The Cabinet meeting last week approved the draft of the Public Health Ministry’s regulation regarding application of cannabis and hemp products for private companies and the general public, paving the way for clearer rules on the use and commercialization of the former narcotics plants.

After their delisting from the Category 5 Narcotics List on Sept. 9, 2022, only extraction of cannabis and hemp with THC or tetrahydrocannabinol having concentration more than 0.2% is still regarded as a drug. Thailand’s investment applications rose 42% in the January-September period from the same period a year earlier, led by electronic manufacturing and data center projects, the Board of Investment said today.

Police Raid Two Bars in Hua Hin for Underage Prostitution, Owners Arrested

In a major crackdown on human trafficking, police from the Anti-Trafficking in Persons Division raided two bars in Hua Hin on charges of covertly offering underage prostitution services to foreign tourists. The bars were targeted following an extensive investigation based on intelligence reports that indicated illegal activities were taking place behind the facade of normal bar operations.

Thailand completes first phase of 950km coastal road project

The Department of Rural Roads under the Thai Ministry of Transport has completed the first of the four phases of the 950km coastal road (Riviera) project, which spans 12 provinces from Samut Prakan to Narathiwat.

Montri Dechasakulsom, director-general of the department, said the 515km first phase running along the coast from Samut Sakhon to Phetchaburi and from Prachuap Khiri Khan to Ranong and Chumphon has been accomplished and opened to traffic. Continued …

In the ongoing iCon Group case, a total of 2,170 victims have filed complaints over nine days, with reported damages exceeding 841 million Baht. Authorities have seized assets worth Bt210 million, including 24 vehicles, 51 luxury watches, branded bags, and cash.

New stimulus efforts readied

The Finance Ministry is preparing additional stimulus measures, including plans to promote tourism and encourage spending toward the end of the year, according to Deputy Finance Minister Julapun Amornvivat.

He said the economic stimulus package will include the second phase of the cash handout, for which the government allocated 187 billion baht in the 2025 budget. He said the tourism stimulus measures will target areas affected by flooding, such as Chiang Mai and Chiang Rai. Continued …

Thai retailers are calling on the government to reinstate the “Shop Dee Mee Kuen” (Shop and Payback) scheme to help boost spending at year end. The stimulus, which offers tax rebates to buyers of selected products, was implemented to stimulate the economy in the fallout of the Covid-19 pandemic.

Calls for reform in elephant tourism rise after drownings in Chiang Mai

Calls are growing for better protection of elephants at sanctuaries and tourist attractions across Thailand after two of the animals perished in Chiang Mai’s raging floodwaters this month.

On Oct. 5, two elephants were found dead in the Mae Taeng River in the northern province’s Mae Taeng district. Both were from the Elephant Nature Park, which lies about six kilometers from where their bodies were discovered. Cutting policy rate the right move: Thai private sector

The Thai private sector says the Bank of Thailand (BOT)’s cutting of the policy rate by 25 basis points, from 2.50% to 2.25% per annum, is well suited to the country’s current economic situation and will help several sectors, notably exports and tourism.

In a bid to help reduce the public’s debt burden, the central bank’s Monetary Policy Committee (MPC) voted 5:2 on Wednesday to lower the key policy rate with immediate effect after over a year of holding the rate at 2.50%. Continued …

Thai Prime Minister Paetongtarn Shinawatra was joined by several of her ministers at yesterday’s launch of her administration’s economic recovery program. The event, held at Government House, was also attended by representatives from the public and private sectors, including CP Group, The Mall Group, BJC Big C, PT, OR, SeaValue, Thai Union, and OSOTSPA.

Emphasizing that the government is prioritizing economic stimulation and citing last month’s launch of the 10,000-baht economic stimulus, she said that the program is crucial for maintaining the momentum in stimulating the Thai economy to ensure maximum efficiency and value. Thai growth upgraded as cash handout improves outlook

Analysts have upgraded Thailand’s GDP forecast for this year and next to 2.8% and 3%, respectively, thanks to the government’s cash handout lifting the economy, but warned of an “economic cliff” in 2026 if no new growth engine is introduced.

Kiatnakin Phatra Research (KKP) and BofA Global Research both increased their Thai GDP outlooks for 2024 from 2.6% to 2.8%, with the forecasts for next year rising from 2.8% to 3.0%. They noted the government’s 10,000-baht cash handouts will temporarily help the Thai economy. Continued …

Industrial sentiment dips in September

The Thai Industries Sentiment Index (TISI) continued to decline to 87.1 points in September, in part because of the impact of severe flooding and slow economic growth. The index, which gauges business confidence among manufacturers, stood at 87.7 points in August, down from 89.3 points in July.

Circuit board makers invest Bt162 billion in Thailand, seek BOI incentives

The Board of Investment said that many foreign printed circuit board (PCB) manufacturers have been seeking special privileges for their investments worth 162 billion baht over the past year. BOI Secretary-general Narit Therdsteerasukdi said on Wednesday that most of these circuit board manufacturers were from China or Taiwan, and they have applied for BOI privileges in 95 projects.

