10 days of rainfall predicted in Thailand, with lower temperatures

The Thailand Meteorological Department (TMD) predicted rainfall for the next 10 days, from Jan. 22-31. The TMD anticipates thunderstorms in the northern, central and upper northeastern regions, with a temperature rise expected.

From Jan. 22-26, a moderate to strong mass of cold air will spread over the northeast and the South China Sea, which will result in a southerly wind and a southeasterly wind bringing moisture from the Gulf of Thailand. This will cover the lower central region, the eastern region, Bangkok and its vicinity, and the upper southern region. The weather forecast for the next seven days, from Jan. 23-27, suggests that Thailand will experience thunderstorms and a temperature decrease of 1-4 degrees Celsius. Continued …

COVID-19 hospital admissions increase 12.9% during the past week

COVID-19 infections in Thailand are on the rise, with 718 patients being admitted to hospitals between Jan. 14-20. Of these, 11 have died, compared to four a week earlier, according to the Department of Disease Control.

An average of 102 admissions were reported each day during the past week, an increase of 12.9%. Of the 718 admissions, 209 were suffering from serious lung infections and 149 required ventilators. Continued …

Changan Automobile, the Chongqing, China-based automobile manufacturer, is upbeat about Thailand’s electric vehicle market, designating the country as its strategic export base with an ambitious target of selling 20,000 EVs in the country this year.

Shen Xinghua, chairman of Changan Auto Sales (Thailand), said the Thai government has set a target for 30% of all vehicles produced in Thailand to be EVs by 2030, according to the three-phase national development plan. Thailand ranks 13th among world food exporters, accounting for 2.3% of the global food market, valued at approximately 1.1 billion baht. However, according to the GermanWatch Global Climate Risk Index 2021, Thailand ranks ninth out of 180 countries for long-term climate risk.

Climate risk affects Thailand in several aspects, especially in tourism and agriculture. Last year, El Niño resulted in droughts, impacting agricultural production in Thailand. Court orders government to form urgent plan to address PM2.5

The Administrative Court in Chiang Mai yesterday ordered Prime Minister Srettha Thavisin and the National Environment Board to draw up an emergency plan within 90 days to deal with the PM2.5 pollution problem in northern provinces and to develop short- and long-term plans to deal with it.

The court’s ruling marks a rare victory for civil society in the northern region, putting pressure on the government to take concrete action to deal with PM2.5 pollution, which has been a threat to the health of people in the region for many years. Continued …

Split-second decision saved mother’s life at Suphan Buri fireworks plant

As Thailand and the province of Suphan Buri, just to the northwest of Bangkok, mourn the deaths of 23 people in a catastrophic firework explosion, it emerged that one fortunate woman survived. Namfon Bunkom, in a tizzy, just minutes before the explosion, hastily departed the building. Her son, who normally collected money from her, had failed to turn up and was at home instead.

Namfon’s flustered decision, a near-run thing because of her commitment to work, saved her life. However, any joy or relief for the Thai woman was subdued. Afterwards, she confirmed that her mother and many of the people she knew had perished. Continued … 

500kg of explosives in storage at factory

Authorities estimate that the fireworks factory in Suphan Buri may have had at least 500 kilograms of explosive materials stored in its compound before the blast on Wednesday afternoon.

The explosion occurred at village Moo 3 in tambon Salakhao of Muang district at about 3.30pm, killing 23 workers instantly. The explosion also caused damage to four houses located about 300 meters from the factory. Continued …

New cannabis bill called ‘knee-jerk reaction’

The new cannabis control bill is a face-saving move in response to a public perception that marijuana usage has spiraled out of control, according to cannabis right activist and entrepreneur Chokwan Kitty Chopaka.

The bill, which envisages a 60,000 baht fine for recreational smoking inside one’s residence, as well as prison sentences and fines upward of 500,000 baht for other offenses, is “a knee jerk reaction to the general belief that there are no current rules controlling cannabis,” Chokwan said. Ministry continues to monitor product prices

The Commerce Ministry is keeping a close watch on prices in 18 categories in the first quarter, with costs nudging up for animal feed raw materials, the minimum wage is adjusted, and transport costs rise as a result of the Red Sea attacks.

According to Wattanasak Sur-iam, director-general of the Internal Trade Department, the 18 categories being monitored are: instant noodles; fresh food; canned food; bagged rice; seasoning sauce; vegetable oil; carbonated drinks; milk and dairy products; electrical appliances; laundry products; fertilizers; insecticides; pet food; iron; cement; paper; medicine and medical services, and services through retail and wholesale channels. Govt clarifies on lithium discovery after experts debunk claims

The 14.8 million tons of mineral resources discovered recently in Phang Nga province may not be entirely lithium, a rare mineral that is a key component for making batteries for electric vehicles, a government official clarified today.

