State hospitals ‘facing financial troubles’

A top Public Health Ministry official has admitted that state-owned hospitals nationwide are facing financial problems, and cooperation is urgently needed from their directors to help fix the issue.

Dr. Opas Kankawinpong, the ministry’s permanent secretary, said the ministry is struggling to run the public health system due to an insufficient budget, which is affecting around 1,000 hospitals that fall under its responsibility. Thailand braces for flood of rain until Tuesday

Heavy rain and potential flash floods have been forecast across Thailand until Tuesday, Sept. 17, warns the Thai Meteorological Department (TMD). The announcement cautioned that several regions would experience increased rainfall and strong winds in the Andaman Sea and the upper Gulf of Thailand.

In the coming days, substantial rainfall will hit Thailand, particularly in the northeast, central, eastern, and western southern regions. Continued …

Northern Mekong River provinces battling the most severe flooding in 40–50 years

Northern Thailand is on high alert after heavy flooding mid-week hit Chiang Rai province, particularly the Mae Sai district. However, as water recedes there after closing Chiang Rai Airport, the Mekong River will continue to rise from Friday until next Tuesday.

For instance, elevated water levels were measured as rising 1.23 meters in Nong Khai on Thursday as rescue services and officials prepare for the threatened overflow of the river. This is due to 2-3 times the normal rainfall in the region over the last few days, caused by an acute depression. Rescue workers and local reports describe the worst flooding in 40-50 years, with more expected until the middle of next week. Continued …

36,000+ families in north, central Thailand still flooded in

As many as 36,199 households in 24 districts of seven provinces in the north and central regions are still overwhelmed by heavy flooding, the Disaster Prevention and Mitigation Department said. In its last update on Thursday, the department said 545 villages in 24 districts in Chiang Rai, Chiang Mai, Tak, Sukhothai, Phitsanulok, Ang Thong and Ayutthaya were still inundated.

From Aug. 16, a total of 106,467 families in 2,975 villages in 125 districts in 27 provinces were affected by floods, the department said. Since then, some 33 people have died from drowning or landslides, and 24 have sustained injuries. Continued …

The economic center of Thailand’s northernmost province is now inundated, with floodwaters reaching waist-deep levels and continuing to rise due to the overflowing Kok River.

Continuous heavy rains over the past few days after typhoon Yagi made landfall in Vietnam have triggered flash floods, river overflows, and landslides across various areas of the northernmost Diocese of Chiang Rai in Thailand.

“The flood water level has been rising all the time since Monday. The cathedral is flooded up to the altar. (The bishop’s) two-story residence is uninhabitable, even on the second floor. We have no more electricity now,” Bishop Joseph Vuthilert Haelom said. Continued …

First phase of digital wallet handouts to start Sept 25

The government is to launch the first phase of the digital wallet scheme on Sept. 25, disbursing 10,000 baht a head to approximately 14.2 million people from a budget allocation of 140 billion baht, the Finance Ministry said on Thursday.

Famous Tham Luang cave faces worst flooding in 13 years

Mae Sai district’s most famous cave, Tham Luang-Khun Nam Nang Non, is currently facing its worst flooding in 13 years, after the mountain range was lashed by torrential rain, measured at 263mm yesterday alone.

British cave explorer Vernon Unsworth, who has been living in Mae Sai district with his Thai wife for more than a decade, inspected the cave and said that the water rushing out of the cave’s entrance is stronger than a waterfall, indicating that all the chambers in the cave are now flooded. Massive amounts of support reaches flood victims in Chiang Rai

Manpower, equipment and relief supplies from various sources have been arriving in Chiang Rai province to help flood victims, many of whom remain stranded in their homes by the worst flooding for three decades.

Runoff water from a mountain range in Myanmar’ Shan state and from watershed areas is yet to reach the Sai and Ruak rivers. Satellite images, provided by the Geo-Informatics and Space Technology Development Agency (GISTDA), show 767 hectares on the Myanmar border under water, while nearly a thousand hectares in Mae Sai district are flooded. Water-borne diseases on the rise as flooding continues

Thailand is seeing increasing cases of diseases caused by flooding, the Department of Disease Control (DDC) said on Wednesday, urging the public to avoid wading through floodwater and mud.

The Office of National Water Resources (ONWR) today warned residents in 48 provinces of flash floods and water runoff due to heavy rains brought by the monsoon trough over the upper country from Friday to Wednesday (Sept. 13-18).

The office also predicted that water levels in the Mekong River would rise by 0.5 to 1 meter from today to Wednesday due to heavy rains in the north, the upper northeast, and Laos. New expat tax regime may link visas and tax returns

The Revenue Department is preparing draft legislation to further its global tax initiative, including plans to tax all foreign residents on their worldwide income, irrespective of whether the money is remitted to Thailand. However, for most expats and those considering Thailand as a place to live, the discussion is only just beginning.

