State hospitals ‘facing financial troubles’

A top Public Health Ministry official has admitted that state-owned hospitals nationwide are facing financial problems, and cooperation is urgently needed from their directors to help fix the issue.

Dr. Opas Kankawinpong, the ministry’s permanent secretary, said the ministry is struggling to run the public health system due to an insufficient budget, which is affecting around 1,000 hospitals that fall under its responsibility. Thailand braces for flood of rain until Tuesday

Heavy rain and potential flash floods have been forecast across Thailand until Tuesday, Sept. 17, warns the Thai Meteorological Department (TMD). The announcement cautioned that several regions would experience increased rainfall and strong winds in the Andaman Sea and the upper Gulf of Thailand.

In the coming days, substantial rainfall will hit Thailand, particularly in the northeast, central, eastern, and western southern regions. Continued …

Northern Mekong River provinces battling the most severe flooding in 40–50 years

Northern Thailand is on high alert after heavy flooding mid-week hit Chiang Rai province, particularly the Mae Sai district. However, as water recedes there after closing Chiang Rai Airport, the Mekong River will continue to rise from Friday until next Tuesday.

For instance, elevated water levels were measured as rising 1.23 meters in Nong Khai on Thursday as rescue services and officials prepare for the threatened overflow of the river. This is due to 2-3 times the normal rainfall in the region over the last few days, caused by an acute depression. Rescue workers and local reports describe the worst flooding in 40-50 years, with more expected until the middle of next week. Continued …

36,000+ families in north, central Thailand still flooded in

As many as 36,199 households in 24 districts of seven provinces in the north and central regions are still overwhelmed by heavy flooding, the Disaster Prevention and Mitigation Department said. In its last update on Thursday, the department said 545 villages in 24 districts in Chiang Rai, Chiang Mai, Tak, Sukhothai, Phitsanulok, Ang Thong and Ayutthaya were still inundated.

From Aug. 16, a total of 106,467 families in 2,975 villages in 125 districts in 27 provinces were affected by floods, the department said. Since then, some 33 people have died from drowning or landslides, and 24 have sustained injuries. Continued …

The economic center of Thailand’s northernmost province is now inundated, with floodwaters reaching waist-deep levels and continuing to rise due to the overflowing Kok River.

Continuous heavy rains over the past few days after typhoon Yagi made landfall in Vietnam have triggered flash floods, river overflows, and landslides across various areas of the northernmost Diocese of Chiang Rai in Thailand.

“The flood water level has been rising all the time since Monday. The cathedral is flooded up to the altar. (The bishop’s) two-story residence is uninhabitable, even on the second floor. We have no more electricity now,” Bishop Joseph Vuthilert Haelom said. Continued …

First phase of digital wallet handouts to start Sept 25

The government is to launch the first phase of the digital wallet scheme on Sept. 25, disbursing 10,000 baht a head to approximately 14.2 million people from a budget allocation of 140 billion baht, the Finance Ministry said on Thursday.

About 90% of target recipients have been screened and checked for qualification, Pichai Chunhavajira, deputy PM and finance minister told members of the House of Representatives on Thursday in the session following the delivery of the government’s policy statement by Prime Minister Paetongtarn Shinawatra. The average household debt in Thailand has reached a record high, increasing by 8.4% from the previous year due to slow economic growth, lower incomes, and high living costs.

The Center for Economic and Business Forecasting at the University of the Thai Chamber of Commerce reported that household debt in Thailand is at its highest level in 16 years, with an average of over 606,000 baht. “Serious actions against burning garbage could lead to a quick and effective improvement of air quality but it seems authorities are not much interested.” – RB

Expat News: If only it were that simple. First, most of the air pollution is caused by agricultural burning, not garbage burning. Second, much of the air pollution from burning is coming from neighboring countries and most is from agriculture. Third, unless somehow Thai farmers are provided with modern farming equipment, which they cannot afford and which will cause the price of their products to escalate, they will continue to do what they have done for centuries.

Pattaya: Search For Culprit Who Muzzled 10 Dogs With Tape
Authorities are searching for an unknown individual who bound the mouths of 10 dogs with adhesive tape in Soi 12, Pattaya-Naklua Road, Bang Lamung District, Chonburi. Some of the dogs were also seen with plastic bottles hanging around their necks. Local residents speculate that the muzzling was due to the dogs’ loud barking and aggressive behavior toward tourists. Thai jewelry exports surge 6.65% to $5.1 billion in first 7 months

Thai exports of jewelry and gems in the first seven months of this year rose 6.65% from the same period last year to US$5.103 billion (172.78 billion baht), the Gem and Jewelry Institute of Thailand (GIT) announced on Monday.

