Foreigners and their overseas income: what next?

More than three months after “assessable” foreign income became taxable, many of Thailand’s expats are still swimming in a sea of uncertainty. Lots of advice online, but few definite answers. Senior officers from the Revenue (Department) have said little of late, although there has been a half-promise to the Swiss ambassador in a televised interview to print the tax identification forms in English as well as in Thai.

There is a view among some Thai lawyers that we must wait until July for clarification on nitty-gritty issues such as double taxation treaties and the tax status of pensions. By that time, some expats will have passed 180 days of minimum residence necessary for tax liability in this category. Continued …

Heat wave Alert: Thailand Expects 43C Weather and Severe Summer Storms

PEA advises on cost-effective air conditioners amid Thai heat

The Provincial Electricity Authority (PEA) of Thailand is offering advice on how to use air conditioning systems effectively without racking up extensive electricity costs in the ongoing heat.

The PEA advises selecting an air conditioner with the suitable British thermal units (BTU) depending on the room size. With 9,000 to 21,000 BTU, air conditioning units are ideal for small or medium spaces like apartments. In contrast, air conditioners with 21,000 to 30,000 BTU work best for larger rooms like living rooms and 30,000 to 36,000 BTU units are needed for bigger areas such as home offices, restaurants or cafes. Baht falls even further, loses 8.8% of its value in 2024

Despite a return of a current account surplus and the prospect of a better economy in 2024, the baht on Wednesday again broke theBt37 barrier point against the dollar. Today it was ฿37.15. It came after the Bank of Thailand intervened to temporarily keep from breaching it.

The baht has been falling since the beginning of 2024. The reasons, of course, are complex, but essentially there is a lack of confidence, at this time, in the kingdom’s economic planning. Investor capital is moving out. With its aging population, jaded industrial base and a decades-long failure to address serious structural problems, the current government insists it can spend its way out of the problem. Central bank calls for review of digital wallet scheme

The Bank of Thailand (BoT) has suggested that the government restrict the digital wallet cash benefit scheme to around 15 million financially vulnerable individuals, instead of the planned 50 million in its proposal. According to the BoT, this modification in the plan, costing 150 billion baht, can be effective immediately.

Yet, the government has dismissed the bank’s proposal, stating there are no new elements in the recommendations. The BoT identifies low-income earners and state welfare card holders as the “fragile” category. Continued …

Japanese account for more than half of total foreign investments in Q1

Thailand received nearly 36 billion baht in investments from foreigners during the first quarter of the year, the Department of Business Development said.

Japanese investors topped the list, accounting for 19.006 billion of the 35.902 billion baht invested by foreigners, or more than half, Oramon Sapthaweetham, director-general of the department, said. A total of 178 foreign nationals had been permitted to invest in businesses during January-March under the Foreign Business Act BE 2542 (1999). The investments generated employment for 849 Thai nationals, Oramon added. Continued …

Home building market set to grow despite challenges

Thailand’s home building market is showing signs of growth this year, even though rising costs, a labor shortage, and buyer sentiment remain major challenges, Worawut Kanchanakul, president of the Home Builders Assn., said on Tuesday. His confidence stems from the government’s approval on April 9 of new measures aimed at boosting the country’s real-estate sector.

The measures include lowering property registration and transfer fees, extending a reduction in mortgage fees to properties valued up to 7 million baht, providing tax breaks for individuals who build their own homes, and raising the value threshold of properties developed by companies eligible for the Board of Investment’s tax incentive from 1 million baht to 1.5 million baht. Car production down 23.1% y/y in March

Car production in Thailand dropped 23.08% in March from a year earlier to 138,331 units, the Federation of Thai Industries said today.

The figure compared with February’s 19.28% year-on-year drop. In the January-March period, car production fell 18.45% from a year earlier to 414,123 units, the FTI said. Continued …

Agencies join forces to digitize government

The Thai Chamber of Commerce is working with the Office of the Public Sector Development Commission (OPDC) and the Business Development Department to link corporate information electronically, facilitating paperless procedures and generating cost savings for residents and entrepreneurs of up to 7 billion baht per year.