In the meantime, the key consideration is that for those who stay over 180 days in Thailand this year, a tax return is due by March 31, 2025. Certainly, at the very least, foreigners should have obtained and studied their country’s tax treaty with Thailand. Afterward, how the Revenue Department moves to impose its new powers remains to be seen. For instance, it may choose to link tax reporting with the issuance of long-term visas very shortly. The average Thai can expect to live to 80, much longer than their regional counterpart (the Southeast Asian figure is 73) and even slightly longer than the average American and European (each roughly 79), according to the latest data from the United Nations.

The Disease Control Department plans to rush measle vaccines to young school kids in the three southern border provinces after the disease outbreak killed five people there last month, the department chief said.

Carlos Martinez, director of research and advisory at Knight Frank Chartered (Thailand) Co., a Thai real estate advisory firm, commented on the overall tourism industry in Phuket for the first half of 2024, stating that the industry has recovered strongly with a total of 4.3 million tourists, which is only 7% below pre-COVID-19 levels.

A Russian tourist found dead in Phuket a few days ago was possibly the victim of a mafia hit, police suggested. The body of 27-year-old Ilia Orlov showed signs of torture and was left in the open in a popular tourist area near Karon Beach.

Which EV markets and models have performed strongest so far in 2024?

In terms of new electric vehicle (EV) volumes, no market was able to pull ahead of China. In the first six months of 2024, the country recorded nearly 4.3 million plug-in deliveries. This meant that battery-electric vehicles (BEVs) and plug-in hybrids (PHEVs) made up 43% of the market. BEVs alone made up 25% of sales in this period.

The world is burning an alarming amount of plastic

The world produces around 250 million tons of plastic waste in municipalities in one year — plastic bottles, cigarette butts, plastic packaging and much more. Much of that waste — equivalent to about the weight of 42 Great Pyramids of Giza — is put into landfills; some of it is recycled.

Heavy rain forecast across Thailand

Heavy rain is forecast across nearly all of Thailand, with 42 provinces, including Bangkok and its surrounding areas, expected to face severe weather. The Thai Meteorological Department (TMD) warns of flash floods, overflowing waterways, and high sea waves over 3 meters.

Thunderstorms are expected in Phetchaburi, Prachuap Khiri Khan, Chumphon, and Surat Thani provinces. The minimum temperature will be 23 to 25°C, and the maximum temperature will be 30 to 35°C. Old Phuket town is among 49 places in Phuket deemed vulnerable to flash floods or landslides, the Mineral Resources Department said on Tuesday as the tourist island battened down for another dose of bad weather.

Thai university working on solutions to PM2.5 pollution in north

Severe PM 2.5 pollution is having a dire effect on the environment and way of life in northern Thailand, forcing many businesses to close and leading to increased health problems. The resultant shift in the area’s social structure is of such concern that Rajamangala University of Technology Lanna (RMUTL) has made it a priority to address and reduce the impact of this deadly pollution.

Swiss man in Phuket acquitted of assaulting doctor

Due to a lack of evidence, the Phuket Provincial Court acquitted a Swiss man who had been charged with assaulting a female Thai doctor when she had allegedly trespassed on his property.

The incident occurred on Feb. 24 at a pool villa housing project on Yamu Beach in Phuket. The Swiss occupant of the house, identified as David, was accused of kicking the back of Dr. Tharndao after finding her sitting on the steps leading up to his compound. The court found that there was insufficient evidence to support the assault charge and ordered his acquittal. – thaipbs.com

Train Runs Over Man in Phatthalung

In a horrifying incident, a 32-year-old man was killed after being struck by a train in Phatthalung province. The man’s wife was left in shock after discovering that her husband’s body was found decapitated near the tracks.

The Digital Economy and Society Ministry (DES) has blocked 138,660 attempts to access illicit social media pages and website URLs during the past 11 months, an 11-fold increase over the same period last year.

While it’s too early to gauge Chinese e-commerce giant Temu’s long-term impact on the e-commerce market in Thailand and the region, sellers may need to prepare for another price war, says market analytics firm Cube Asia.

VAT rules changed for online sellers in Thailand

The Revenue Department is amending the law to require foreign online platforms to register as vendors in the value-added tax (VAT) system. There are five measures in total, one of which improves regulations to align with future commerce, particularly online trade.

Chinese imports putting four major Thai industries at risk

With just two months to go until the U.S. presidential election, an analyst is warning that no matter who wins, the trade war between the U.S. and China is certain to continue. However, if Donald Trump comes out on top, the impact on Thailand will be more severe, says Phiphat Luangnaruemitchai, chief economist at KKP Research, Kiatnakin Phatra Securities (KKP).

