Minister confident cannabis will be regulated, not banned

Deputy Prime Minister and Interior Minister Anutin Charnvirakul appeared optimistic yesterday that a bill on controlling cannabis will be passed into law within the tenure of the current coalition government, while a health advocacy group called for a total ban on using cannabis for recreational purposes.

Department of Disaster Prevention and Mitigation Director-general Chaiwat Junthirapong said heavy downpours were forecast to prevail over the lower northern and upper central provinces from now until the end of this month, with the likelihood of flash floods inundating the low-lying areas on both sides of Chao Phraya River and Noi River in the mid-central and lower central provinces. Blue swimming crabs, once plentiful in the Ban Don Bay off the east coast of Thailand, are a crucial part of the local community’s livelihoods. Surge in investment project proposals during first half

Thailand saw a surge in investment project proposals, led by electrical appliances and electronics, during the first half of 2024, with total proposals soaring by 64% year-on-year, worth 458 billion baht, says the Board of Investment (BoI).

Thailand cuts 2024 car manufacturing target to 1.7 million

Months-long sluggish car sales have caused the Federation of Thai Industries (FTI) to reduce its car manufacturing target for 2024 to 1.7 million units, down from 1.9 million units.

The decision was announced on Thursday as the FTI reported total car production during the first half of this year dropped by 17.3% year-on-year to 761,240 units, with 245,047 units produced for domestic sales and 516,183 units manufactured for export. Continued …

New Post-Graduate Visa for Foreign Students Implemented

Starting July 15, the Thai government has implemented the Non-Ed Plus Visa, which will allow foreign students studying bachelor’s degree level or above to extend their stay in Thailand for one year after graduation to give them time to find employment, travel, participate in other similar activities, or apply for a new type of visa once employed.

More macaques captured in Lop Buri

Thirty-eight long-tailed  macaques were captured yesterday in a new round of relocations, jointly launched by the Lop Buri municipal administration and the Department of National Parks, Wildlife and Plant Conservation, to contain the population of the monkeys and to reduce the disturbance they cause.

Hundreds of residents in Chon Buri’s Phanat Nikhom district gathered yesterday to protest against a major pig farm, accusing it of polluting a local canal and causing a persistent foul odor for several years. Thai-Chinese flights to double

Aeronautical Radio of Thailand Co. (Aerothai) has announced a dramatic increase in flights between Thailand and China. The number of annual flights is expected to double from under 100,000 to a 200,000, thanks to a new mutual permanent visa waiver policy.

The policy, which began in March, allows Chinese and Thai passport holders to enjoy visa-free holidays and transits for up to 30 days. S.Ken’s Bistro – Home of Crafted Food & Drinks

Expat News first met Kantapat “Ken” Agechaosuan when we were both starting new businesses in Hua Hin. Chef Ken, as he is known, was in need of an economical way to market his new restaurant, S.Ken’s Bistro in Kao Tao, to the Hua Hin expat community.

At that breakfast meeting, we forged a collaboration, as Ken calls it, that has lasted eight years – and now extending into a ninth.

The Cabinet endorsed the Ministry of Energy’s proposal today to maintain the electricity price for September through December at 4.18 baht/unit for households and businesses.

Energy Minister Pirapan Salirathavibhaga said, however, that smaller households, which use fewer than 300 units of power per month, will be charged 3.99 baht/unit. Syphilis cases triple among Thai teens, fivefold increase in pregnant women

The Department of Disease Control (DDC) reported a significant increase in sexually transmitted diseases (STDs) among Thai people, particularly syphilis. Cases of syphilis among teenagers have tripled compared to previous years and the number of pregnant women with syphilis has increased fivefold.

A report concluded on July 18 showed that syphilis cases in Thailand doubled compared to 2018 (from an average of 11 to 28.1 per 100,000 population). Cases among teenagers tripled, from an average of 27.9 to 91.2 per 100,000 population. Continued …

A 17-year-old Thai teenager and locals in the central province of Ayutthaya lynched a drug addict after he attempted to rape the teen’s mother.

Roadside bomb injures six police officers in southern Thailand

A roadside bomb detonated in Pattani yesterday, injuring six police officers and prompting the army to urge motorists to exercise caution. The explosion occurred on Road 42 in Nong Chik district as an armored pickup truck carrying the officers was returning to base from a checkpoint.