The government is planning to offer 55 billion baht ($1.66 billion) of soft loans to support the property sector and help boost the economy, a deputy finance minister said today. The plan will be submitted to the cabinet for approval, Paopoom Rojanasakul said in a message to reporters.

FedEx Expands Electric Vehicle Fleet in Thailand

Federal Express Corp., one of the world’s largest express transportation companies, has advanced toward its vehicle electrification goals by introducing four new zero-tailpipe emissions electric vehicles (EVs) to its fleet in Thailand. The expansion builds on the success of its initial launch of EVs in 2022 as part of the company’s efforts to transition to an all-electric parcel pickup and delivery (PUD) fleet by 2040.

The new EVs will support parcel PUD operations within high-traffic areas in Bangkok and Pathum Thani such as Chaeng Watthana, Tiwanon, Lat Phrao, Ram Inthra, Ngam Wong Wan, Prasert Manukit, Sukhonthasawat, Thammasart, and Chiengrak. Nationwide Alcohol Sales Ban Set Thursday as Thailand Marks End of Buddhist Lent

The end of Buddhist Lent, Awk Phansa, will take place on Thursday, and a nationwide sales ban on alcohol will be enforced for 24 hours.

Weather warning for heavy rain in 40 provinces

Thailand’s Meteorological Department issued another serious weather warning for 40 provinces, urging residents, especially in Bangkok, its surrounding areas, the southern region, and the eastern region, to prepare for heavy rainfall affecting up to 70% of these regions.

In the southern region, the eastern coast will experience thunderstorms in 70% of the area, with some areas getting heavy rain. Provinces affected include Chumphon, Surat Thani, Nakhon Si Thammarat, Phatthalung, Songkhla, Pattani, Yala, and Narathiwat. The temperatures will be between 23-25°C at the lowest and 30-34°C at the highest. The Mun River burst its banks on Saturday morning, sending a huge volume of water to flood paddy fields and low-lying areas in Phimai district of Nakhon Ratchasima Province. Water levels in the river were high in several locations, particularly upstream areas of Phimai Dam.

Suitability index for buying property and a new car continues to fall

The Center for Economic and Business Forecasting at the University of the Thai Chamber of Commerce (UTCC) has reported that the suitability index of purchasing a new car in September 2024 declined for the seventh consecutive month, reaching its lowest point since March 2023. Flood-related bacterial infections on the rise

Thailand’s Disease Control Department is alerting the public to a rapid rise in cases of Leptospirosis and Melioidosis during the rainy season and floods. They are bacterial infections to which children are particularly prone and which require close monitoring.

Phuket’s reservoirs are bursting at the seams, with Bang Niew Dam in Srisoonthorn now at 103% capacity. The island is bracing for more rain and potential flash floods through Saturday, as the Thai Meteorological Department (TMD) warns of continued downpours.

The Ministry of Finance ratcheted up pressure on the Bank of Thailand (BoT) to cut interest rates to boost the economy and weaken the baht, just a day after an influential former governor warned against government meddling in the central bank.

“It’s highly possible they will cut this year either this meeting or next meeting,” Deputy Finance Minister Paopoom Rojanasakul said in an interview in Bangkok on Wednesday, a week ahead of the BoT’s next monetary policy decision. “A 25-basis point cut would be a good start, but whether that is enough or not, we will need to keep monitoring and adjusting.” Continued …

Increased promotion of e-sports, gaming and related activities could lift the value of Thailand’s digital content industry to 100 billion baht a year within five years, compared with 40 billion now, the Ministry of Digital Economy and Society said.

Train derails between Nong Sala and Cha Am

A special express diesel train, designated as Train 43 (Bangkok Apivatan–Surat Thani), encountered an incident this morning while traveling between the Nong Sala and Cha Am stations. The train was reported to have derailed due to a failure in the left third axle.

The derailment occurred at approximately 10:05 a.m. at signal point STHL 178/1-2, shortly after the train passed through Nong Sala at 10:04 a.m. The train was comprised of three carriages and, fortunately, no injuries were reported among passengers or crew members. Authorities have indicated that further updates will be forthcoming, and train services to Hua Hin are temporarily halted as a precautionary measure. – huahin.locality.guide

Grief and anger as Thai town holds mass cremation for 23 school bus fire victims

Mourners wept and monks prayed at a cremation ceremony Tuesday in a small town in central Thailand for 23 young students and teachers who died in last week’s bus fire on a school field trip.

A large cremation site was set up close to the temple in Lan Sak town, whose compound hosts the school that was attended by the victims. Several furnaces with tall chimneys were erected, with floral adornments placed in front of them. Continued …

New law lets buyers check before paying

A new law allowing customers to open packages of products they ordered online before paying for them has taken effect, according to the Royal Thai Police (RTP).

According to Prime Minister’s Office Minister Jiraporn Sindhuprai, the notification was announced in the Royal Gazette on July 5 and went into effect on Oct. 3, giving logistic and delivery companies time to adjust to the new law. Continued …

More than 70 private hospitals nationwide have indicated they will leave the social security system if there is no increase in reimbursements from the state.

