Bangkok to Ban Trucks in ‘Low Emission’ Zones Amid Pollution Rise

In response to heightened air pollution, Bangkok is set to implement a new ban on trucks entering designated “low emission” zones. This move, introduced by the Bangkok Metropolitan Administration (BMA), targets the looming threat of PM2.5 pollution during the cool season, spanning from November to March.

Bangkok Gov. Chadchart Sittipunt announced that the zones would be declared in districts like Dusit, Phaya Thai, and Phra Nakhon when PM2.5 levels reach the red level (90µg/m3) for two consecutive days. DSI maintains iCon Group’s business is a pyramid scheme

The screening committee of the Department of Special Investigation (DSI) has classified iCon Group’s business model as a pyramid scheme, in breach of the Emergency Decree on Borrowing.

Citizenships for 483,000 migrant workers and ethnic children born in Thailand

The Thai cabinet has decided to grant Thai citizenship to about 483,000 migrants who have been living in Thailand since 1984 and children born in Thailand to parents in ethnic minority groups.

Spokesman for the prime minister’s office, Jirayu Huangsap, said that since these documented migrant workers have been working in Thailand for a long time, the cabinet feels that it is appropriate to grant them Thai citizenship, so they can travel freely and still beneficially contribute to the development of the Thai economy. Bangkok Bank official sees positive signs for Thai economy

Kobsak Pootrakool, executive vice president, company secretary, and executive director at Bangkok Bank Pcl. (BBL), has commented on Thailand’s economic outlook, noting that it is showing positive signs.

With planning well underway for the 2025 edition of Japan Expo Thailand, every effort is being made to offer more opportunities for cultural exchanges and business collaboration, event organizer G-Yu Creative said on Tuesday. The company’s CEO and founder Yupharet Eakturapakal said the event has received a good response from Thai and Japanese people, as well as foreign visitors, over the past decade.

Starbucks Thailand is planning to open 30 stores a year, even as competition in the country’s coffee market intensifies. Nednapa Srisamai, managing director of Starbucks Thailand, said the company believes the country’s coffee market is still growing, with competition intensifying as new players are constantly getting on the bandwagon.

Phuket Tourism Forecast to Surpass Pre-Pandemic Revenue in 2024

Tourism in Phuket is on track to surpass revenue levels seen in 2019, with visitor numbers almost reaching pre-pandemic levels, according to the Phuket Tourist Assn. Thanet Tantipiriyakit, the association’s president, announced that Phuket has shifted toward attracting quality tourists. Despite a slight dip in visitors, total tourist spending has increased compared to 2019.

Data from the Department of Tourism indicates that Phuket’s tourism generated 246 billion baht in the first half of the year. With anticipated monthly spending of 50 billion baht during November and December, the year’s revenue could hit the 500 billion baht target. Continued …

Tourists’ Visa card spending surges 90%

Inbound tourists’ spending on Visa credit cards this year is expected to be 90% higher than the 2019 level, a higher rate than that of Thai travelers overseas, who were hampered by a sluggish economy.

Punnamas Vichitkulwongsa, country manager for Visa Thailand, said Thailand remains a preferred tourism destination among foreigners. The inbound market has grown significantly this year, given the 90% uptick in total Visa spending compared with 2019. Continued …

ASEAN trio agree on clean air initiative

PM2.5 pollution expected to rise in and around Bangkok this week

People living in Bangkok and its surrounding areas are being advised by the Pollution Control Department to get ready for the first wave of PM2.5 (particles that are 2.5 microns or less in diameter) in the air from Thursday until Sunday, due to the arrival of a moderate cold front from China and poor air circulation.

Sakda Tridech, chief of the Air Quality and Noise Management Division, said that northern Thailand will experience less rainfall from today, as a cold front from China is forecast to expand and cover the north and northeast of Thailand. Continued …

According to police reports submitted to the Senate committee on public participation, human rights, and consumer protection, all 14 defendants and suspects involved in the two Tak Bai massacre cases have left Thailand. The committee, chaired by Sen. Angkhana Neelapaijit, a prominent human rights defender, received the update as both cases near their expiration on Friday.