The Internal Security Operations Command’s (ISOC) southern frontline office reported that the blast caused the vehicle to veer off the road and tumble down an embankment, igniting a brush fire in the process. How Energy Intensive Are Data Centers?

(Note: Several data centers are currently planned or being built in Thailand, which will require a great deal more electric power than currently available.)

In 2022, the global electricity consumption stood at roughly 27,000 terawatt-hours, according to the U.S. Energy Information Administration (EIA). While countries like China and the United States had the highest electricity demand by a considerable margin, a new player that rivals the consumption of some of the biggest economies and is bolstered by the ongoing AI hype has entered the stage: data centers. As the International Energy Agency (IEA) points out in a recent report, estimated data center energy consumption could increase rapidly over the next two years.

While the median estimate for data centers, AI-connected offerings and cryptocurrency mining stood at 415 TWh in 2022, already significantly higher than the United Kingdom’s electricity demand and on par with the electricity consumption of France, this figure could rise to anything between 620 and 1,050 TWh in 2026. Per the IEA’s report, this would be the equivalent “to adding at least one Sweden or at most one Germany” to the most recent estimates. Continued …

Thailand recorded 19.6 million foreign tourist arrivals from the January to July 21 period, the Tourism Ministry said Tuesday, up 34% from the same period a year earlier.

People across Asia have eagerly awaited the end of heat-wave season, which now appears to be drawing to a close. In my home country, the Philippines, the first typhoon of the year arrived in late May, lowering temperatures that had climbed to nearly 50° Celsius (122° Fahrenheit).

With his retirement fast approaching, Jim Dolan, from the U.S., felt as though his future was more or less mapped out. He and his wife Som Dolan would build a house in her native country, Thailand, and split their time between the Southeast Asian destination and the States.

Purchase of alien blackchin tilapia to kick off Aug 1 in PKK

The government will start buying invasive fish species blackchin tilapia at 15 baht per kilogram starting next month at 49 buying stations in 14 provinces, the Agriculture and Cooperatives ministry said on Monday.

The 49 buying stations will be located at fish markets registered with the Fisheries Department in 14 provinces where high numbers of invasive fish have been reported. They are: Chanthaburi, Rayong, Chachoengsao, Samut Prakan, Bangkok, Ratchaburi, Samut Sakhon, Samut Songkhram, Phetchaburi, Prachuap Khiri Khan, Chumphon, Surat Thani, Songkhla, and Nakhon Si Thammarat. The Meteorological Department of Thailand (TMD) warned residents and holidaymakers to brace themselves for heavy rain over the next 10 days, highlighting periods of reduced rainfall and times when heavy downpours are expected. A strong monsoon and a tropical storm on the horizon necessitate vigilance and monitoring.

Riverside residents and businesses along the Chao Phraya River in Uthai Thani, Sing Buri, Lop Buri, Suphan Buri, Ang Thong, Ayutthaya and Chainat have been advised to brace for possible flooding, as a result of an increase in the amount of water being released through the Chao Phraya Dam in Chainat province.

Water runoff from northern provinces, following heavy rainfall there over the past several weeks, has increased the volume of water in the reservoir, forcing the irrigation office in Chainat to increase the discharge through the dam, from 100 cubic meters/second to 610 cubic meters/second, to ease the pressure on the dam. – Thai PBS

Bridge connecting Koh Samui with mainland to be ready by 2033

The Expressway Authority of Thailand (EXAT) on Monday unveiled the blueprint of the 40-billion-baht, four-lane bridge connecting Koh Samui with the mainland.

New buildings for Buddhist orphanage in Kanchanaburi

The revered Korean Dharma master and Buddhist activist Venerable Pomnyun Sunim and volunteers from the Buddhist humanitarian relief organization JTS Korea, accompanied by a delegation from the International Network of Engaged Buddhists (INEB), attended a formal ceremony to inaugurate two new buildings for a Buddhist orphanage in the western Thai province of Kanchanaburi.