Thai students have earned 24 medals — including five golds — at the 2024 International Mathematics and Science Olympiad (IMSO) for primary school students in China. The prestigious event was held in Wenzhou, Zhejiang province, from Oct. 1 to 6.

Flooding in 19 provinces

Flooding persists in 19 provinces in the north, the northeast, central plains and the south, affecting more than 66,000 households.

The Department of Disaster Prevention and Mitigation on Tuesday reported there were still floods in Chiang Rai, Chiang Mai, Lamphun, Lampang, Tak, Phitsanulok, Nakhon Sawan and Sukhothai in the north; Udon Thani, Kalasin, Chaiyaphum, Maha Sarakham and Ubon Ratchathani provinces in the northeast; Sing Buri, Suphan Buri, Ang Thong, Ayutthaya and Nakhon Pathom in the central plains; and Songkhla in the south. Thailand hikes flood compensation to 9,000 baht per family

The Cabinet approved the Interior Ministry’s proposal to increase the flood compensation per family to 9,000 baht from the initial criteria, Interior Ministry spokesman Traisuree Taisaranakul said on Tuesday.

Initially, the plan was to base the compensation on the days the houses were flooded. For instance, families were to be paid 5,000, 7,000 or 9,000 baht if their homes were flooded for less than 30 days, between 31-60 days and more than 60 days, respectively. Govt offers Bt10,000 to all flood-affected households

The government will distribute 10,000 baht to households affected by flooding nationwide to help cover cleanup expenses.

Interior Minister Anutin Charnvirakul said that the Comptroller General’s Department had approved a budget allocation request from the Department of Disaster Prevention and Mitigation (DDPM). He said the 10,000 baht in financial aid for post-flood cleanup is separate from the 9,000-baht compensation payout for each flood victim. Continued …

BMA warns 16 communities outside flood levees to prepare for floods

The Bangkok Metropolitan Administration (BMA) issued an urgent warning on Tuesday for residents of 16 communities in seven districts to be prepared for possible flooding from Oct. 13 to 23. These areas are not protected by flood levees.

The BMA reckons that the level of the Chao Phraya River will rise due to higher sea tides and a higher rate of water discharge from the Chao Phraya Dam in Chai Nat. Continued …

Three zones in Lamphum province have been inundated by floodwaters flowing downstream from Chiang Mai, the Royal Irrigation Department reported on Tuesday.

BMI, a Fitch Solutions company, is maintaining a positive outlook for consumer spending in Thailand throughout 2024, as growth continues in sectors such as retail, hospitality, tourism and gastronomy.

Real household spending (calculated at 2010 prices) is projected to grow by 3.6% year-on-year, decelerating from the 11.2% estimated for 2023, as consumer spending stabilizes from the volatility witnessed from 2020-23, induced by Covid lockdowns and a subsequent remarkable recovery. Customs Dept sets 122.2-billion-baht revenue goal for 2025

The Customs Department has announced that it expects to make 122.2 billion baht in fiscal 2025, in line with its collection of 117.95 billion baht in revenue during fiscal 2024.

Toxic smog returns to Greater Bangkok

Several areas in Bangkok and nearby provinces were blanketed with hazardous levels of smog on Tuesday, the pollution trapped in stagnant air.

Chiang Mai’s Ping River recedes, but downstream areas still at risk

Chiang Mai authorities announced that the Ping River, which had broken its banks and flooded the province earlier, has dropped to 3.85 meters, though downstream areas were still at risk of flooding. Muang Chiang Mai Municipality announced that the river’s level at the P1 measuring station by the Nawarat Bridge stood at 3.85 meters as of 10am on Monday.

The Chiang Mai Irrigation Office expected the water level to further drop to 3.7 meters by 3pm and said that if there was no more rain upstream, the Ping River should soon return to its normal level. Continued …

Hotel occupancy rate in Chiang Mai down 30%

Hotels in Chiang Mai saw the average occupancy rate decline by 30% over a three-day period of severe floods covering Oct. 4-6, which heavily impacted 1,500-2,000 rooms in the province.

Headline inflation quickens in September

Thailand’s annual headline inflation quickened in September due mainly to higher prices of diesel and some vegetables, the Commerce Ministry said on Monday, and was still below the central bank’s target range of 1% to 3%.

The headline consumer price index (CPI) rose 0.61% in September from a year earlier, after August’s annual increase of 0.35%, and missed a forecast rise of 0.80% in a Reuters poll. Continued …

Thailand’s casino bill faces overhaul

The Fiscal Policy Office has completed public hearings on the entertainment complex bill and will submit its results to the Cabinet soon, a well-informed source said.

The source explained that the FPO has categorized the results of the hearing into 45 main points, which it will ask the Cabinet to consider and select for improving the draft. TAT seeks 10 million arrivals in final quarter

Dammed in the Mekong: Averting an Environmental Catastrophe

Environmental degradation caused by infrastructure development in the Mekong basin, especially large-scale hydropower and sand mining, threatens the region’s ecological balance and the livelihoods of 70 million people. Over the past 30 years, developers have largely ignored the natural ecosystems’ environmental and social value, while the emergence of new infrastructure and industries has deepened inequality within states.