“The 14.8 million tons discovered are the total amount of mineral resources and not lithium resources,” deputy government spokeswoman Radklao Inthawong Suwankiri said. “Mineral resources could contain several kinds of minerals, including lithium.” Continued …

Thailand halts poultry imports from Belgium, France

Thailand has suspended poultry imports from Belgium and three provinces of France in a bid to prevent the spread of highly pathogenic avian influenza (HPAI). The announcement by the Department of Livestock Development, published in the Royal Gazette on Thursday, will be in effect for nine days.

The move follows a World Organization for Animal Health report on the spread of HPAI in both countries. The announcement noted that the disease could spread widely due to transport of sick poultry or their carcasses, adding that it could affect Thailand’s poultry farming and people’s health. Experts urge policy rethink as elephant population boom sparks escalating conflicts

Last year was a bloody 12 months in the ongoing saga of human-elephant conflicts in Thailand, marking the sixth consecutive year of escalating incidents. Records for 2023 show a disconcerting surge in encounters and casualties due to wild elephants across the country.

According to the Department of National Parks, Wildlife and Plant Conservation (DNP), more than 13,000 incidents of wild elephant intrusion outside protected forest areas were reported during the 2023 fiscal year. Deadly explosion at fireworks factory leaves all 23 workers dead in Suphanburi

All the 23 workers in a fireworks factory in Suphanburi province were killed in a deadly explosion on Wednesday afternoon, local authorities said. Police and local officials said the accident happened at 3.30pm at the factory in Ban Khoi Ngam or Moo 3 village in Tambon Sala Khao of Muang district.

Authorities believe the 23 workers were assembling the fireworks when suddenly there was an explosion, flattening the factory and killing all of them. Continued …

Phetchabun park rangers rescue wild baby elephant

Rangers in a Phetchabun wildlife sanctuary rescued a baby elephant stuck in a pool of mud and successfully returned it to its herd last week. Ronnarat Sirimakorn, chief of Phetchabun’s Tat Mok National Park, said on Wednesday that a team of rangers spotted the baby elephant stuck in a dry creek at 2pm last Thursday.

Pot industry pushes back against draft law

The cannabis industry is pushing back at Pheu Thai’s efforts to again criminalize the drug for recreational purposes. This week, Minister of Public Health Dr. Cholnan Srikaew was forced to clarify that a hard line draft bill signed by him was not final. The minister said it was a draft position prepared by his industry for the prime minister’s office.

However, the final law to be presented to parliament would, first of all, be agreed by the cabinet. The bill, which is to be treated as financial legislation, therefore has become one of political importance. In view of the contrast between the policies of the Pheu Thai Party and its coalition partner, the Bhumjaithai Party, the issue has the potential to become as politically divisive as it is within society. Excise considers tax revisions for cigarettes

The Excise Department is considering whether a single tax rate or weight-based levy should be applied for cigarettes, says Director-general Ekniti Nitithanprapas.

Thai Tourism Agencies Get Huge Budget Boost

Led by a record 60% increase in the 2023/24 fiscal year budget of the Tourism Authority of Thailand (TAT), the Thai government is positioning the tourism industry as “the primary engine of economic growth” this year. However, those hopes are likely to be dashed in the event of a wider conflict in the Middle East.

A detailed analysis of the Thai budget bill, currently going through Parliament, shows that the budget allocation for the TAT is up from 3,258 million baht in fiscal year 2022/23 (beginning in October) to 5,201 million baht in fiscal year 2023/24, the largest percentage increase of any government agency. In the same period, the budget allocation for the Thai Convention and Exhibition Bureau (TCEB) is up from 637 million baht to 826 million baht and the Department of Tourism in the Ministry of Tourism and Sports up from 1,753 million baht to 1,896 million baht. Electric mass transit pledge to zap pollution in Chiang Mai

The Energy Regulatory Commission (ERC) has set the fuel tariff (FT) surcharge on electricity, for the January through April period, at 39.72 satang per unit and the electricity unit price at 4.18 baht, after adjusting the formula for the calculation of natural gas and electricity prices.

Komkrit Tantravanich, secretary-general of the office of the ERC, said today that, in setting these FT and electricity unit prices, the Electricity Generating Authority of Thailand, Thailand’s major power producer, will have to bear the loss, estimated at 15 billion baht, for the 4-month period. Thailand’s escalating smog crisis: Choking smog in 55 provinces

People in 55 of the 77 provinces were breathing dirty air this morning, with red-coded pollution levels in 20 provinces, mainly in the Central Plains.

The Geo-Informatics and Space Technology Development Agency (GISTDA) reported at 9am that unsafe levels of particulate matter 2.5 micrometers and less in diameter (PM2.5) ranged from 38.7 to 113.6 micrograms per cubic meter of air over the previous 24 hours. Bottled water contains more plastic particles than thought

A typical one-liter (33-ounce) bottle of water contains some 240,000 plastic fragments on average, according to a new study. Many of those fragments have historically gone undetected, the researchers determined, suggesting that health concerns linked to plastic pollution may be dramatically underestimated.