The orphanage, operated under the Dhammanulak Children’s Foundation and managed by Buddhist nun Maechee Chutipa, has undergone a year-long project sponsored by JTS Korea to renovate and remodel the residential buildings for the 80 girls and boys of all ages under the orphanage’s care. Continued …

Expats angry at huge concessions in latest Thai visa announcements

Longstay expats with expensive visas say the new 60-days visa-exempt policy and the 180-days Destination Thailand Visa have made the Elite visa and the annual extensions of stay for retirement and marriage worthless. Geoffrey Fisher, a Brit who recently paid 900,000 baht (about 20,000 UK pounds) for the five-year Elite visa said he had wasted his money, as more or less anyone can now stay in Thailand almost indefinitely for a paltry sum.

The disenchanted argue that the 60-days visa-exempt can evidently be extended at local immigration for 30 days more, followed by a border run to start the whole process again. Some immigration officers at Bangkok’s Suvarnabhumi airport have allegedly told new arrivals they can now do as many border runs as they like. Continued … 

Reminder: No alcohol sales this weekend

Thailand celebrates the start of Buddhist Lent, a three-day religous holiday, this weekend – meaning no alcohol sales for the duration. Today is Asahna Bucha Day, Sunday is Khao Phansa Day, and Monday is a second Asahna Bucha Day.

Alcohol sales are banned from Friday night at midnight until Monday night at midnight.

Asahna Bucha Day is the celebration in Thailand of the “Four Noble Truths” preached by Buddha in his first sermon after his enlightenment. These four noble truths are dukkha, tanha, nibbana, and the eight-fold path.

Khao Phansa Day is a Buddhist holiday observed in Thailand on the first day following the full moon occurring in the eighth month of the Thai lunar calendar. Khao Phansa marks the first day of “Buddhist Lent”, a time when observant Buddhists fast from such things as meat, alcohol, and tobacco. For the most part, only Theravada, rather than Mahayana, Buddhists observe Khao Phansa, and even many Theravada practitioners choose not to fast.

Hua Hin 94 Road Improvement Project Begins Monday

This week, Hua Hin municipal officials and staff, and representatives from Chok Kijcharoen Ltd., the contractor responsible for the project, inspected the site for the upcoming renovation of Hua Hin 94 Road. The project involves installing drainage pipes and resurfacing the road from the western railway intersection to Ban Chang Heng.

Government ‘united’ despite weed policy U-turn

Economists worry despite IMF’s positive forecast for Thai economy

Though the Finance Ministry is optimistic about Thailand’s economic prospects after the International Monetary Fund (IMF) upgraded the country’s GDP growth to 2.9% from 2.7%, many economists remain worried.

CIMB Thai Group recorded a consolidated net profit of THB 1.2946 billion, a year-on-year (“YoY”) decrease of THB 74.3 million, or 5.4%, while profit before tax (“PBT”) decreased by THB 117.2 million, or 6.8%, YoY to THB 1.611billion.

Dengue infections in Thailand reach record 44,387 cases in first six months of 2024

The latest epidemiological surveillance report from Thailand’s Department of Disease Control (DCD) has revealed an alarming surge in dengue fever cases in 2024. As of July 10, the number of reported cases has reached 44,387, representing a 1.06-fold increase from the same period in 2023.

African swine fever outbreak reported in Chiang Mai

In a significant and concerning development, Thailand has reported its first outbreak of African swine fever (ASF) for the year, as confirmed by the World Organization for Animal Health (WOAH). This outbreak has occurred in Luang Nuea Village, located in the Doi Saket District of Chiang Mai Province.

A tragic incident occurred when a couple on a motorcycle collided with a wild elephant late at night, resulting in the husband’s death and the wife’s injury. The woman, still in shock, reported having no memory of the event.

Electric rate increase under consideration

The Energy Regulatory Commission (ERC) announced a public consultation from yesterday until July 26 to discuss the final electricity tariff adjustment of the year. The proposed adjustments could see electricity bills rise from September to December this year, with costs potentially increasing from 4.18 baht per unit to between 4.65 and 6.01 baht per unit.

