Expat tax returns due by March 31

The director-general of the Revenue Department on Thursday called on taxpayers to file their end-of-year returns for 2024. This will be the first year that all foreign residents in Thailand are included.

To file online 

Changes to tax regulations in 2023 make all income remitted to Thailand by foreign residents in the country for over 180 days last year declarable. The income tax payable by each foreigner depends on the nature of such income and the tax treaty with their country of origin. The question now is how many foreign taxpayers will file returns between now and March 31. After that, it remains to be seen if follow-up actions will be taken against those who fail to do so. U.S. Surgeon General Dr. Vivek Murthy issued an advisory Friday warning Americans that alcohol consumption can increase their cancer risk and called for an updated health warning label on alcoholic beverages.

Surgeon general’s advisories are strongly stated warnings meant to deliver clear messages about health risks. Advisories are uncommon and reserved for issues that need immediate awareness and action. The Excise Department is preparing restructure tax rates on automobiles to support the transition from internal combustion engine (ICE) vehicles to future mobility technologies, including electric and hydrogen-powered vehicles.

First 7 dangerous days claim 321 lives, fatalities up 13%

Forty-three people were killed and 200 injured in road accidents across Thailand on Thursday, the seventh of the “10 dangerous days” of the New Year holidays.

The casualties were recorded in 196 road crashes, the Road Safety Directing Center of the Department of Disaster Prevention and Mitigation reported yesterday. From Dec. 27 to Jan. 2, a total of 321 people were reported killed and 1,894 injured in 1,938 traffic accidents across the country. Continued …

Cold weather persists in north, with heavy monsoons in the south

The Thai Meteorological Department (TMD) has issued a weather alert for 10 provinces, warning of heavy monsoons affecting 30% of the area. Northern Thailand is experiencing another cold front, leading to further temperature drops.

A high-pressure system or cold air mass from China has descended over upper Thailand and the South China Sea, causing temperatures to fall. The northern and northeastern regions are facing cool to cold weather. Bomb Explodes at Traffic Checkpoint Outside School in Pattani, Injuring Six Officers

A bomb explosion at a traffic checkpoint outside a school in Pattani Province has left six police officers injured, two of them critically. The incident occurred at approximately 10:20 am yesterday near Ban Kalapo School in Moo 1, Tero Bon subdistrict, Sai Buri District.

Thai Oil sinks additional $1.7 billion into new refinery

Thailand’s mangrove forests to be land-tax exempt

Mangrove forest  will soon be exempt from land tax to empower the country’s marine ecological system and rich biodiversity, says the Department of Marine and Coastal Resources (DMCR).

DMCR chief Pinsak Surasawadi said the cabinet recently approved a proposal for waiving tax on privately owned virgin mangrove forests to mitigate the problems of fertile wetlands being transformed into agricultural land. Under the Land and Building Tax Act 2019, any property classified as vacant land or not being used properly must be taxed at a higher rate than areas used for agriculture. With another controversial ruling, Thailand’s Constitutional Court has once again returned the country to a new era of political stasis and uncertainty. On Wednesday, the court voted 5-4 to dismiss Prime Minister Srettha Thavisin from office for a minor “ethical violation,” relating to the appointment to his cabinet of an official who had previously served a prison sentence for bribing a court official.

The Constitutional Court’s decision is just the latest in a long line of significant interventions in Thai politics, and came a week after another ruling that disbanded the Move Forward Party, the largest party in the Thai parliament, and banned 11 of its executives from politics for 10 years. 10 Northeast provinces at risk of severe drought in next 10 years

Ten provinces in Thailand’s northeastern region are likely to experience severe drought over the next decade, according to drought trends forecast by the Climate Change and Environmental Department on Wednesday. The forecast was based on two climate model scenarios: one assuming moderate greenhouse gas emissions and one with high emissions.