Among the high-profile figures is Gen. Pisarn Wattanawongkiri, former Fourth Army Region commander and a former party-list MP of the ruling party, who is believed to have fled to Tokyo. Almost 7,000 fraud complaints filed against The iCon Group

Almost 7,000 fraud complaints have been laid against The iCon Group, with total reported losses exceeding 2 billion baht.

Between Oct. 10 and 21, a total of 6,979 people filed charges with the Central Investigation Bureau’s (CIB) complaints center and at police stations across the country, national police chief Kitrat Phanphet said on Tuesday. Complainants reported total damages of 2,046 million baht. Continued …

Thailand is moving swiftly to draft amendments aimed at closing loopholes in various laws to better combat pyramid-like schemes, announced Deputy Finance Minister Julapun Amornvivat yesterday. The initiative comes in response to the extensive damage caused by The iCon Group’s direct sales scandal.

Prime Minister Paetongtarn Shinawatra tasked multiple agencies, including the Justice Ministry and Finance Ministry, with reviewing and addressing these legal gaps. Grave Robbers Steal 12 Skulls from Cemetery in Chonburi

In a shocking incident, 12 skulls were stolen from a cemetery in Chonburi, where bodies of the unclaimed dead had been buried. The grisly discovery was made yesterday when rescue workers from Sawanghet Thung Hiang reported the theft to the Phanat Nikhom Police Station.

Koh Samui Villas Encounter Demolition Delay as Legal Dispute Unfolds

In a standoff on Koh Samui yesterday, local authorities’ attempts to enforce demolition of 11 unauthorized luxury villas hit a legal roadblock. The villas, part of the Ariya Residence project, are situated in Moo 3, Maret, and have been under scrutiny due to violations of the Building Control Act of 2522 (1979).

Leading the operation, Koh Samui Mayor Ramnet Jaikang and legal officer Pallop Meepian, accompanied by police and environmental officials, sought to implement a demolition order issued in 2019. PM confirms Lisa of Blackpink Countdown participation

Bangkok motorists may face congestion fee

The Transport Ministry will spend six months to a year studying the feasibility of imposing a congestion fee on motorists using busy roads in Bangkok, said Minister Suriya Jungrungreangkit.

Expats’ demand for luxury condos jumps 8%

Foreigners snapped up 33% of the luxury condominium units sold by CBRE Thailand in the first half of 2024, increasing from 25% recorded during the same period of the previous year, the property agent/real estate consultant said on Monday.

Heavy rain in Hua Hin and Cha Am are anticipated to impact tourism during the upcoming three-day holiday, potentially worsening domestic visitor numbers. The Tourism Authority of Thailand (TAT) identified natural disasters as a critical factor to monitor during the high season.

Earlier this week, continuous rainfall led to flooding in Cha Am, Hua Hin, and parts of Phetkasem Highway, with water levels measuring between 20 and 40 centimeters. Udom Srimahachota, Thai Hotels Assn. Vice president, noted that tourists faced an additional two-hour travel time to reach their destinations in these areas. Consumer confidence index plunges to lowest in 14 months

The rising cost of living and the severe flooding in several areas of Thailand are among the reasons the consumer confidence index has once again dropped, the University of the Thai Chamber of Commerce (UTCC) said on Thursday.

World Bank lowers Thailand’s GDP growth forecast from 2.8% to 2.4%

The World Bank has reduced Thailand’s GDP growth forecast for 2024 to 2.4%, while projecting that the Chinese economy will decline from 4.8% this year to 4.3% in 2025, owing to a weak property market and low consumer and investor confidence.

