New expat tax regime may link visas and tax returns

The Revenue Department is preparing draft legislation to further its global tax initiative, including plans to tax all foreign residents on their worldwide income, irrespective of whether the money is remitted to Thailand. However, for most expats and those considering Thailand as a place to live, the discussion is only just beginning.

In the meantime, the key consideration is that for those who stay over 180 days in Thailand this year, a tax return is due by March 31, 2025. Certainly, at the very least, foreigners should have obtained and studied their country’s tax treaty with Thailand. Afterward, how the Revenue Department moves to impose its new powers remains to be seen. For instance, it may choose to link tax reporting with the issuance of long-term visas very shortly. Why is Thai healthcare so good?

Thai healthcare is among the most effective in the world. The average Thai can expect to live to 80, much longer than their regional counterpart (the Southeast Asian figure is 73) and even slightly longer than the average American and European (each roughly 79), according to the latest data from the United Nations.

Last year, a whopping 99.5% of the population of 72million was covered by health insurance. Remarkably, Thailand has achieved this as a developing country: its income per person was roughly $7,000 in 2023, more than 11 times smaller than America’s. Even in the middle of the pandemic in 2021, its public-health bill was 6% of GDP, compared with 17% in America and 11% in the European Union. Continued …

Low measles vaccination in 3 southern border provinces causes 5 deaths

The Disease Control Department plans to rush measle vaccines to young school kids in the three southern border provinces after the disease outbreak killed five people there last month, the department chief said.

Director-general Thongchai Kiratihattayakorn said on Saturday that measles and German measles were communicable diseases of concern in Yala, Pattani and Narathiwat provinces because of the low vaccination rate in the Muslim-dominated southern border provinces. Continued …

11 central Thai provinces face floods amid typhoon fallout

The Royal Irrigation Department (RID) warned 11 provinces in the central region about the increasing water discharge rate from the Chao Phraya Dam, a move that aims to mitigate the effects of super typhoon Yagi.

Det Lekwichai, RID acting director, said on Saturday the warning was issued for Bangkok, Uthai Thani, Chai Nat, Sing Buri, Ang Thong, Ayutthaya, Suphan Buri, Lop Buri, Pathum Thani, Nonthaburi and Samut Prakan. Continued …

Bangkok hospital director promises ‘gas chambers’ for defiant smokers

The director of Mongkutwattana Hospital in Bangkok has vowed to lock defiant smokers on his premises in “gas chambers” until they inhale 100% of their cigarette smoke.

Dr. Rienthong Nanna, the director of the private hospital in the capital’s Laksi district, wrote on his Facebook account on Sunday that he would use previously donated public telephone booths to discipline anyone who defies the smoking ban at his hospital. Continued …

Fisherman survives four days at sea off Satun

A fisherman miraculously survived after floating in the sea off Satun in southern Thailand for four days. Despite exhausting his strength, he managed to stay alive by drinking from a floating bottle of sugarcane juice. His ordeal concluded when waves carried him to Bulon Mai Phai Island.

The incident occurred approximately 10 nautical miles off the coast of Satun province. Despite the owner of the vessel alerting various search and rescue units, Suntorn remained missing until Thursday, Sept. 5. Continued …

400-baht daily wage plan set to go ahead

Labor Minister Phiphat Ratchakitprakarn insists on increasing the daily wage to 400 baht nationwide on Oct. 1 despite concerns that the rise will harm businesses.

Phiphat on Sunday said that following discussions with business operators and a study by a subcommittee set up by the Ministry of Labor, the ministry confirmed that a nationwide minimum wage increase to 400 baht will take effect on Oct. 1 as planned. Continued … 

Gold price falls as baht strengthens

The domestic gold price has dipped by 2,000 baht per baht weight in just over a month, as the Thai currency appreciated by more than 7% during the period, with the Gold Traders Assn. (GTA) noting prices may continue to decline if the value of the baht appreciates.

GTA President Jitti Tangsithpakdi said domestic prices have moved in the opposite direction of the global price for the precious metal, which is currently trading around US$2,520 per ounce. Continued …

Revenue Department to push for global minimum tax

The Revenue Department aims to propose a draft act on additional tax to the Cabinet soon, which will cover global minimum tax (GMT) on multinational companies.

Department Director-general Kulaya Tantitemit said this aims to comply with the Organization for Economic Co-operation and Development’s agreement stipulating that large multinational companies should pay income tax of at least 15%. Continued …

Hat Yai has declared it wants to be a medical and wellness hub in the southern region. Sitthisak Tonmongkol, secretary-general of Hat Yai Economic Forum (HEF), said several development projects will be launched to develop the southern city.

Hotel Prices Rise as Phuket Sees 42% Increase in Foreign Tourists H1 2024

Carlos Martinez, director of research and advisory at Knight Frank Chartered (Thailand) Co., a Thai real estate advisory firm, commented on the overall tourism industry in Phuket for the first half of 2024, stating that the industry has recovered strongly with a total of 4.3 million tourists, which is only 7% below pre-COVID-19 levels.