Soi 80 shooter’s name finally revealed, out on bond

Five senior police officers in Hua Hin have been transferred following a shooting incident at an unlicensed nightclub. The incident resulted in the death of a soldier and injuries to three others.

The shooting occurred in the early hours of Aug. 18 at the Tiny Bar on Soi 80, a popular nightlife area just 500 meters from the local police station. The victim, Rojchanaphon Rojchanapanich, an intelligence officer with the Infantry Regiment Center in Pran Buri district, was shot dead by 34-year-old Jakkrit Worakul, who was an adviser to the Hua Hin police until his recent removal following charges. Typhoon Yagi to hit most of Thailand with heavy rain

The Office of National Water Resources (ONWR) issued a warning on Thursday, saying Typhoon Yagi will bring heavy rain to the north, northeast, east and south (Andaman coast) of Thailand this week. Surasee Kittimonthon, the ONWR secretary-general, said the typhoon is forecast to pass through Hainan in China and make landfall over upper Vietnam on Friday and Saturday.

Increased rainfall is expected to hit Thailand over the next seven days. Heavy flooding can be expected in flood-prone areas in the north, as well as Trat in the southeast and Chanthaburi in the east, he added. Continued …

Thailand’s Driver’s Licenses Now Show Organ Donor Status

Driver’s licenses in Thailand will now clearly display whether the holder is an organ donor, the Department of Land Transport (DLT) has announced. Effective from Aug. 7, the updated design aims to raise awareness and streamline the identification of organ donors.

The new license design features a more prominent Red Cross emblem with the words “organ donor” visibly placed at the top right, provided the holder is a registered donor. This marks a substantial change from the previous version, and only included a smaller emblem without any descriptive text. Continued …

Public health minister rejects 30-baht scheme co-payment review

The budget bill, which proposes a 4.2% increase in government spending from the revised outlay for current fiscal year, was backed by 309 lawmakers in its third and final reading in the 500-member House of Representatives late Thursday. At least 23 provinces want minimum wages unchanged

Wage committees in at least 23 provinces have proposed to keep the minimum wages in their areas unchanged at 330-345 baht per day after months of consideration, a news source said Thursday.

These provinces include Nong Bua Lamphu, Udon Thani, Chaiyaphum, Buri Ram, Nong Khai, Kalasin, Mukdahan, Roi Et and Ubon Ratchathani, said the source. Other provinces, meanwhile, have proposed a hike in minimum wages from 2-42 baht, mostly starting from Jan. 1, 2025, the source added. Continued …

Ministry to propose nine train projects

Nine railway projects, including the 357-kilometer second phase of the Thai-Chinese high-speed train system, will be proposed for cabinet approval next month, according to Deputy Transport Minister Surapong Piyachote.

All nine projects need a total of 661 billion baht in investments, he said. Of the nine, six cover double-track rail routes that require 298 billion baht, he added. New travel rules: Thailand’s ETA to shake up visa-free visitors

Thailand is tightening its borders with a new Electronic Travel Authorisation (ETA) system, set to launch between December this year and June 2025. This system will be mandatory for all visa-exempt foreigners entering the country by air, land, or sea.

Private sector fears worse flooding in September and October

The Thai private sector is expressing concern that the flooding seen in August, which has already caused damage estimated at about 8 billion baht, may get worse this month and into October, due to tropical storms which could hit Thailand, said Payong Srivanich, president of the Joint Standing Committee on Commerce, Industry and Banking.

Expert Urges Government To Raise Tax for Foreign Condo Buyers

Agency for Real Estate Affairs (AREA) points to the trend toward foreign ownership: a new post-COVID peak will be reached in 2024. It is estimated that 5,700 units will be transferred by the end of this year, surpassing the 1,000-5,000 units that weretransferred annually in 2020-2023.

This warning comes in the wake of a concerning Facebook post that created a stir by falsely claiming a Chinese woman obtained a Thai driving license without knowing how to drive, allegedly with the help of an agent.