The peer-reviewed study, published Monday in the journal Proceedings of the National Academy of Sciences, is the first to evaluate bottled water for the presence of “nanoplastics” — plastic particles under 1 micrometer in length, or one-seventieth the width of a human hair. The findings show that bottled water could contain up to 100 times more plastic particles than previously estimated, as earlier studies only accounted for microplastics, or pieces between 1 and 5,000 micrometers. All entertainment venues nationwide have been warned to never make very loud noise, which might otherwise disturb their neighborhoods, or else they could be shut down by law, according to Sutthipong Chulcharoen, undersecretary of the Ministry of Interior.

A Ukrainian man drowned near Bailan Beach on the island of Koh Chang in the eastern province of Trat. He reportedly tried to swim from Koh Chang to Koh Man Nai after an argument with his family.

Foreigner Filmed Urinating Off the Back of TukTuk in Phuket

A video clip of a foreign man who was standing and urinating on the back of a tuk tuk in Patong has gone viral on social media this week, causing outrage and anger from many Thai social media users who demanded the foreigner be arrested and charged to the fullest extent of the law.

In Thailand, it’s very easy to encounter an elephant. Some sites allow quiet observation, as you admire the massive animals from afar. Other tourist venues offer activities like feeding, riding, or bathing with elephants. Many places toss around the term “ethical” when describing the encounters, but they often are not the sanctuaries they promote.

(Editor note: Expat News visited the Elephant Nature Park outside of Chiang Mai, and we have to dispute one warning about not physically interacting with the elephants. Unlike some “sanctuaries”, where the elephants are basically penned in – or chained or caged, pachyderms at Elephant Nature Park mostly are allowed to roam free in the mountainous jungles of the park and visitors are allowed to mingle with them for bathing, feeding and walks. These are rescued elephants and their young, and as long as there is no riding of the elephants, we see no problem with this activity.)

New tax era in Thailand begins

Thailand is moving toward greater integration with the international tax framework to stamp out tax avoidance and evasion. Significantly, it comes with the Revenue Department reporting a surge in income in the first few months of the fiscal year, which will also see foreign residents more closely scrutinized for tax.

Thai national parks report record revenues and visitors in 2023

The Thai Department of National Parks, Wildlife and Plant Conservation disclosed the rankings of the top 10 highest-earning and most-visited national parks from the pool of 133 parks for the previous year.

Based on revenue from January to December 2023, the top 10 Thai national parks accumulated a total income of 1,651,868,101 baht (US$47 million). Hat Noppharat Thara–Mu Ko Phi Phi National Park in Krabi topped the chart with an income of 377,321,864 baht (US$10 million). Ministries to clamp down on crop burning as pollution levels rise

In a move to fight air pollution, the ministries of Natural Resources and Environment, and Agriculture and Cooperatives jointly declared war on crop burning, vowing to crack down on one of the main sources of PM2.5 fine dust.

PM2.5 is fine particulate matter that is 2.5 microns or less in diameter and can be inhaled, boosting the risk of health problems like heart disease and asthma. Continued … 

Rapid response plan to cut PM2.5 in the works

Some 11 urgent measures were unveiled by the Ministry of Natural Resources and Environment on Tuesday to address the PM2.5 smog problem, with a focus on quickly adjusting actions to ensure effective results.

The measures will aim to rapidly tackle forest fires and smog to minimize environmental impacts and safeguard public health, Jatuporn Buruspat, the permanent secretary of the Ministry of Natural Resources and Environment, told a press conference. Continued …

Bus driver in fatal PKK cash was asleep at wheel

The driver of a bus that crashed in Prachuap Khiri Khan, killing 15 people, has confessed to falling asleep at the wheel, leading to a charge of reckless driving.

The accident, which occurred on Dec. 5, involved a tour bus enroute from Bangkok to Na Thawi, which veered off the road and collided with a large tree along Phetkasem Road in Thap Sakae near Wanakorn National Park. Thai wage committee upholds 2.37% minimum wage increase

Yesterday, a senior government official announced that the tripartite wage committee has decided to uphold their previously agreed-upon plan to increase the average daily minimum wage by 2.37%.

The committee, consisting of representatives from the government, employers, and employees, has agreed to uplift the pay threshold range to 330 to 370 baht, starting in January. This was confirmed by Pairoj Chotikasathien, the permanent secretary of labor. Continued …

Explosive growth in Thai insurance industry predicted for 2024

The Thai General Insurance Assn. (TGIA) has foreseen an unprecedented surge in the insurance industry, with premiums expected to skyrocket to 303 billion baht in 2024.

TGIA President Somporn Suebthawilkul revealed the industry’s trajectory, unveiling that premiums for the initial nine months of this year already hit a whopping 210 billion baht, marking a 5.2% rise from the same period last year. Time for dithering on tourist insurance to stop

The Thai cabinet on Tuesday finally shelved the long-running plan for a foreign tourism levy. Prime Minister Srettha Thavisin, however, rejected a stop-gap measure to replace it. He ordered the introduction of automatic insurance cover for all foreign tourists to be provided through the Ministry of Tourism and Sports.

The Tourism and Sports Ministry says a universal insurance plan for tourists may not be necessary, as the compensation sum for healthcare in the past was much lower than the expenses anticipated for an expansive insurance plan.
