Bangkok residents warned of escalating air pollution, urged to work remotely

The Pollution Control Department (PCD) warned residents of Bangkok to prepare for an escalation in ultra-fine particle pollution in the air, which is anticipated to worsen by Wednesday. As a result of this alert, the PCD has implored individuals residing in the capital to opt for remote working until the situation improves.

The intensifying accumulation of PM2.5 pollutants, according to Preeyaporn Suwanakate, the PCD’s director-general, is a consequence of compromised air circulation in several areas across the city. This complication is largely attributed to the combination of low atmospheric pressure and fluctuating wind patterns in the region, leading to the buildup of pollutants. Continued …

The Evolving Landscape of Cannabis in Thailand

In June 2022, Thailand marked a significant shift in its drug policy by becoming the first country in Asia to fully decriminalize cannabis. This bold move stood in stark contrast to the stringent drug laws prevalent in neighboring countries like Singapore, where drug trafficking can result in the death penalty, and Hong Kong, where even non-psychoactive cannabidiol (CBD) is illegal.

Previously, in 2018, Thailand had already taken a progressive step by legalizing medical marijuana, but the 2022 decriminalization allowed for broader use of cannabis and hemp products, especially in treating illnesses. Continued …

Pot industry pushes back against draft law

The cannabis industry is pushing back at Pheu Thai’s efforts to again criminalize the drug for recreational purposes. This week, Minister of Public Health Dr. Cholnan Srikaew was forced to clarify that a hard line draft bill signed by him was not final. The minister said it was a draft position prepared by his industry for the prime minister’s office.

However, the final law to be presented to parliament would, first of all, be agreed by the cabinet. The bill, which is to be treated as financial legislation, therefore has become one of political importance. In view of the contrast between the policies of the Pheu Thai Party and its coalition partner, the Bhumjaithai Party, the issue has the potential to become as politically divisive as it is within society. China’s visa-free deals could trigger ASEAN trade, investment boost

Thai Tourism Agencies Get Huge Budget Boost

Led by a record 60% increase in the 2023/24 fiscal year budget of the Tourism Authority of Thailand (TAT), the Thai government is positioning the tourism industry as “the primary engine of economic growth” this year. However, those hopes are likely to be dashed in the event of a wider conflict in the Middle East.

A detailed analysis of the Thai budget bill, currently going through Parliament, shows that the budget allocation for the TAT is up from 3,258 million baht in fiscal year 2022/23 (beginning in October) to 5,201 million baht in fiscal year 2023/24, the largest percentage increase of any government agency. In the same period, the budget allocation for the Thai Convention and Exhibition Bureau (TCEB) is up from 637 million baht to 826 million baht and the Department of Tourism in the Ministry of Tourism and Sports up from 1,753 million baht to 1,896 million baht. For short hops, rail the way to go

With average global temperatures rising faster than experts had initially projected, flying is starting to look out of fashion, and not just among climate activists and environmentalists.

More travelers are realizing that while jets are without a doubt the fastest means of covering vast distances, their advantage over other means of transport significantly decreases as the trips get shorter. The question is whether the government – particularly the State Railway of Thailand (SRT) – adapts fast enough to cash in on the growing trend? Continued …

All About The UNESCO World Heritage Site Of Ayutthaya

Prachuap Khiri Khan’s recently appointed governor has died

Niti Vivatvanich, the recently appointed governor of Prachuap Khiri Khan, has passed away due to a sudden heart attack. Vivatvanich, who had assumed office less than a month ago, was 54 years old.

Will Srettha’s administration have the political will to stop smog problem?

Bangkok, a city famed for its cultural vibrancy and bustling street life, is now grappling with a persistent and dangerous environmental crisis: severe air pollution. At the heart of this crisis is the PM2.5 particulate matter, tiny particles that pose serious health risks due to their ability to penetrate deep into the lungs and bloodstream.

