El Nino to last until April 2024, pushing record temperatures

The ongoing El Nino weather pattern is set to last until at least April 2024, the World Meteorological Organization (WMO) said on Wednesday, pushing up temperatures in a year already on track to be the warmest on record.

Analysts are expressing concerns about Thailand’s first year-on-year decline in inflation in 25 months, saying the dip in the consumer price index (CPI) reflects growing risks of an economic slowdown and deflation.

Thailand’s economy is projected to grow 2.7% this year and 3.6% next year, amid a highly uncertain global environment, the International Monetary Fund (IMF) said on Wednesday.

Change in the tax law does target expats living in Thailand

A former chairman of an international law firm in Bangkok has warned that a new taxation directive issued by the Revenue Department targeting foreign income sources faces a legal challenge and will create more reporting obligations and confusion. The order published on Sept. 15 2altering a 38-year-old interpretation, is a definite step by the government to widen the tax base, meaning more significant reporting requirements, at the very least for expats living in Thailand.

Kitipong Urapeepattanapong, along with other legal experts, including a Supreme Court judge, is calling on the Thai government to overhaul the tax system thoroughly to make it competitive with Hong Kong and Singapore. Continued …

Open to 4am is OK, but alcohol sales are not

The Thai government will initially permit bars and nightclubs in four provinces, including Chonburi, Phuket, Chiang Mai, and Bangkok, to operate until 4am, as announced by Prime Minister Srettha Thavisin on Friday.

According to Deputy Prime Minister Anutin Charnvirakul, however, “Every private sector shall follow the laws, especially, the extension of opening service of entertainment districts to 4am, but it does not mean that selling liquor beyond prescribed legal hours: 2am. PM2.5 dust surge: Bangkok on alert

Bangkok is bracing for an imminent surge in PM2.5 dust pollution from today, with the Bangkok Metropolitan Administration (BMA) preparing strict measures to mitigate the environmental hazard.

The city’s Department of Education, under BMA’s directive, may consider a 15-day halt to school activities if dust pollution reaches a critical red level in two to five districts, according to Deputy Bangkok Gov. Chakkapan Phewngam. Continued …

Under-cooked pork alert: Hearing loss fever claims 24

The Department of Disease Control (DDC) has issued a warning against consuming under-cooked or raw pork following an outbreak of Streptococcus suis, otherwise known as hearing loss fever. This outbreak has resulted in approximately 500 infections and 24 fatalities so far.

The announcement was made by Taweechai Wisanuyothin, the director of DDC Regional Office 9 in Nakhon Ratchasima. He revealed that the infection had spread among individuals who had eaten raw or under-cooked pork recently. Furthermore, people preparing the food are also at risk if they handle infected pork with open wounds on their hands. Continued …

A closer look at Thailand’s Bt1-trillion land bridge

The plan to build a “land bridge” from the Gulf of Thailand to the Andaman Sea as a route for international trade was given the green light on Oct. 16. The megaproject will forge a new link between the Pacific and Indian oceans, relieving shipping congestion in the Malacca Straits, currently the main regional trade route for cargo.

The land bridge, which is expected to become a key link in the China-led Belt and Road trade infrastructure project, will require investment of over 1 trillion baht. The project will be divided into four phases, taking a total of eight years to complete. Continued …

Thailand fast-tracks five-country rail link

A plan to accelerate the development of dual railway tracks connecting five countries – Singapore, Malaysia, Thailand, Laos, and China – was announced at the 4th iTIC FORUM 2023: Power of Connectivity and Smart Mobility.

The 4500km-long Singapore-Kunming rail line, expected to be completed by 2027, aims to boost the capacity of goods and passenger travel, making it more efficient and faster. Thai service sector and exports are bouncing back

The Bank of Thailand (BOT) is optimistic about the Thai economy as 2023 draws to a close, with the overall economic situation in Thailand for September and the third quarter showing strong signs of recovery.

Government Must Fix Economy First

A poll conducted by Matichon and Daily News, with over 42,848 votes, reflected the voices of the people from all regions of Thailand. The majority, about 60.2%, indicated that the government should prioritize solving economic and cost-of-living issues, with the highest percentage of male respondents at 63.7%.

The survey, conducted online from Oct. 1-31, reached people of all ages, occupations, education levels and income levels across the country. The largest participating age group was 51 years and older with 35.8%, followed by 31-40 years with 22.7%, 41-50 years with 20.1% and 21-30 years with 16.9%. Continued …

Thailand set to remain No.2 digital economy in SE Asia

Thailand is expected to remain the second-largest digital economy in Southeast Asia in terms of gross merchandise value (GMV) from 2023 to 2030, according to data in the “eConomy SEA 2023” report.

Thailand’s GMV is expected to expand to US100-165 billion in 2030, up from an estimated $49 billion in 2025 and $36 billion in 2023, according to the report prepared by Google, Temasek and Bain. Continued …

Long boat racing returns to Kao Tao Nov 17-19

Khao Tao Reservoir will host the 16th edition of “Long Boat Racing for River Masters” between Nov. 17-19. Participants from all over Thailand are expected to compete across four boat categories.

The event will feature traditional Lao vessels, ancient long boats, Naga head long boats from Nan province, and iron long boats from Buriram.

This competition is organized by Hua Hin municipality, the Thai PBS television station and the Thai Health Promotion Foundation (ThaiHealth).