The moderate emissions scenario assumes greenhouse gas emissions in 2100 will be close to current levels, potentially raising the global average surface temperature by about 2.7 degrees Celsius between 2081 and 2100. The high emissions scenario assumes emissions will be double the current levels, potentially increasing the global average surface temperature by about 4.4°C. Continued …

Thai-Chinese high-speed railway 36% behind schedule

The first phase of the Thai-Chinese high-speed railway running from Bangkok to Nakhon Ratchasima province is currently 71.4% complete, but around 36.4% behind its scheduled opening in 2028, the State Railway of Thailand (SRT) reported on Thursday.

Through extensive campaigns on sexual well-being at the community level over the past decade, Thailand has successfully brought down the number of teenage mothers (aged 15-19) by half, the Public Health Ministry has announced, as it embarks on a more ambitious goal.

Thailand’s overall unemployment rate dropped from May to June, except in Bangkok, according to a new survey conducted by the National Statistical Office (NSO).

The value of Thailand’s food exports is expected to increase by 8.8% year-on-year to 1.6 trillion baht this year, driven by growing global demand and a decrease in the prices of raw materials, says the National Food Institute (NFI).

According to the United Nations’ World Population 2022 report, the global population is projected to reach 8 billion, with 10% being over the age of 65. Rice farmers to sue if water is drained into their rice fields

Rice farmers in the Sena district of Ayutthaya province are threatening to sue the Royal Irrigation Department (RID) for compensation if the department drains excess water into their rice fields before Sept. 15, flooding their unharvested crops.

Pradab Kongpramoon, a farmer in Ban Krathum in Sena district, said that there are more than 22,400 hectares of rice fields, with only some having been harvested. Of his own 8 hectares, he said his rice plants are about 90-days old and can be harvested in the next 30 days, adding that water from a nearby canal is already flooding his field. Continued …

Thousands of Blackchin tilapia wash up on Phetchaburi beach

Fishermen in Bang Kaeo subdistrict of Phetchaburi province have each reaped a harvest of over 100kg of Blackchin tilapia fish, which washed ashore on Bang Kaeo Beach this morning. Fishermen told the media that they had never seen so many Blackchin tilapia being washed ashore, although they had seen them at sea.

The fishermen kept only the large fish, to be used as food for crabs, and ignored the smaller ones, which were left to die on the beach. Continued …

Thirty-eight long-tailed  macaques were captured yesterday in a new round of relocations, jointly launched by the Lop Buri municipal administration and the Department of National Parks, Wildlife and Plant Conservation, to contain the population of the monkeys and to reduce the disturbance they cause.

Hundreds of residents in Chon Buri’s Phanat Nikhom district gathered yesterday to protest against a major pig farm, accusing it of polluting a local canal and causing a persistent foul odor for several years. Soi 94 resurfacing, drainage improvements planned

Hua Hin municipality has announced that extensive resurfacing work will soon commence on Soi 94, one of the most uneven and damaged road surfaces in central Hua Hin. The project, which includes the installation of new drainage, is expected to take approximately seven months to complete.

The repair work will involve the installation of drainage pipes and resurfacing the road from the western railway intersection to Baan Chang Heng, extending to the far end of Soi 94 where the road turns right. The project scope includes the stretch from the railway tracks toward Lucky 13, Amara Resort, and The Happy Pig, reaching the top of the soi. Continued …

Chinatown fire victims mostly migrant workers

More than 260 people have registered for assistance following the Yaowarat fire on Saturday night in Bangkok’s Chinatown, most of them migrant workers, according to the permanent secretary for human security.

The fire in Trok Pho community started about 8.40pm on Saturday. Sixty-six wooden houses in the community were burned down or badly damaged. Can of Beans raises the issue of the real cost of living for foreigners in Thailand

A can of Heinz beans went viral on social media site TikTok last week. Two young tourists from Ireland and the United Kingdom expressed horror at the price tag of Bt420.