The controversial Facebook post showcased a photo of the woman’s driving license, claiming, “She lives in Chiang Mai and got a Thai driving license even though she never learnt how to drive. More than 12 million foreign arrivals expected before end of year

The Tourism Authority of Thailand (TAT) estimates that 12.22 million foreign tourists will visit Thailand in the last four months of 2024, pushing the total for the year to nearly 36 million, surpassing the target of at least 35 million. Revenue from international markets is expected to reach 1.8 trillion baht.

TAT Gov. Thapanee Kiatphaibool says the foreign tourism market in the last four months of 2024 is showing signs of improvement compared to the same period last year. It is expected that 12,226,500 foreign tourists will visit, a 20% increase and generating 652.826 billion baht in revenue, 29% more than the same period in 2023. Three Northern provinces said ready again for tourists after floods

The Tourism and Sports Ministry said on Friday that the three provinces of Chiang Rai, Sukhothai and Phitsanulok, which had been hit by flooding this month, are now 100% ready to welcome tourists.

Tourism bucks northern Thailand’s Q2 economic decline

The economy in northern Thailand slowed in the second quarter, marking a slight decrease from Q1 due to the high cost of living and lack of economic stimulus programs, said Pornvipa Tangcharoenmonkong, the northern office director of the Bank of Thailand (BoT). She said all sectors of the northern region’s economy were experiencing a downturn – except the tourism industry.

Pornvipa said this has kept growing, as evidenced by the increasing number of Thai and foreign tourists, especially during festivals and long holidays. All Three Workers Found Dead in Tunnel Collapse

In a conclusion to a 126-hour rescue operation, three workers trapped inside a collapsed railway tunnel have been found dead. Rescue teams encountered numerous challenges in their efforts to recover the bodies and are now preparing to remove them from the site.

Ekarach Sriarayapong, head of the office of the governor of the State Railway of Thailand (SRT), provided an update on the situation. The incident occurred on Aug. 24, when the tunnel collapsed due to a soil subsidence, trapping three workers inside. Soil Indicators not Working During Phuket Landslide

The Department of Mineral Resources has confirmed soil indicators used in Phuket to detect possible landslides are not working due to a lack of budget and maintenance. The Geohazard Operation Center, part of the Department of Mineral Resources, said the soil indicator on Nark Kerd Mountain was not operational prior to the landslide incident. The reason for this was a lack of budget for maintenance.

Additionally, the soil indicator had been installed near a tree in the parking area close to the landslide’s starting point. Bangkok Gov. Chadchart Sittipunt has ensured the city’s readiness as floodwaters approach, focusing on key flood defense projects. Accompanied by Deputy Gov. Wisanu Supsompol and officials from the Bangkok Metropolitan Administration (BMA) Drainage and Sewerage Department, Chadchart recently inspected vital flood levee repairs along the Chao Phraya River in Yannawa district. WHA Corp., Thailand’s largest industrial estate developer, expects rising demand from foreign manufacturers and companies to trigger a surge in land sales in the second half of the year.

600 million baht sought for Rama 2 road work

The Transport Ministry is asking the Cabinet for 600 million baht from the central emergency budget, so it can boost the liquidity of contractors working on Highway No 35 or Rama II Road.

Rescuers just a meter from trapped tunnel victim

Rescuers digging through the rubble in the collapsed train tunnel were about one meter away from one of the three trapped workers, the provincial governor said on Wednesday morning. Chaiwat Chuenkosum said they were moving very carefully toward the three victims, whose vital signs were still being detected by scanners.

New Rule Lets Convicts Serve Sentences Outside Thai Prisons

Thailand’s Justice Minister Tawee Sodsong justified a new regulation that allows convicts to be held outside traditional prison facilities. This measure, introduced by the Department of Corrections, is intended to help ease prison overcrowding in Thailand, where the inmate population of about 220,000 greatly surpasses the system’s capacity of 150,000 to 160,000.

Since the 2021 coup in Myanmar, the military junta has continued its campaign of repression against the country’s citizens. Among the many groups targeted for harassment are independent journalists covering resistance groups. Many fled to Thailand, often illegally. Some later managed to legalize their immigration status by claiming to be migrant workers. However, most journalists have been forced to keep their real occupations secret.

