinese businessmen had purchased a number of food shops in the Chinatown area.

He explained that foreigners who want to open a food shop must get a permission from the Business Development Department, adding that Thai people who co-invest with foreign partners in such business must show their bank accounts, to prove that they have the financial resources to invest and are not just acting as a nominee. Don’t Rush To Open A Legal Casino In Thailand: Academic

A prominent academic warned that there are both pros and cons to the proposal to open a legal casino in the country but this project should not be rushed and only implemented after effective law enforcement and reforms are in place.

On Thursday, the House of Representatives approved a full report by a special committee on setting up a casino and entertainment complex in the country by a 310 to nine vote.

Bangkok and the Eastern Economic Corridor were cited in the final report as suitable sites for the casino and entertainment complex, but earlier Pattaya, Koh Samui and elsewhere in the provinces were also mentioned. Continued …

Evaluating the China effect on Thailand’s economy

One-third of the world economy may slide into a recession this year, but the outlook for China remains murkier.

The gloomy economic forecast was made by the International Monetary Fund (IMF), based on concerns over an economic slowdown in the U.S., the EU and China, but some analysts say 2023 will be a year of economic recovery for the world’s second-largest economy.

A mélange of factors, including a surge in Covid-19 infections in China and Beijing’s monetary policy and decision to reopen the country for cross-border travel, have analysts predicting Thailand will both gain benefits and face new challenges this year. Continued … 

Infrastructure outlays to underpin growth

The government aims to accelerate state investment this year to provide a tailwind to propel economic growth momentum.

Finance Minister Arkhom Termpittayapaisith said he expects the economy to expand 3%-4% in 2023, with growth driven by the government’s plan to speed up state investment in key infrastructure projects.

According to Fiscal Policy Office (FPO) Director-general Pornchai Thiraveja, state agencies set a combined investment budget of 664 billion baht in fiscal 2023, accounting for 20.9% of total state spending. Continued …

PTTEP commits to Net Zero Greenhouse Gas Emissions by 2050

PTTEP aims to reduce the intensity of GHG emissions by 30% in 2030 and 50% in 2040, with the ultimate target to reach net zero greenhouse gas emissions by 2050 from 2020 base year.

In Q1/2022, PTTEP achieved the previous target of 25% GHG emissions intensity reduction from 2012 base year, equivalent to one-year CO2 sequestration of 3.15 MM Rais of medium-sized slow-growing native trees, which is eight years ahead of the set target. – Bangkok Post

Suvarnabhumi Expects 140,000 Daily During Chinese New Year

Suvarnabhumi Airport is preparing for higher passenger numbers ahead of the Chinese New Year holidays, projecting up to 140,000 daily arrivals.

Kittipong Kittikachorn, general manager of Suvarnabhumi Airport, said the airport anticipates around 1.8 million people to use its services during Chinese New Year celebrations from Jan. 16-28, or about 139,000 passengers per day. During that time, some 1.3 million people are expected to use the airport’s international terminal, along with 454,000 domestic passengers.

The general manager noted that the airport has integrated with related agencies in anticipation of the increase in travelers during this period in order to efficiently facilitate the influx. Officials will implement measures to accommodate the higher numbers, such as adding check-in stations to reduce airport congestion for departures. Continued …

First Cruise to Koh Samui in 2023 Expected to Generate 5 Million Baht

The luxury liner Mein Schiff 5 recently arrived in Koh Samui, becoming the first luxury cruise ship to the island this year. Over 3,000 tourists from Europe visited the island from the ship in a single day for sightseeing and shopping, generating an estimated 5 million baht for the island.

Bangkok’s most famous weekend market – Chatuchak – is bustling again

The number of shoppers at Bangkok’s Chatuchak weekend market is rising every weekend and vendors are stocking up in anticipation of a surge of Chinese shoppers next weekend.

Shoppers are still pouring in despite an expected drop following the New Year break, a clothing vendor said on Saturday.

The market will see more shoppers, including many Chinese tourists, next weekend, the vendor said, noting that it coincides with the Chinese New Year on Jan. 22. Continued …

No Suspected Sex Workers Found During Pattaya Inspection, Say Police

Pattaya Tourist Police were satisfied after finding no illegal prostitutes during yesterday’s tour around risky spots.

The inspection, which aimed to stifle illegal prostitution and came after complaints from concerned citizens claiming prostitutes were operating in Pattaya, took place at midnight on Jan. 14 and was led by Lt. Col. Pichaya Kheawpluang.

The police patrolled around risky spots such as Beach Road and Walking Street to look for suspects and put flyers on venues’ front gates to warn tourists to “Be aware of their belongings and don’t trust strangers.” Continued …

Foreign tourist goes on rampage in Pattaya 7-Eleven

A foreign national was arrested after he went on a convenience store rampage early this morning in the beachside city Pattaya and has so far refused to cooperate with police.

At 4am, Pattaya police were alerted to a tourist who entered a 7-Eleven on Walking Street, where he proceeded to destroy merchandise and ran into the glass door, shattering it with his body.

The man also injured store cashier Kanya Inpanon, who was cut with the broken glass. When a motorbike taxi named Naranon tried to stop him, the tourist head-butted him. Continued …

China reports nearly 60,000 Covid-related deaths in a month

China’s health authorities on Saturday reported almost 60,000 Covid-related deaths in just over a month, the first major death toll released by the government since the loosening of its virus restrictions in early December.

China recorded 59,938 Covid-related deaths between Dec. 8, 2022, and Jan. 12 this year, Jiao Yahui, head of the Bureau of Medical Administration under the National Health Commission, told a press conference.

The figure refers only to deaths recorded at medical facilities, with the total toll likely to be higher. Continued …

For more than a decade, Marcos Del Rosario Santiago has lived in la Roma — at the time an up and coming neighborhood in the west side of Mexico City. But Del Rosario has seen a shift in his neighborhood. More Airbnbs are popping up after those living in apartments, some who have had to already have three or four roommates, could no longer afford to live there. At his local panadería, where he often orders a coffee and pan dulce, he used to only hear people order in Spanish, even if they were not Mexican.