The smog in Bangkok, characterized by high levels of PM2.5, is a complex issue, with agricultural burning to support large-scale corporate agricultural operations being a significant contributing factor. With the new government under Prime Minister Srettha Thavisin in power, there’s a pressing question: Will this administration confront the corporations that are implicated in these unhealthy practices? Electric mass transit pledge to zap pollution in Chiang Mai

Prime Minister Srettha Thavisin pledged to foster the development of electric mass transit systems as a solution to the persistent air pollution issues plaguing the northern province. The Thai prime minister noted that the fine particulate matter smaller than 2.5 microns (PM2.5) levels had considerably decreased since his visit last year.

(Editor note: While Expat News is “all in” on electric vehicles – as long as the energy is supplied by renewable sources – the PM seems to be missing the boat on this decision. The main cause of the relentless smog is not fossil fuel-powered vehicles, it’s the burning of farm fields and waste. Is he, as the previous article suggests, avoiding the real problem because of corporate interests?)

The air quality has indeed improved since April of the previous year when the Geo-Informatics and Space Technology Development Agency (GISTDA) detected 302 hotspots, thereby escalating the situation to a critical level. The air pollution problem has adversely affected tourism in Chiang Mai, deterring both local and international tourists due to potential health risks. Continued …

Mixed reactions to Thailand’s proposed cannabis law from tourism industry

The recent draft law on cannabis and hemp, targeting to limit recreational use, is garnering mixed reactions from Thailand’s tourism industry. While it could potentially lead to the closure of several dispensaries, industry insiders feel it wouldn’t have a significant impact on the overall tourism landscape, as cannabis and hemp aren’t primary attractions for international visitors.

The bill, endorsed by Public Health Minister Cholnan Srikaew, aims to restrict the recreational consumption of cannabis and hemp, focusing primarily on medical use. The draft bill is awaiting Cabinet approval before being presented to the House of Representatives for review. Continued …

Thailand to boost tourism to drive economic growth

The Tourism Authority of Thailand (TAT) is on a mission to stimulate tourism, focusing on boosting revenue in 55 secondary provinces by 20%, aiming for a grand total of 91 million trips this year. This ambitious goal, however, falls short of the mark for key provinces.

For the first nine months of the previous year, the 55 secondary tourism provinces attracted 73 million trips out of a total of 185 million. These journeys raked in revenue of 169 billion baht, contributing to the projected domestic revenue for the full year, set at 900 billion baht. Continued …

3.2% GDP growth ‘pie in the sky’

This year must be my lucky year. One of the key points of this article is to underline the risk of financial crisis compared to 1997. But this time it would not come from bank failures, it would come from defaults on corporate bonds and commercial papers.

The reasons are the low cash position of corporates from many years of weak economic performance and, most importantly, today’s super-tight domestic liquidity to refinance matured bonds and papers. Continued …

Thailand’s escalating smog crisis: Choking smog in 55 provinces

People in 55 of the 77 provinces were breathing dirty air this morning, with red-coded pollution levels in 20 provinces, mainly in the Central Plains.

The Geo-Informatics and Space Technology Development Agency (GISTDA) reported at 9am that unsafe levels of particulate matter 2.5 micrometers and less in diameter (PM2.5) ranged from 38.7 to 113.6 micrograms per cubic meter of air over the previous 24 hours. The government-set safe threshold is 37.5µg/m³. Continued …

Bottled water contains more plastic particles than thought

A typical one-liter (33-ounce) bottle of water contains some 240,000 plastic fragments on average, according to a new study. Many of those fragments have historically gone undetected, the researchers determined, suggesting that health concerns linked to plastic pollution may be dramatically underestimated.

The peer-reviewed study, published Monday in the journal Proceedings of the National Academy of Sciences, is the first to evaluate bottled water for the presence of “nanoplastics” — plastic particles under 1 micrometer in length, or one-seventieth the width of a human hair. The findings show that bottled water could contain up to 100 times more plastic particles than previously estimated, as earlier studies only accounted for microplastics, or pieces between 1 and 5,000 micrometers. Thai Tourism Needs To Learn The Lessons Of History

The Thai tourism industry ended 2023 with 27.6 million visitors, just off the target of 30 million. It probably would have hit the target had it not been for incidents and events directly related to conflicts and violence, also known as “external shocks.”