The number of foreign tourists increased by over 42% year-on-year to 2.6 million, close to pre-COVID figures. The improvement in air transportation capacity is expected to support further growth in international tourist numbers in the second half of the year. Continued …

Thai police probe Russian mafia link to tourist’s death on Phuket

A Russian tourist found dead in Phuket a few days ago was possibly the victim of a mafia hit, police suggested. The body of 27-year-old Ilia Orlov showed signs of torture and was left in the open in a popular tourist area near Karon Beach.

All his belongings were left untouched, so police believe robbery was not a motive. One line of inquiry is possible links to Russian mafia, the police said. Continued …

Which EV markets and models have performed strongest so far in 2024?

In terms of new electric vehicle (EV) volumes, no market was able to pull ahead of China. In the first six months of 2024, the country recorded nearly 4.3 million plug-in deliveries. This meant that battery-electric vehicles (BEVs) and plug-in hybrids (PHEVs) made up 43% of the market. BEVs alone made up 25% of sales in this period.

With 41,000 EV registrations, Thailand’s plug-in market recorded growth of 5% in the first half of 2024. This followed a surge in deliveries during the same point last year, when 89,000 units hit the roads, up 327% year on year. However, the market could soon see electrification accelerate again. Thai cyber police bust Hua Hin online luxury accommodation scam

Thai Cyber Crime Investigation Bureau (CCIB) officers apprehended a prominent company for an online luxury accommodation auction scam. The scheme deceived numerous victims and resulted in damages totaling over 3 million baht.

CCIB officers interrogated 46-year-old Busnavee, owner of BluNavy Hua Hin, a company that purportedly offered cheap accommodation but failed to provide the promised services. This inquiry followed complaints from over 20 victims across the country. Continued …

600 million baht sought for Rama 2 road work

The Transport Ministry is asking the Cabinet for 600 million baht from the central emergency budget, so it can boost the liquidity of contractors working on Highway No 35 or Rama II Road.

Caretaker Transport Minister Suriya Juangroongruangkit said on Tuesday that once these funds are granted, the construction can be accelerated. Rescuers just a meter from trapped tunnel victim

Rescuers digging through the rubble in the collapsed train tunnel were about one meter away from one of the three trapped workers, the provincial governor said on Wednesday morning. Chaiwat Chuenkosum said they were moving very carefully toward the three victims, whose vital signs were still being detected by scanners.

Survival kits reach flood victims in the north

The Electricity Generating Authority of Thailand (EGAT) has established centers at headquarters and northern offices such as EGAT Mae Moh in Lampang Province and the Northeastern Region Operation Office in Phitsanulok Province to prepare survival kits for the flood victims in the north.

Over 5,000 survival kits, each containing essential living supplies – jasmine rice, instant noodle, and ready-to-eat food – together with 4,000 packs of drinking water have been delivered to the flood victims in Mae Hong Son, Nan, Phrae, Sukhothai, Phayao, and Chiang Rai Provinces. Continued …

Scholar calls for booze law overhaul

An instructor at Thammasat University has joined a chorus of voices espousing measures to promote alcohol consumption, including extending the hours of retail sales.

New Rule Lets Convicts Serve Sentences Outside Thai Prisons

Thailand’s Justice Minister Tawee Sodsong justified a new regulation that allows convicts to be held outside traditional prison facilities. This measure, introduced by the Department of Corrections, is intended to help ease prison overcrowding in Thailand, where the inmate population of about 220,000 greatly surpasses the system’s capacity of 150,000 to 160,000.

The regulation, introduced under Sections 33 and 34 of the 2017 Corrections Act, allows for alternative detention, including hospitals for sick inmates. Tawee stressed that this is a practical measure for rehabilitation and career training, rather than a convenience for prisoners. Continued …

Since the 2021 coup in Myanmar, the military junta has continued its campaign of repression against the country’s citizens. Among the many groups targeted for harassment are independent journalists covering resistance groups. Many fled to Thailand, often illegally. Digital wallet scheme may be delayed to next fiscal year

Thailand’s July exports surge 15.2%, highest in 28 months

Thailand’s exports in July expanded by 15.2% year on year thanks to a drop in global inflation, which put more money in consumers’ pockets, the Commerce Ministry said on Tuesday.

Heavy flooding forces closures in Khao Yai National Park

Heavy flooding has led to the closure of key sites in Khao Yai National Park, impacting popular tourist destinations and local communities. Takhro Falls and the Sai Yai River in Prachinburi were shut down yesterday, while Nang Rong Falls in Nakhon Nayok followed suit today.

Majority of cybercrime victims in Thailand are working-age women

The Royal Thai Police (RTP) revealed that over two-thirds of cybercrime victims are women, with most being of working age. From March 1, 2022, to June 30 this year, there were 575,507 online complaints, totaling 65.715 billion baht in damages, averaging over 80 million baht per day.