Digital wallet scheme approved in principle by Cabinet

A Cabinet meeting on Tuesday approved in principle the government’s proposed digital wallet scheme to stimulate the economy, Prime Minister and Finance Minister Srettha Thavisin announced in a press event after the meeting ended. #digitalwallet

Sudawan Wangsupakitkosol, minister of tourism and sports, reported that the Economics Tourism and Sports Division has summarized the latest information on Thai and foreign tourists during the Songkran Festival 2024, from April 1-21.

Hua Hin braces for sweltering week, temperatures to 40°C expected

Residents of Hua Hin are facing a week of extreme heat, with temperatures forecast to reach up to 40°C until Friday, and slightly cooler at 39°C over the weekend, according to the Meteorological Department.

The 1,170-kilometer bridge was launched on April 8, 1994, completed ahead of schedule at a cost of $A42 million (750 million baht, at the then exchange rates), including cost of construction, feasible studies, design and fabrication. Thai baht expected to weaken against US dollar

The Thai baht is expected to weaken to an estimated 37.20 baht against the U.S. dollar later this week, due to the continued Middle East tensions, says Kasikorn Research Center (K-Research). The economic indicators from the U.S., due for release this week, are also predicted to bolster the dollar’s strength.

Monday morning trading saw the Thai currency quoted at 36.97 baht to the greenback, the lowest in half a year. This was followed by a minor rally to 36.94-96 baht, in comparison to Friday’s close of 36.86 baht. Heatstroke warning as mercury rises beyond 50ᵒC in many parts of Thailand

The Thai Meteorological Department (TMD) has warned people to beware of heatstroke, as the mercury is expected to rise beyond 50 degrees Celsius in many parts of the country.

TMD said Chonburi would be the hottest city in the east of Thailand on Sunday, with the temperature hitting 53ᵒC. In Bangkok, the hottest district would be Bang Na, which will hit 52.7ᵒC.

The hottest city in the Northeast is Kosum Phisai district in Maha Sarakham with 46ᵒC, while Phuket in the South hit 51.1ᵒC. – The Nation

Thais warned of heavy rain, strong wind and hail

Thailand’s Meteorological Department has forecast a 24-hour weather outlook, with the northern region experiencing summer storms characterized by thunderstorms, strong winds, and isolated hail. Some areas may also experience lightning.

Residents in these regions are advised to exercise caution during summer storms, avoiding open spaces, large trees, weak structures, and billboards. It is also recommended to avoid wearing metallic items and using mobile phones during thunderstorms. Farmers should prepare to protect their agricultural produce and livestock from potential damage. Thai police are to seek warrants for the arrests of one or two additional suspects, thought to have assisted serial murder suspect Sararat Rangsiwuthaporn, who is believed to be responsible for the deaths of at least 15 people, allegedly by cyanide poisoning.

Exports should show positive growth in the second quarter of this year despite global headwinds, while domestic consumption is expected to increase as consumer spending rises, Finance Minister Arkhom Termpittayapaisith said on Wednesday.

Thai exports have been sluggish since the fourth quarter of 2021, and have declined for six consecutive months, according to data released by the Commerce Ministry yesterday. Weak global demand and delays in orders for electronic devices and electrical appliances – two major Thai exports – have contributed to the export decline. Government revenue collection in the first six months of fiscal 2023 (October to March) surpassed the target by 8.9%, the Finance Ministry’s Fiscal Policy Office (FPO) said on Thursday.

The total number of electric vehicles (EVs) registered in Thailand surged to 61,594 in March, driven by subsidies and incentives, government spokesperson Anucha Burapachaisri said on Thursday.

Few expats will escape the new Thai tourism tax

The latest notice from the Thai tourism ministry lists the exceptions to the rule that all foreigners must pay on arrival 300 baht at airports and 150 baht by land or sea. The fortunate ones are diplomats, infants under 2 years, those with work permits, single day and transit passengers, and that famous expression: foreign residents in Thailand.