State revenue collection on course to hit target

The Finance Ministry is confident that revenue collection for fiscal 2024, which ended on Sept. 30, met its target as collections gradually improved, bolstered by higher contributions than expected from the Revenue Department and state-owned enterprises.

Pornchai Thiraveja, director-general of the Fiscal Policy Office, said the latest report on net revenue collection from the Finance Ministry indicates for the first 11 months of fiscal 2024 (October 2023 to August 2024), the government collected net revenue (after tax refunds) of 2.452 trillion baht, which is 17.4 billion baht or 0.7% less than the target. Approvals granted to 11 out of 14 proposals for industrial estates

Some 14 industrial estates have requested approval for setting up new estates or expanding current ones this year, expecting to support factory investment of 480 billion baht, the Industrial Estate Authority of Thailand (IEAT) said.

Train derails between Nong Sala and Cha Am

A special express diesel train, designated as Train 43 (Bangkok Apivatan–Surat Thani), encountered an incident this morning while traveling between the Nong Sala and Cha Am stations. The train was reported to have derailed due to a failure in the left third axle.

The derailment occurred at approximately 10:05 a.m. at signal point STHL 178/1-2, shortly after the train passed through Nong Sala at 10:04 a.m. The train was comprised of three carriages and, fortunately, no injuries were reported among passengers or crew members. Authorities have indicated that further updates will be forthcoming, and train services to Hua Hin are temporarily halted as a precautionary measure. – huahin.locality.guide

Grief and anger as Thai town holds mass cremation for 23 school bus fire victims

Mourners wept and monks prayed at a cremation ceremony Tuesday in a small town in central Thailand for 23 young students and teachers who died in last week’s bus fire on a school field trip.

New law lets buyers check before paying

A new law allowing customers to open packages of products they ordered online before paying for them has taken effect, according to the Royal Thai Police (RTP).

Flooding in 19 provinces

Flooding persists in 19 provinces in the north, the northeast, central plains and the south, affecting more than 66,000 households.

The Department of Disaster Prevention and Mitigation on Tuesday reported there were still floods in Chiang Rai, Chiang Mai, Lamphun, Lampang, Tak, Phitsanulok, Nakhon Sawan and Sukhothai in the north; Udon Thani, Kalasin, Chaiyaphum, Maha Sarakham and Ubon Ratchathani provinces in the northeast; Sing Buri, Suphan Buri, Ang Thong, Ayutthaya and Nakhon Pathom in the central plains; and Songkhla in the south. Thailand hikes flood compensation to 9,000 baht per family

The Cabinet approved the Interior Ministry’s proposal to increase the flood compensation per family to 9,000 baht from the initial criteria, Interior Ministry spokesman Traisuree Taisaranakul said on Tuesday.

Initially, the plan was to base the compensation on the days the houses were flooded. For instance, families were to be paid 5,000, 7,000 or 9,000 baht if their homes were flooded for less than 30 days, between 31-60 days and more than 60 days, respectively. Govt offers Bt10,000 to all flood-affected households

The government will distribute 10,000 baht to households affected by flooding nationwide to help cover cleanup expenses.

Interior Minister Anutin Charnvirakul said that the Comptroller General’s Department had approved a budget allocation request from the Department of Disaster Prevention and Mitigation (DDPM). The Transport Ministry has unveiled the schedule of tourism trains from October to February, aiming to boost domestic tourism and generate income for local communities.

Three types of train will embark on sight-seeing routes over the next five months, said Minister Suriya Jungrungreangkit on Monday. These are the Royal Blossom, Kiha 183, and Second World War-era steam locomotives. Toxic smog returns to Greater Bangkok

Several areas in Bangkok and nearby provinces were blanketed with hazardous levels of smog on Tuesday, the pollution trapped in stagnant air.

Rotary Club 14th Amateur Charity Golf Nov 29

The Rotary Club of Royal Hua Hin will hold its 14th Amateur Charity Golf Classic Friday, Nov. 29 at the Pineapple Valley Golf Club – formerly known as Banyan Golf Club.