RTP deputy spokesperson Sirivat Deephor highlighted that National Police Chief Torsak Sukwimol is deeply concerned about the public’s vulnerability to various forms of crime, especially cybercrime. Thailand’s rice exports surged in June, driven by Indonesia’s increased demand to maintain food security, Thai Rice Exporters Assn. President Charoen Laothamatas said on Tuesday.

Heatwave alert in Thailand with temperatures hitting 39 degrees Celsius

Thailand’s Meteorological Department has issued a weather warning forecasting sweltering conditions across the country today, with peak temperatures expected to soar between 37 and 39 degrees Celsius. Despite the heat, there is a possibility of isolated thunderstorms during the afternoon, with some regions experiencing light rainfall.

The weather on the east coast is expected to be hot during the day, with a 20% chance of thunderstorms in areas like Prachuap Khiri Khan, Chumphon, Surat Thani, and Nakhon Si Thammarat. Bangkok’s eastern and central bus terminals set for relocation

Transport Minister Suriya Jungrungreangkit announced plans on Tuesday to move the Eastern Bus Terminal (Ekkamai) and the Bangkok Bus Terminal (Mo Chit 2) to the Krung Thep Abhiwat Central Terminal. The intention behind the move is to offer more convenience to travelers, as the Central Terminal can be easily reached using the MRT electronic rail system.

Black panther spotted in Thailand’s Kaeng Krachan National Park

A black panther sighting near Phanoen Thung in Thailand’s Kaeng Krachan National Park has been reported by the Department of National Park, Wildlife and Plant Conservation (DNP). Thailand welcomed 5,981,234 overseas visitors between Jan. 1 and Feb. 25, Tourism and Sports Minister Sudawan Wangsuphakijkosol announced on Tuesday. She added that these visitors have generated revenue of around 290.92 billion baht for Thai entrepreneurs.

Chiang Mai tops world’s most polluted cities due to rampant forest fires

Chiang Mai has been blanketed by worsening haze, catapulting it to the top of the list of the world’s 10 most polluted cities. The thick smog is a direct consequence of forest fires that have been burning unabated for approximately two weeks.

The Geo-Informatics and Space Technology Development Agency (GISTDA) detected a total of 1,420 hotspots on Monday alone. Of these, 193 were located in Chiang Mai. Satellite information revealed that the hotspots were distributed across various areas, with 490 in forest conservation zones, 375 in forest reserve areas, 237 in agricultural regions, 186 in land reform areas, and the remaining in community areas. Interior Minister Anutin Charnivarikul said yesterday he is closely following the forest fire at Ob Luang National Park in Chiang Mai’s Hot district, with this causing enormous damage both in the forested areas and triggering dust and smoke problems that has spread to many provinces.

Firefighters and helicopters halt huge Chiang Mai forest fire

Some 250 firefighters backed by two helicopters on Tuesday managed to halt a forest blaze that raged through 33,000 rai of Ob Luang National Park in Chiang Mai’s Hot district.

The fires were put out just a day after the Third Army Area deployed troops to help fight the blaze and deter local villagers from setting new fires in the vast national park. Wildfires in the province of Tak have intensified, expanding across nine districts and prompting coordinated emergency responses to combat the flames and prevent hazardous smog, including the dangerous PM2.5 particles. 7-Eleven in Thailand Reports Record Income of 399 Billion Baht, plans expansion

CP All has revealed business profit results for 2023 for 7-Eleven, in which the convenience stores had an overall income of 399 billion baht, having a gross profit of 112 billion baht and increasing from the previous year by 16.1%.

CP All stated the increasing profit and income was from an increase in average sales of 5.5%, or 80,837 baht daily on average in each 7-11. It was reported that each customer spent 83 baht on average per bill and each store had 965 customers daily on average. Continued …

Weather warning issued for Hua Hin, PKK

The Department of Disaster Prevention and Mitigation has issued a weather warning for parts of Prachuap Khiri Khan, in effect from today to July 20 (Thursday). The warning covers the districts of Hua Hin, Thap Sakae, Bang Saphan, and Bang Saphan Noi.

The weather conditions are expected to bring heavy to very heavy rains, the warning stated.

Heavy rain forecast for most of Thailand

Heavy rain and flash flooding is forecast to hit the northeast, east, and southern regions over the next few days, while Bangkok and its surrounding areas will also experience rain, heavy at times, over 60% of the total area.

The monsoon trough passing through the upper northern and upper northeastern regions, along with the southwest monsoon covering the Andaman Sea and the southern Gulf of Thailand, is responsible for the increase in rainfall. Residents of the eastern and northeastern regions, as well as those living along the western coast of the southern, should be prepared for flash floods. Continued …

Why section 272 is becoming a new focus

The Move Forward Party has shifted its focus to the amendment of Section 272 of the constitution, to exclude senators from the prime minister voting process, after leader of the party, Pita Limjaroenrat, failed to become Thailand’s 30th prime minister on Thursday.

Section 272 empowers the 250 senators to join the 500 members of the House of Representatives to vote for prime minister between 2019 and 2023.