Over the course of the past three years, women and LGBTQ+ journalists have risked their lives in the field while dealing with sexual harassment and the burden of looking after family members while displaced. Digital wallet scheme may be delayed to next fiscal year

Thailand’s exports in July expanded by 15.2% year on year thanks to a drop in global inflation, which put more money in consumers’ pockets, the Commerce Ministry said on Tuesday.

Army lawyer joins Hua Hin pub death probe

The Royal Thai Army has appointed a military lawyer to monitor a police investigation into the fatal shooting of one of its intelligence officers in an unlicensed Hua Hin bar that was open after the legal closing time. The army sargeant reportedly was shot in the back of the head.

Jakkrit Worakul, 34, is accused of shooting SM1 Rojchanaphon Rojchanapanich to death inside a pub on Soi 80, a nightlife area just off Phetkasem Road in Hua Hin. The incident also injured three others. Continued …

Nine confirmed dead in Chachoengsao plane crash

A small plane carrying nine people, including passengers and crew, crashed just 10 minutes after takeoff in Chachoengsao province yesterday. All on board are dead. The incident occurred yesterday afternoon, when officials began the grim task of recovering the wreckage in Moo 6, Ban Khao Din, Bang Pakong district.

Initially, the bodies of the passengers were nowhere to be found, sparking concern. However, it was soon discovered that the aircraft had plunged nose-first into the earth, embedding itself more than 10 meters deep in the muddy ground. Continued …

Deadly new mpox strain hits Thailand

Travelers are one step closer to a train journey from Bangkok to Beijing as a new railway bridge over the Mekong River has opened, linking Thailand and Laos by rail for the first time. With the launch of this new service, passengers can now enjoy a 12-hour train journey from Bangkok’s Krung Thep Aphiwat Station to Khamsavath Station in Vientiane, the capital of Laos. The Egg Duck Assn. yesterday informed its members about the new farm gate prices for duck eggs. The price per egg has been increased by 10 satang, bringing the total to 5.10 baht per egg. Thailand is revving up for a major geopolitical boost by focusing on electric vehicle (EV) batteries and auto components, including integrated circuit packaging and testing. According to Taiwan’s Profet AI, the key to speeding up product delivery, slashing costs, and raising standards lies in adopting cutting-edge artificial intelligence (AI) amid ongoing economic headwinds.

Jerry Huang, co-founder and CEO of Profet AI, said around 40% of their 300 Taiwanese clients are eyeing a move to Thailand to dodge geopolitical pitfalls. Changan to open Thai EV factory next March

Changan Automobile’s first electric vehicle (EV) manufacturing plant in Southeast Asia is set to open in Thailand in the first quarter of next year, with a total investment budget exceeding 10 billion baht.

“We expect to start producing battery EVs in March 2025,” said Shen Xinghua, managing director of Changan Auto Southeast Asia, a subsidiary of the Chongqing-based company. Another snake in a toilet

A Samut Prakan man making his morning visit to the toilet was startled on Wednesday by a sudden, sharp pain in his testicles after he sat down. He had been bitten by a python hiding in the toilet bowl, after which the reptile remained firmly attached to his scrotum before he was able to shake it off.

Baht poised to reach 34 to the greenback

The baht is on course to appreciate to 34 to the dollar or an even stronger position in the near term after hitting a 13-month high yesterday as the Bank of Thailand held the policy rate at 2.5%, which could spur inflows ahead of the U.S. Federal Reserve’s next meeting in September.

Strong baht to affect Q4 exports

The Thai National Shippers’ Council (TNSC) is concerned that the rapid strengthening of the baht, currently at more than 34 baht to the U.S. dollar, could hinder the growth of the export sector in the fourth quarter of the year.

Chinese Investors Build Factories in ‘Chonburi-Rayong’, Land Prices Rise

Meesak Chunharakchoti, former president of the Thai Real Estate Assn., revealed that Chinese investors are increasingly buying land outside industrial estates in the Rayong region, such as in Nikhom Phatthana, Bo Win and Pluak Daeng districts, to set up factories to support investment in electric vehicle (EV) manufacturing in Thailand. Land prices in the industrial estates are relatively high, with some negotiations leading to discounts of up to 50%.

The entry of Chinese e-commerce behemoth Temu is affecting Thailand Post’s logistics service for other e-commerce platforms as its volume declined by 20%-50% per day from July, said the company. Thai Hotels Report 170-Million-Baht Loss after German Tour Company’s Downfall