The Rotary Club of Royal Hua Hin has been helping local and regional causes since the club was founded in 2010 and has raised millions of Thai baht to improve the quality of life for underprivileged communities in Thailand, as well as education projects in other developing countries.

The group’s flagship project is the Children’s Water Safety & Drowning Prevention program that has been running for the last three years, and has taught over 600 children from 10 schools in Hua Hin not only to swim, but also to recognize the dangers of water and how to rescue others who may need life-saving assistance. Another key project was the purchase of a much-needed ambulance for Hua Hin Hospital costing 2.5 million Thai baht.

As flood water steadily recedes in Chiang Rai province and flights by some airlines at the Mae Fah Luang airport have resumed, people living along the Mekong River in Loei, Nong Khai and Bueng Kan provinces were bracing for the river to overflow.

In a tragic incident yesteday, a 71-year-old man lost his life after a sudden encounter with a wild elephant while riding his motorcycle in Kanchanaburi. The incident occurred on Highway 3199, in the Sri Sawat District.

Phaitoon Intraboot, head of the Salak Phra Wildlife Sanctuary, reported that the incident took place in the early morning. The Digital Government Development Agency (DGA) has called off its plan to develop a payment platform for the “digital wallet” scheme, after no one expressed interested in bidding bid for the project.

There was previous a report that three companies were interested, but none of them entered the bidding, prompting the DGA’s cancellation of the plan. The China-U.S. trade war will create more opportunities for Thailand, Commerce Minister Pichai Naripthaphan said on Friday. Mae Sai district’s most famous cave, Tham Luang-Khun Nam Nang Non, is currently facing its worst flooding in 13 years, after the mountain range was lashed by torrential rain, measured at 263mm yesterday alone.

British cave explorer Vernon Unsworth, who has been living in Mae Sai district with his Thai wife for more than a decade, inspected the cave and said that the water rushing out of the cave’s entrance is stronger than a waterfall, indicating that all the chambers in the cave are now flooded. Manpower, equipment and relief supplies from various sources have been arriving in Chiang Rai province to help flood victims, many of whom remain stranded in their homes by the worst flooding for three decades.

Runoff water from a mountain range in Myanmar’ Shan state and from watershed areas is yet to reach the Sai and Ruak rivers. Thailand is seeing increasing cases of diseases caused by flooding, the Department of Disease Control (DDC) said on Wednesday, urging the public to avoid wading through floodwater and mud.

Expat News: If only it were that simple. First, most of the air pollution is caused by agricultural burning, not garbage burning. Second, much of the air pollution from burning is coming from neighboring countries and most is from agriculture. Third, unless somehow Thai farmers are provided with modern farming equipment, which they cannot afford and which will cause the price of their products to escalate, they will continue to do what they have done for centuries.

Baht volatility against the dollar exceeds regional peers

The baht has been exhibiting a greater degree of volatility against the U.S. dollar than its regional peers, mainly due to market expectations of a U.S. policy rate cut and Thailand’s gold imports. Year-to-date, the baht’s rate of volatility stands at 7.3%, slightly below the Korean won at 7.4%.

The combined gross merchandise value (GMV) of Thailand’s online food delivery and ride-hailing services in the first half of 2024 reached US$5 billion, according to India-based Redseer Strategy Consultants.

The Energy Ministry is drafting a new Energy Act that will put an end to basing domestic energy prices on global prices and allow any adjustments to oil prices just once a month.

New expat tax regime may link visas and tax returns

The Revenue Department is preparing draft legislation to further its global tax initiative, including plans to tax all foreign residents on their worldwide income, irrespective of whether the money is remitted to Thailand. However, for most expats and those considering Thailand as a place to live, the discussion is only just beginning.