The latter phrase is optimistically being interpreted by some expats to include themselves, as they see themselves as “residents” by virtue of their annual, renewable extensions of stay based on retirement or marriage or because they are learning Thai. But the contextual meaning of “resident” here is “permanent resident”, or that category of foreigner who holds a red police residency book and has no visa expiry date in his or her passport. Q1 Foreign Investment Soars by 25%, $960 Million, Japan Top

Thosapone Dansuputra, director-general of the Business Development Department, in his capacity as the secretary of the Board of Investment of Foreign Business, revealed that in the first quarter of 2023 (January – March), a total of 174 foreign businesses were granted permission to invest in Thailand under the Foreign Business Act of 1999, with a total investment value of 33 billion baht (960 U.S. dollars).

Out of these, 56 businesses obtained investment licenses and 118 received a certificate of permission to operate their business. These businesses also created job opportunities for 1,932 Thai people. Continued …

How Thailand Minister Pushed Through Asia’s First Cannabis Legalization

Until last summer, Thailand had some of the world’s harshest drug laws, with possession of cannabis then punishable by up to 15 years in prison. But on June 9, marijuana was decriminalized and a resurgent cannabis culture has seen dispensaries popping up across the Southeast Asian nation of 70 million.

The move was the brainchild of Anutin Charnvirakul, Thailand’s deputy prime minister and Health minister, whose Bhumjaithai Party is today the junior partner in a military-backed ruling coalition. Anutin’s pitch was that legalizing cannabis could reduce prison overcrowding — more than 80% of inmates in Thai prisons were incarcerated on drug-related charges — while spurring a hemp industry to alleviate rural poverty. Boat crews and foreign tourists tried to push the boat off the bank for half an hour but failed. National Park staffers finally pushed the boat from the sandbank. Hua Hin now has twice-daily bus service to Pattaya, leaving Hua Hin at 9am and 3pm, and departing from Pattaya at 8am and 4pm. Tickets are 473 THB.

Tickets can be bought in person at the Hua Hin bus station or online. Buses depart from the Hua Hin bus station and in front of Government Savings Bank, Cha Am.. Tickets

Bangkok hottest in Thailand on Thursday as temperature soars past 50C

Bangkok will be the hottest area of the country on Thursday, with a heat index of 50.2 degrees Centigrade (122F), according to the Thai Meteorological Department.

The capital’s southeastern Bang Na district topped the forecasted five hottest places in the country as hot season gripped Thailand. Second-hottest was Chonburi’s Laem Chabang at 49.4C, followed by Phuket (47.9C), Si Sa Ket (41.5C) and Phetchabun (40.6C). Continued …

Be Well Clinic to move

The management team at Hua’s Be Well Medical Center has announced big changes for their Black Mountain satellite clinic, with a move to purpose-built premises at a location on the main road, close to the water park near the Black Mountain Golf Course entrance road.

Operations at the current location, established in November 2021, will cease from today. The new premises are expected to be open in the first quarter of 2024 as part of a larger healthcare and restaurant project. Continued …

A Public Dispute Resolution Center at Hua Hin police station will be responsible for mediating disputes that are classified as “petty offenses.”

These include verbal disputes, minor physical assaults, and other non-criminal issues that do not require legal intervention.

Police arrested six suspects and seized three pickup trucks as they were trying to trap macaque monkeys at a temple in Phetchaburi province yesterday.

The tourist town of Pai in Mae Hong Son province is choking with PM2.5 ultra-fine dust at a hazardous 398 micrograms per cubic meter (µg/m3) of air on Thursday morning following weeks of forest fires and burning of farmland, the authorities said.

I found the workshop down a narrow soi in Bangkok’s old town. Several large sacks of plastic bottle caps, carefully sorted by color, sat by the entrance. Machines filled the rest of the shed.

Small and hand-operated, the machinery was there to be fed. I pressed a green button, and hungry teeth rotated rapidly at the bottom of a clear container, rattling like an aggressive kitchen blender.

I scooped handfuls of orange and red caps into the shredder. Once inside, they danced about like popcorn, becoming ever smaller as the teeth chomped them into tiny, thin flakes. Rain of fire at Buddhist temple in Nan

Water flowed and sparks flew as Nan locals performed their traditional Ched Peng ceremony at Wat Tha Lo in Phu Phiang district on Wednesday. Residents flocked to the temple to pour water on its Phra That Tha Lo stupa and offer alms to monks. As night fell, Bok Fai Dok rockets and Fai Phaniang fireworks bathed the sky and the temple beneath in fiery colors.