In spite of irrefutable proof of the deep and lasting impact of these repeated external shocks, the industry has gone back to business as usual, with a false sense of complacency about the revival and its projected duration. Continued …

Thailand’s Famed Elephant Tourism Is Controversial — Here’s How to Pick an Ethical Sanctuary

In Thailand, it’s very easy to encounter an elephant. Some sites allow quiet observation, as you admire the massive animals from afar. Other tourist venues offer activities like feeding, riding, or bathing with elephants. Many places toss around the term “ethical” when describing the encounters, but they often are not the sanctuaries they promote.

(Editor note: Expat News visited the Elephant Nature Park outside of Chiang Mai, and we have to dispute one warning about not physically interacting with the elephants. Unlike some “sanctuaries”, where the elephants are basically penned in – or chained or caged, pachyderms at Elephant Nature Park mostly are allowed to roam free in the mountainous jungles of the park and visitors are allowed to mingle with them for bathing, feeding and walks. These are rescued elephants and their young, and as long as there is no riding of the elephants, we see no problem with this activity.)

“Visiting an animal sanctuary while traveling can be a great way to support local animal welfare and conservation efforts, but you need to do your homework because there are many bogus sanctuaries operating that can lure in well-meaning and unsuspecting tourists,” Wendy Higgins, director of international media for Humane Society International. Deciphering Foreign Property Ownership Laws in Prachuap Khiri Khan

Thailand’s property laws may seem like an intricate tapestry of codes and clauses, particularly for foreign nationals. It is imperative to understand that while foreigners are permitted to own structures, buildings, and houses outright, the same latitude is not extended to land ownership.

This crucial distinction serves as the foundation for comprehending the intricate legal framework surrounding property ownership in Thailand. Continued …

Summary of Thai visas available

The Thai government is committed to tourist expansion and more visa hurdles are likely to fall in the next few months. Already, only in Bangkok and potentially in Phuket, some visa extensions can be applied for online and there are likely to be more similar projects in provincial immigration.

The bothersome 90 days reporting and the notification of address after arrival in the country are likely to remain with us, partly as a consequence of visa retraction. Rumors in 2023 that all expats will soon be required to have their own medical insurance appear to have retreated. Fears that your immigration record will be dragged into the still-confusing Thai revenue taxation of foreign assessable income also appear false. Continued …

Buying wines in Thailand is going to get much cheaper, as the country is set to introduce a sweeping tax reform, including completely removing import tariffs in an effort to boost the country’s tourism.

The proponents of the project underscore its potential to revolutionize communication, stimulate the local economy, and create a plethora of job opportunities.

On the other hand, civic groups, coastal fishermen, and agricultural producers, including durian and oil palm growers, have expressed grave environmental concerns. Continued …

Marijuana industry faces disaster as Minister unveils law to outlaw recreational pot

The writing in a proposed new law is very clear about the future of recreational cannabis use in Thailand. Certainly, after Minister of Public Health Cholnan Srikaew on Sunday unveiled his new draft legislation, the future of marijuana or pot outlets that have become ubiquitous in Thailand, are now verily in doubt.

The law provides the mechanism to outlaw the sale of parts of the cannabis plant that have a THC (tetrahydrocannabinol) value in excess of 0.2%. Moreover, the legal provision even calls for review and research on the efficacy of the ongoing use of cannabis for medical purposes. Continued …

Can Thailand detonate the baby boom it needs as retirement time bomb looms?

New tax era in Thailand begins

Thailand is moving toward greater integration with the international tax framework to stamp out tax avoidance and evasion. Significantly, it comes with the Revenue Department reporting a surge in income in the first few months of the fiscal year, which will also see foreign residents more closely scrutinized for tax.

Thailand’s Revenue Department is to share tax information with 138 countries worldwide as part of the new OECD framework agreed in July 2023. At the same time, the Sept. 15 order, which altered the income tax status of all foreign residents after 35 years, is also now in effect. Continued …