In the meantime, the key consideration is that for those who stay over 180 days in Thailand this year, a tax return is due by March 31, 2025. Certainly, at the very least, foreigners should have obtained and studied their country’s tax treaty with Thailand. Afterward, how the Revenue Department moves to impose its new powers remains to be seen. For instance, it may choose to link tax reporting with the issuance of long-term visas very shortly. Why is Thai healthcare so good?

Thai healthcare is among the most effective in the world. The average Thai can expect to live to 80, much longer than their regional counterpart (the Southeast Asian figure is 73) and even slightly longer than the average American and European (each roughly 79), according to the latest data from the United Nations.

Last year, a whopping 99.5% of the population of 72million was covered by health insurance. Remarkably, Thailand has achieved this as a developing country: its income per person was roughly $7,000 in 2023, more than 11 times smaller than America’s. Low measles vaccination in 3 southern border provinces causes 5 deaths

The Disease Control Department plans to rush measle vaccines to young school kids in the three southern border provinces after the disease outbreak killed five people there last month, the department chief said.

Director-general Thongchai Kiratihattayakorn said on Saturday that measles and German measles were communicable diseases of concern in Yala, Pattani and Narathiwat provinces because of the low vaccination rate in the Muslim-dominated southern border provinces. Continued …

Fisherman survives four days at sea off Satun

A fisherman miraculously survived after floating in the sea off Satun in southern Thailand for four days. Despite exhausting his strength, he managed to stay alive by drinking from a floating bottle of sugarcane juice. His ordeal concluded when waves carried him to Bulon Mai Phai Island.

Gold price falls as baht strengthens

The domestic gold price has dipped by 2,000 baht per baht weight in just over a month, as the Thai currency appreciated by more than 7% during the period, with the Gold Traders Assn. (GTA) noting prices may continue to decline if the value of the baht appreciates.

Hotel Prices Rise as Phuket Sees 42% Increase in Foreign Tourists H1 2024

Carlos Martinez, director of research and advisory at Knight Frank Chartered (Thailand) Co., a Thai real estate advisory firm, commented on the overall tourism industry in Phuket for the first half of 2024, stating that the industry has recovered strongly with a total of 4.3 million tourists, which is only 7% below pre-COVID-19 levels.

Which EV markets and models have performed strongest so far in 2024?

In terms of new electric vehicle (EV) volumes, no market was able to pull ahead of China. In the first six months of 2024, the country recorded nearly 4.3 million plug-in deliveries. This meant that battery-electric vehicles (BEVs) and plug-in hybrids (PHEVs) made up 43% of the market. BEVs alone made up 25% of sales in this period.

Soi 80 shooter’s name finally revealed, out on bond

Five senior police officers in Hua Hin have been transferred following a shooting incident at an unlicensed nightclub. The incident resulted in the death of a soldier and injuries to three others.

The shooting occurred in the early hours of Aug. 18 at the Tiny Bar on Soi 80, a popular nightlife area just 500 meters from the local police station. The victim, Rojchanaphon Rojchanapanich, an intelligence officer with the Infantry Regiment Center in Pran Buri district, was shot dead by 34-year-old Jakkrit Worakul, who was an adviser to the Hua Hin police until his recent removal following charges. Typhoon Yagi to hit most of Thailand with heavy rain

The Office of National Water Resources (ONWR) issued a warning on Thursday, saying Typhoon Yagi will bring heavy rain to the north, northeast, east and south (Andaman coast) of Thailand this week. Surasee Kittimonthon, the ONWR secretary-general, said the typhoon is forecast to pass through Hainan in China and make landfall over upper Vietnam on Friday and Saturday.

Increased rainfall is expected to hit Thailand over the next seven days. Heavy flooding can be expected in flood-prone areas in the north, as well as Trat in the southeast and Chanthaburi in the east, he added. Continued …

Thailand’s Driver’s Licenses Now Show Organ Donor Status

Driver’s licenses in Thailand will now clearly display whether the holder is an organ donor, the Department of Land Transport (DLT) has announced. Effective from Aug. 7, the updated design aims to raise awareness and streamline the identification of organ donors.