“The likelihood of increased tariffs on China is quite high. This would make Thailand a transit route for trade, and as China’s economy weakens and domestic trade declines, cheap Chinese goods will be exported to many countries, including Thailand,” Phiphat said. Continued … 

Cabinet approves 5 measures to curb ultra-cheap imports

The Cabinet on Tuesday approved five measures made up of 63 operational plans to tackle the influx of ultra-cheap and often substandard products that have been flooding Thai markets, Suksit Srichomkwan, the prime ninister’s deputy secretary-general for political affairs, said.

He said the measures were proposed by the Commerce Ministry, which had discussed with more than 50 public and private organizations ways to prevent ultra-cheap products, especially from China, from affecting both consumers and local manufacturers. Continued … 

Shippers eye 5% growth goal

The Thai National Shippers’ Council (TNSC) is calling on the prime minister to set an annual average target of 5% export growth amid risk factors such as the baht’s appreciation and ongoing geopolitical tensions.

A local discovered the body of a Russian man in a ditch near Karon Beach in Phuket yesterday afternoon. A fatal attack is suspected as the man had wounds all over his body.

Thailand has netted more than 1.3 million kilograms of highly destructive blackchin tilapia fish, the government said Tuesday, as it battles to stamp out the invasive species.

Starved dead whale choked on garbage

A pregnant whale found dead on a beach in Phuket on Monday had choked to death after ingesting large amounts of floating garbage. The dead whale was found on Bang Tao beach in tambon Choeng Thale of Thalang district on Monday morning.

All Three Workers Found Dead in Tunnel Collapse

In a conclusion to a 126-hour rescue operation, three workers trapped inside a collapsed railway tunnel have been found dead. Rescue teams encountered numerous challenges in their efforts to recover the bodies and are now preparing to remove them from the site.

Ekarach Sriarayapong, head of the office of the governor of the State Railway of Thailand (SRT), provided an update on the situation. The Department of Mineral Resources has confirmed soil indicators used in Phuket to detect possible landslides are not working due to a lack of budget and maintenance. The Geohazard Operation Center, part of the Department of Mineral Resources, said the soil indicator on Nark Kerd Mountain was not operational prior to the landslide incident. The reason for this was a lack of budget for maintenance.

Additionally, the soil indicator had been installed near a tree in the parking area close to the landslide’s starting point. Unfortunately, termites were found inside the indicator system, and some trees and structures obstructed its functionality. The indicator relies on solar cell power. Continued …

If the older elephants had been mistreated years before, they weren’t now, and the young elephant we met was just a rowdy 3-year-old, with seemingly no cares in the world. Landslide Buries Workers Inside High-Speed Rail Tunnel Construction

Yesterday, a landslide buried three vehicles and trapped workers inside a tunnel being constructed for the Thai-Chinese high-speed rail project in Chanut subdistrict, Pak Chong District, Nakhon Ratchasima. The incident occurred while workers were excavating the tunnel, located between 600 meters and 2 Km deep into the tunnel.

Wthe workers have been found alive and rescue teams are working tirelessly to retrieve them from 6 metres beneath the debris. According to witnesses, workers were operating backhoes and loaders when the mountainside suddenly gave way, causing a massive landslide that engulfed three vehicles, including a supervisor’s car. Rescue officials in Phuket concluded the search for missing individuals following a devastating landslide. All 13 missing persons have been found dead and the disaster has left 19 injured and impacted 209 households.

Investment continues to contract

Investment, a key driver of Thailand’s economy, contracted in Q2 for the third consecutive quarter, decreasing by 6.2%. The National Economic and Social Development Council (NESDC) reported a 6.8% decline in private investment, mainly due to an 8.1% drop in machinery and equipment investment, a 22.5% decrease in vehicle investment, and a slowdown in capital goods imports.

The number of events organized at Impact Muang Thong Thani in the first half of the year increased by 10% year on year (YoY), the operator of Impact Exhibition and Convention Center said, in keeping with the MICE industry’s growth trends for all types of events, including concerts, trade shows, meetings and seminars.

Another snake in a toilet

A Samut Prakan man making his morning visit to the toilet was startled on Wednesday by a sudden, sharp pain in his testicles after he sat down. He had been bitten by a python hiding in the toilet bowl, after which the reptile remained firmly attached to his scrotum before he was able to shake it off.

Baht poised to reach 34 to the greenback

Strong baht to affect Q4 exports

The Thai National Shippers’ Council (TNSC) is concerned that the rapid strengthening of the baht, currently at more than 34 baht to the U.S. dollar, could hinder the growth of the export sector in the fourth quarter of the year.

Chinese Investors Build Factories in ‘Chonburi-Rayong’, Land Prices Rise

Meesak Chunharakchoti, former president of the Thai Real Estate Assn., revealed that Chinese investors are increasingly buying land outside industrial estates in the Rayong region, such as in Nikhom Phatthana, Bo Win and Pluak Daeng districts, to set up factories to support investment in electric vehicle (EV) manufacturing in Thailand. Land prices in the industrial estates are relatively high, with some negotiations leading to discounts of up to 50%.