Long boat races on Pranburi River Nov. 26

A second longboat racing event will take place on Pranburi River on Nov. 26, following the longboat races on the Kao Tao Reservoir a week earlier. Teams from all over Thailand are expected to participate.

Registration to compete is open until Nov. 15, at the Education Office of Pak Nam Pran sub district Municipality. For inquiries, call 0-3263-1662.

Scaled-down EV subsidies approved

New PM2.5 standard will alarm public

PM2.5 has become a major environmental and health problem in Southeast Asia. To deal with the issue, members of the Association of Southeast Asian Nations (ASEAN) have put in place PM2.5 standards to measure air quality. These countries usually use the World Health Organization’s guidelines on PM2.5.

Under the WHO’s guidelines, the average annual concentration of PM2.5 particles should not exceed 5 micrograms per cubic meter (µg/m3), while over a 24-hour period, the concentration should not exceed 15µg/m3. Continued …

Farmers must stop the fires

Last week, the National Environment Board (NEB) approved an environment policy that, if implemented, can tackle PM2.5 at a fundamental level.

The good agricultural practice “GAP PM 2.5” proposes creating farming zones to prevent farmers from conducting “open burning” during harvest time. It is one of the two chief causes, along with forest fires, of PM2.5 pollution, especially in rural areas. Continued … 

Cabinet okays excise tax cuts on all gasohol fuel

Gasohol 91 and 95 will become 1 baht cheaper as of Nov. 7 for three months, according to a Cabinet resolution.

Energy Minister Peeraphan Salirathaviphak said on Tuesday that excise tax for all types of gasohol (petrol combined with ethanol) will be reduced by 1 baht a liter. However, gasohol 91 will take a 2.50 baht cut, as it gets an additional 1.50 baht subsidy from the Oil Fuel Fund, Peeraphan said. – The Nation

Indian and Taiwan passport holders will now be able to enter Thailand without a visa from Nov. 10 to May 10 next year, Prime Minister Srettha Thavisin said on Tuesday.

Deputy Prime Minister Phumtham Wechayachai yesterday halted a four-baht increase in the ex-factory price of sugar nationwide for the 2023/24 production season, excluding VAT, as earlier announced by the Cane and Sugar Board.

Entertainment places will be allowed to stay open until 4am in tourist provinces from this New Year festival onward, to help stimulate the economy, Interior Minister Anutin Charnvirakul said on Monday.

In Phuket, the body of a foreign male tourist was found stabbed to death inside a hotel room. The decomposing state of the body suggested he had been dead for 2-3 days. Notably, two passports were discovered, identifying him as a dual national of the United States and Costa Rica.

No alcohol sales tomorrow

The sale of alcohol will be banned on Sunday to observe the end of Buddhist Lent. The ban begins at midnight tonightand ends midnight Sunday. Alcohol sales are not allowed at restaurants, bars, pubs, hotels, convenience stores, and supermarkets, although you can still buy at duty-free shops in airports. Violators can be fined up to 10,000 baht, a maximum of six months in jail, or both.

Origins and Buddhist practices associated with the day marking end of Vassa

The end of Buddhist lent day is celebrated as a holy day on Aashvin full moon of the lunar month. It marks the end of the three lunar months of Vassa, sometimes called “Pavarana day”. The day has religious significance in some Asian countries where Theravada Buddhism is practiced.

Overstaying Indians Who Clashed With Phuket Officials Have Lions In Their Villa

Police from Provincial Police Region 8, Choeng Thale Police Station, and Phuket Immigration Police announced yesterday that Indian residents attacked three immigration officials who requested a search of their luxury villa on a hill in the Laem Sing area, Choeng Thale subdistrict, Thalang District, Phuket Province, injuring them. Rescued baby deer doing well at WFFT

That abandoned baby Muntjac deer Expat News reported on a few days ago is now safe and recovering at Wildlife Friends Foundation Thailand (WFFT). The deer, who has been named Cha Lao, was found all alone and was being chased by street dogs when it was rescued. Two killed, two injured in violent brawl over a woman

A violent brawl over a woman led to the deaths of two individuals and the injuries of two others in Prachinburi province. The violent brawl incident took place in front of a residential building where the victims were drinking alcohol. The police were able to apprehend one suspect at midnight today.

Thailand is facing a unique demographic problem unlike other aging countries in northeast Asia and Europe. The country is growing old before it attains economic prosperity, a situation pointed out by a recent article in The Economist.

Unlike their counterparts in the developed world, the country will have to grapple with the challenge of supporting a burgeoning elderly population without the financial cushion that comes with high GDP per capita. Thai exports at US$46 billion in first 7 months of 2023

Thai exports amounted to US$46.18 billion between January and July, driven by free trade agreements (FTAs), Department of Foreign Trade (DFT) Director-general Ronnarong Phoolpipat announced this week. The top five FTAs contributing to this figure were:

  1. ASEAN Free Trade Area (AFTA): The agreement’s total value was U$16.49 billion, accounting for 72.7% of its utilization. Major exports under this agreement included automobiles for transportation (weighing less than 5 tons), sugar, petroleum oils, oils from bituminous minerals, and cars for personal transportation (1,500 – 2,500 cc). Exports unexpectedly rise for 2nd straight month

Thailand’s customs-based exports unexpectedly increased 2.1% in September from a year earlier, helped by higher shipments of rice and farm products, the commerce ministry said today, despite sluggish global demand.