The new license design features a more prominent Red Cross emblem with the words “organ donor” visibly placed at the top right, provided the holder is a registered donor. This marks a substantial change from the previous version, and only included a smaller emblem without any descriptive text. Continued …

Public health minister rejects 30-baht scheme co-payment review

Public Health Minister Somsak Thepsutin dismissed a proposal from health experts to revisit the co-payment system of the universal healthcare policy, known as the 30-baht gold card scheme. Somsak stated emphatically that he had no intention of reopening discussions about the co-payment plan.

House approves Bt3.75-trillion budget

The House of Representatives has passed a 3.75-trillion-baht budget for the fiscal year starting October, which will allow newly appointed Prime Minister Paetongtarn Shinawatra to lift state spending to accelerate a nascent economic recovery.

The budget bill, which proposes a 4.2% increase in government spending from the revised outlay for current fiscal year, was backed by 309 lawmakers in its third and final reading in the 500-member House of Representatives late Thursday. Prime Minister Paetongtarn Shinawatra says her first policy statement next week will echo that of her predecessor Srettha Thavisin, except for some details of the digital wallet handout program.

At least 23 provinces want minimum wages unchanged

Wage committees in at least 23 provinces have proposed to keep the minimum wages in their areas unchanged at 330-345 baht per day after months of consideration, a news source said Thursday.

These provinces include Nong Bua Lamphu, Udon Thani, Chaiyaphum, Buri Ram, Nong Khai, Kalasin, Mukdahan, Roi Et and Ubon Ratchathani, said the source. Other provinces, meanwhile, have proposed a hike in minimum wages from 2-42 baht, mostly starting from Jan. 1, 2025, the source added. Continued …

Government ‘committed’ to Bt400 minimum wage

The labor policy of the Pheu Thai-led government, particularly the plan to raise the daily minimum wage to 400 baht nationwide, remains unchanged, according to caretaker Labor Minister Phiphat Ratchakitprakarn.

Cross-border trade shows strong expansion in July, boosting Thai exports

Thailand’s border and cross-border trade continued its upward trajectory in July, being valued at 158.1 billion baht, according to the Department of Foreign Trade, Commerce Ministry on Thursday.

This represents a significant increase of 21.7% year on year, marking the fourth consecutive month of growth. Exports accounted for 87.1 billion baht, reflecting a rise of 15.5%, while imports totaled 71.0 billion baht, resulting in a trade surplus of 16.1 billion baht. Continued …

Foreign e-commerce operators will be required to set up registered offices in Thailand under the digital platform service law, according to the Electronic Transactions Development Agency (ETDA).

Ministry to propose nine train projects

Nine railway projects, including the 357-kilometer second phase of the Thai-Chinese high-speed train system, will be proposed for cabinet approval next month, according to Deputy Transport Minister Surapong Piyachote.

All nine projects need a total of 661 billion baht in investments, he said. Of the nine, six cover double-track rail routes that require 298 billion baht, he added. The six are the 285km Paknam Pho-Den Chai route, the 168km Chumphon-Surat Thani route, the 189km Surat Thani-Hat Yai route, the 308km Thanon Chira Juction-Ubon Ratchathani route, the 45km Hat Yai Junction-Padang Besar route and the 189km Denchai-Chiang Mai route. New travel rules: Thailand’s ETA to shake up visa-free visitors

Thailand is tightening its borders with a new Electronic Travel Authorisation (ETA) system, set to launch between December this year and June 2025. This system will be mandatory for all visa-exempt foreigners entering the country by air, land, or sea.

Hotels urged to refrain from slashing rates

Hotels in leisure destinations such as Phuket, Krabi and Pattaya should refrain from their usual practice of slashing room rates during the low season if the average occupancy hasn’t sharply dropped, says hospitality market analyst STR.