The secretary-general and spokesperson of the ERC, Poonpat Leesombatpiboon, revealed that the fuel tariff (FT) might need to be adjusted upwards by 46.8 to 182.9 satang per unit, combined with the base electricity rate of 3.7 baht per unit. This adjustment would result in the electricity tariff for the end of 2024 increasing to between 4.65 and 6.01 baht per unit. Continued …

On Thursday, the officers received information that the gang leader of a call center gang, fleeing prosecution in Malaysia after raiding a fellow countryman’s place to collect money, was eventually arrested by Malaysian authorities. More than a hundred tour operators are at risk of breaking the law for using nominees or a price-dumping strategy, while new fraudulent tactics offer cheap tours disguised as direct sales or multi-level marketing companies, according to the Tourism Department.

Jaturon Phakdeewanit, director-general of the department, said the number of suspected illegal tour companies might be relatively small compared with 13,000 licensed firms nationwide, but their operations could inflict huge damage on Thai tourism, with most of the income flowing overseas instead of benefiting local businesses. Perak Immigration Department Director Meor Hexbullah Meor Abd Malik said the detainees comprised 78 women and 10 men, aged between 21 and 46. Doubts cast on central bank’s GDP forecasts

Thailand’s GDP growth is unlikely to increase in the second half of this year as anticipated by the central bank, according to the newly appointed chairman of the National Economic and Social Development Council (NESDC), the state planning agency.

Speaking after a seminar held on Thursday entitled “Surfing a Sea of Opportunities Amid Geopolitical Tides”, hosted by Kiatnakin Phatra Financial Group (KKP), Supavud Saicheua, chairman of the NESDC and an adviser to KKP, said the tightening monetary policy of the Bank of Thailand’s (BoT) Monetary Policy Committee (MPC) has impacted access to loans for individuals and small and medium-sized enterprises (SMEs), as well as increasing financial costs for borrowers. Consumer confidence slips again in June

Thai consumer confidence dropped for a fourth straight month in June, falling to its lowest level since October last year on concerns over a global slowdown and political uncertainty, according to a survey carried out by the University of the Thai Chamber of Commerce (UTCC).

Thanavath Phonvichai, president of UTCC, said the consumer confidence index dipped to 58.9 in June, from 60.5 in May. Consumers were increasingly worried about a global economic slowdown, rising energy prices, and a prolonged conflict in the Middle East. Continued …

The ongoing conflict in Myanmar between the military government and opposition forces shows no sign of abating. Fighting continues in several areas and has prompted Thai companies to pull out and divest 7 billion dollars.

In the past, Thai investors ranked third in investment promotion applications with a total value of 11.6 billion dollars, or 12.47%, in 155 approved projects. Currently, Thai investment in Myanmar ranks fifth with a value of 4.45 billion dollars, with 105 projects underway. Soi 94 resurfacing, drainage improvements planned

Hua Hin municipality has announced that extensive resurfacing work will soon commence on Soi 94, one of the most uneven and damaged road surfaces in central Hua Hin. The project, which includes the installation of new drainage, is expected to take approximately seven months to complete.

The repair work will involve the installation of drainage pipes and resurfacing the road from the western railway intersection to Baan Chang Heng, extending to the far end of Soi 94 where the road turns right. The project scope includes the stretch from the railway tracks toward Lucky 13, Amara Resort, and The Happy Pig, reaching the top of the soi. Continued …

Yet amid such instability, one aspect of Thailand’s governance flourishes: its public-health system.

Thai health care is among the most effective in the world. The average Thai can expect to live to 80, much longer than their regional counterpart (the Southeast Asian figure is 73) and even slightly longer than the average American and European (each roughly 79), according to the latest data from the United Nations. Chinatown fire victims mostly migrant workers

More than 260 people have registered for assistance following the Yaowarat fire on Saturday night in Bangkok’s Chinatown, most of them migrant workers, according to the permanent secretary for human security.

The fire in Trok Pho community started about 8.40pm on Saturday. Sixty-six wooden houses in the community were burned down or badly damaged. More signals surfaced last week indicating Thailand is likely to reverse course on cannabis by shutting down a combined legal CBD and marijuana market projected to reach billions in value. A key drug committee passed a resolution that would limit products made from flowers of both marijuana and industrial hemp to medical applications that require a doctor’s prescription.

The country famously joined a trend toward 1.0% THC by dry weight allowable in hemp crops in 2019, setting a separate limit of 0.2% for food and cosmetics products.