Temu dents Thailand Post’s logistics for e-commerce

The entry of Chinese e-commerce behemoth Temu is affecting Thailand Post’s logistics service for other e-commerce platforms as its volume declined by 20%-50% per day from July, said the company. Thailand Post’s logistics activities for TikTok fell by 50% from July to this month, said President Dhanant Subhadrabandhu.

Thai Hotels Report 170-Million-Baht Loss after German Tour Company’s Downfall

The collapse of the Germany-based travel agency FTI Group has resulted in a total loss of around 173 million baht for Thai hotels, a significant rise from the initially projected 111 million baht in June.

Thai hoteliers are opposed to the cabinet’s approval of 280 million baht to support tourism packages provided by online travel agents (OTAs), fearing most of the income would flow out to foreign platforms, while local operators cannot reap benefits.

Soi 80 gunman out on bail, bar closed

The accused in a fatal shooting of a sergeant in a local pub has been given bail by a Hua Hin court. The head of the Hua Hin Police Station’s Police Affairs Monitoring Committee confirmed that the suspect has been suspended to ensure a fair investigation and comfort the victim’s family.

The accused is 34-year-old Jagkrit, an adviser to the Hua Hin Police Affairs Monitoring Committee in Prachuap Khiri Khan province. He is accused of shooting and killing 31-year-old Sgt. Major Rochnaporn, also known as Sergeant Punch, a soldier from the Thanarat Camp in Pranburi. Continued …

Tobacco health warnings ‘mandatory’, with Bt5,000 fine

A new control measure on cigarette and tobacco sales takes effect today, the Department of Disease Control (DDC) has announced, saying that violations carry a maximum fine of 5,000 baht.

According to DDC Director-general Thongchai Keeratihattayakorn, the measure requires retail vendors and establishments selling cigarettes and tobacco to display a 7x21cm poster showing the harm smoking causes at sale points during all operating hours. Continued …

Painter Falls to His Death from 49th Floor of Bangkok High-Rise

Yesterday, police from Phra Khanong Police Station received a report of a fatal fall at a building in Soi Sukhumvit 64/2, Phra Khanong District, Bangkok. The victim, a 30-year-old painter from Laos, had been working on the exterior of a 49-story building under renovation.

Witnesses reported the victim had been rappeling down from the 49th floor to paint the building when an accident occurred. It is suspected that the safety equipment and rope securing him had shifted, causing him to fall to his death. – aseannow.com

Thai Red Cross offers mpox vaccine for 8,500 baht per dose

The Thai Red Cross Society has initiated mpox (formerly monkeypox) vaccinations for the public, priced at 8,500 baht per dose, primarily targeting men who have sex with men and individuals with multiple sexual partners.

The Thai Red Cross has imported the vaccine, which reportedly reduces the severity of the disease by 68 to 80%. Upon verifying with the Thai Red Cross Society, it was confirmed that there is currently no direct mpox vaccine. However, a two-dose subcutaneous vaccination, spaced at least 28 days apart, shows an efficacy rate of 80% to 85% in preventing mpox. Continued …

An endangered tapir previously thought to be extinct was spotted in a forest in southern Thailand. Footage shows a rare Malayan tapir roaming in the undergrowth at the Khao Sok National Park in Surat Thani province on Aug. 18.

The Malayan tapir is distributed throughout the tropical lowland rainforests of Southeast Asia, including Sumatra in Indonesia, Peninsular Malaysia, Myanmar, and Thailand. Thai economy said ‘nearly in crisis’

Thailand’s economy is nearly in crisis due to declining exports and uncompetitive manufacturing, caretaker Finance Minister Pichai Chunhavajira said today.

Economists have come out to say that Thailand’s economy may have bottomed out and the outlook is a little more optimistic for the year ahead after the country’s economic growth was slightly better than expected, as announced by the National Economic & Social Development Council (NESDC).

No problems with cash distribution via digital wallet scheme

The Budget Bureau would have no objection if the government were to change the disbursement of the 10,000-baht financial benefit under the “digital wallet” scheme from “digital money” to cash, as long as the objective of the scheme is to stimulate the economy and the disbursement begins in September, Chalermphol Pensoot, the bureau’s director, said today.

Following the waste that’s choking the Chao Phraya

The Chao Phraya River is born from mountain streams in northern Thailand, flowing hundreds of kilometers south to the sea. By the time the river travels through Bangkok and empties into the Gulf of Thailand, it is carrying huge quantities of plastic waste – an estimated 4,000 tons every year. The plastic clogs the river along its course, drastically impacting communities and the waterway’s ecology.