Although probably an error or mistake, it comes with a growing conflict between reports from ordinary people, including expats and Thais, about the cost of living and official Thai government data. It came in a week in which the Ministry of Commerce confirmed 0% inflation for the first six months and when June’s inflation rate was only 0.67%, defying a Reuters poll that predicted 1.13%. Thailand is set to boost renewable energy used in electricity production from 36% to 51% in its latest power-development plan (PDP). Yet, many experts argue that the plan is a blueprint for failure in meeting emissions targets and ensuring energy security.

A speedboat carrying tourists on a fishing trip was hit by large waves, causing it to take on water and eventually sink. Five people were left stranded in the sea before being rescued by local fishing boats and the marine police.

More signals surfaced last week indicating Thailand is likely to reverse course on cannabis by shutting down a combined legal CBD and marijuana market projected to reach billions in value. A key drug committee passed a resolution that would limit products made from flowers of both marijuana and industrial hemp to medical applications that require a doctor’s prescription.

The country famously joined a trend toward 1.0% THC by dry weight allowable in hemp crops in 2019, setting a separate limit of 0.2% for food and cosmetics products. A passenger van with a Bangkok license plate collided with a rice-harvesting truck with a Phetchaburi license plate yesterday morning on Petchaburi Road (southbound) in Phetchaburi Province, seriously injuring two foreign tourists.

The Cabinet has resolved to cap the price of diesel and electricity for households in a bid to ease people’s financial burden, Prime Minister Srettha Thavisin said on Tuesday.

News that Hua Hin’s airport would not be accepting international flights for 2-3 years came as a shock to many local expats, who had been told flights might start later this year. It turns out there is a lot more work to do to bring the airport up to international standards, including a major reconstruction of the highway tunnel supporting the airport runway (that’s sure to foul up traffic on the important north-south expressway). Queen birthday celebration at Huay Mongkol Temple Sunday

One of the region’s most significant religious and cultural events will be held at Wat Huay Mongkol in Hua Hin Sunday. Centered on the theme “Enhancing Your Heart with Faith,” this celebration pays tribute to Her Majesty Queen Sirikit The Queen Mother on her 91st birthday.

Bhumjaithai comes on board to form government as Pheu Thai accepts its conditions

The Pheu Thai Party and Bhumjaithai Party on Monday evening announced progress in forming a new coalition government. Pheu Thai leader Cholanan Srikaew and outgoing Public Health Minister Anutin Charnvirakul held a press conference at the Pheu Thai headquarters at 4pm.

The news that Pheu Thai is now in an alliance with the Bhumjai Thai Party to form a government should come as no surprise to longtime observers of Thai politics. Machiavellian measures always trumps ideals in this world.

But it does leave a bad taste in the mouth for people who took Pheu Thai at face value over the past few years as they attacked the coalition parties while they were in the opposition. Thailand says no rice export halt, to benefit from India’s export ban

Thailand is benefiting from India’s rice export ban and has no reason to halt its own shipments, as it has sufficient output for exports and domestic consumption, its commerce minister said on Monday.

India in late July ordered a halt to its largest rice export category in a move that will roughly halve shipments by the world’s largest exporter of the grain, triggering fears of further inflation on global food markets. Continued …

Property developers hold back new projects amid political uncertainty

Real estate developers are delaying the launch of new projects, especially condominiums, in a trend that is expected to continue into the third quarter due to ongoing political uncertainty.

According to Prapansak Rakchaiwan, managing director of LWS Wisdom and Solution, a subsidiary of LPN Development Group, property developers could expedite project launches in the fourth quarter if the political situation improves. Thailand’s 2023 inflation forecast to be 1-2%, the lowest in ASEAN

Thailand’s inflation rate is the lowest among the seven ASEAN countries that have already announced their rates, with inflation for the whole year expected to range between 1% and 2%, according to Poonpong Naiyanapakorn, director of the Commerce Ministry’s Trade Policy and Strategy Office.

Based on information from June, he said Thailand’s low inflation rate is in line with global inflation, which is steadily falling, and is the lowest compared to Laos, Philippines, Singapore, Indonesia, Malaysia and Vietnam. Continued …
